OCEANSIDE, Calif. (KGTV) - Trains passing through southern Orange County were delayed Monday night causing headaches for thousands of travelers.According to Amtrak, a train became stalled on the track between Oceanside and San Clemente “due to mechanical issues.”The Metrolink Twitter account said train 609 that was disabled.The Pacific Surfliner Twitter account said train 583 was also having mechanical issues. The delays resulted in the cancellation of train 590.Metrolink wrote on Twitter that they canceled OC Line 603 to LA Union Station Tuesday morning because of the issues with train 609.Metrolink offered busses from Laguna Niguel down to Oceanside, but one traveler who was stranded at the San Juan Capistrano station told 10News that Amtrak did not offer any busses to complete the trip. Though, passengers said they were offered refunds for their tickets. 877

On Tuesday, Casey Louviere was mowing her yard in Louisiana when she suddenly passed out from heat exhaustion."I started seeing stars, and suddenly everything was black," Louviere said.She says she thought she was fine, as she had been drinking water at the time."Just simply went outside to cut grass, it was so hot. You know, I was fine, then everything just turned black. The heat is not something to play with," Louviere explained.Officials with the Scott Fire Department say they responded to the call on Rue Bon Secours of a person unconscious in their front yard."SFD began assessing the patient and administering basic life support interventions. Acadian Ambulance medics arrived, and the patient was transported to a local hospital," a release states. But the firefighters didn't just help Louviere medically.The firefighters stayed with her children until a friend was able to come over. They also came back to finish mowing her lawn."Something like that brings tears to your eyes, knowing that there are still good people out there like that," she said. "They took time out of their day to cut my grass and they didn't have to do that.""We didn't have to do it. We didn't do it to get recognition by any means, but we wanted to bless her and bless her family. Her grass was high and we wanted to help her," Fire Captain Kris Gumpert said.However, Louviere says she did not know the job was finished until she saw it on Facebook."I'm working from home currently, so I didn't walk outside this morning. Nursing homes and long-term care facilities need more personal protective equipment (PPE) than they did at the start of the pandemic.“If a home doesn't have at least a week's worth, that's a problem. It's regarded as a critical shortage and the reason why is because if you have an outbreak, you can start chewing through your existing supplies like that,” said Teresa Murray, a consumer watchdog at the U.S. Public Interest Research Group (U.S. PIRG).The group looked at data from facilities sent to the Centers for Medicare and Medicaid. They found one in five were dangerously low on one or more items, like gloves and hand sanitizer. Almost half didn't have a one-week supply of at least one type of PPE.“And they say that it's not unusual at all for nurses to use masks for like five days,” said Murray. “If they even have gowns, they're reusing them.”U.S. PIRG says these facilities couldn't compete with demand for supply.The Medical Supply Transparency and Delivery Act, which is sitting in Congress, would help stabilize prices. And the Defense Production Act could be used to increase U.S. production of PPE.“And not only does it affect the residents that are in that home. It affects the workers who, guess what, they go home, they go home to their families,” said Rowan. “They go home, to their grocery stores and to their churches. And their kids go to school. And so, this is, I mean, it's no surprise that this is why we're seeing some of these community outbreaks because of one case that starts in a nursing home.”When the Centers for Medicare and Medicaid said the data was accurate, U.S. PIRG says they were referred to FEMA for a solution plan.
