SAN DIEGO (KGTV) — Surveillance video captures in "disturbing" peeper outside a home in Old Town, as a teenage girl slept inside.Steve rents a home along Jefferson Street. Around 1:30 a.m. Sunday, he was close by with some friends when he got an alert on his phone."Just a feeling of alarm," said Steve.A stunned Steve saw video of a man outside his home, just staring. The cameras capture an older, balding man on the side of the home. His left hand is in his pants, as he peers into the windows."Behavior was really creepy," said Steve.Steve called police and raced home. His 15-year-old daughter was inside, asleep on the couch. In the video, the man keeps looking inside, though all the blinds are closed. His hand is still where it is."My immediate concern is that the guy is going to break a window or climb in the house," said Steve.After peering in the windows, he goes around the back and out of camera range. When he reappears, he decides to smoke before taking yet another look."He was so comfortable in my space looking in my windows and doing what he may have been doing," said Steve.Not long after, police arrive and take him into custody. The video shows he had been outside the home for some 30 minutes. Police say there was not enough evidence a crime had been committed and the man was released after an hour. Steve is still hoping to get the word out on the stranger and the odd behavior he fears could escalate."Probably has done it before and will do it again. Next time, he may go inside the house and decide to do something more than looking in a window," said Steve.Though charges haven't been filed, anyone with information on the case is asked to call San Diego Police at 619-531-2000. 1719

SAN DIEGO (KGTV) – The Friar Faithful won’t be able to attend games in Texas to cheer on their San Diego Padres, but fans can support the squad in this week’s National League Division Series games at Petco Park while in their cars.The Padres’ drive-in watch events will take place at Petco Park’s Tailgate Lot at 1301 K Street.The first game of the best-of-five series against the NL West rival Los Angeles Dodgers is set for Tuesday, Oct. 6. First pitch is scheduled for 6:30 p.m., and the series will be played at Globe Life Field in Arlington, Texas.Games will be shown on three separate large LED video screens, and fans who attend are encouraged to decorate their vehicles and don brown and gold in support of the team.Part of the drive-in experience includes dining options for four, a reusable bag with four rally towels, a car flag, and four hats.The team is reminding those who attend that health and safety measures will be in place, such as guests remaining in their vehicles unless they are visiting a retailer onsite or using a restroom.Face masks are required for all fans; the team says all staff members at the event will be wearing masks and conducting routine cleaning.There will be 20 feet of space between vehicles to promote more social distancing.Jaclyn Lash, the Padres’ Vice President of Special Events, said, “We’re still in a pandemic, we did everything we did that people stayed in their car or wore a mask. A pair of scientists is planting a seaweed farm in the bay, to test the plant's marketability for use as food, animal feed, fertilizer, and bio-fuel."Kelp is the new kale," says Torre Polizzi, one of the owners of Sunken Seaweed.Polizzi and his partner Leslie Booher just got a 7,000 grant from the Port of San Diego to start a test-farm in the bay. "We're incredibly optimistic, we believe in ocean optimism, and we're looking forward to really developing this sector."The seaweed industry can be incredibly lucrative. "They're wildly supportive of using kelp and seaweed in their dishes."The farm will be entirely underwater and be filled with several species of seaweed. SAN DIEGO (KGTV) -- The California GOP Sunday endorsed neither of the two Republican frontrunners in the gubernatorial race. In order to earn the endorsement, one of the candidates, either Travis Allen or John Cox, had to get 60 percent of the delegates' votes. During the first vote, Cox received 55.3 percent of the vote while Allen earned 40.5 percent of the vote. A motion to change the rules of the convention was brought up by supporters of Cox, but the motion failed, leaving both candidates without the endorsement of their party.  567
