SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

SAN DIEGO (KGTV) -- A shark advisory is being issued Tuesday after witnesses reported seeing a five-foot-long shark near Black's Beach. According to Mónica Mu?oz with San Diego Fire-Rescue, the advisory is in place from the Mushroom House north to Bathtub Rock, also known as Flat Rock. “Some witnesses reported seeing a shark of about five feet in length which does not reach the threshold of a significant threat. However, the number of witnesses and the feeding behavior observed influenced the lifeguards’ decision to issue the advisory,” Mu?oz said. Just after 12:30 p.m., a group of 25 surfers got out of the water at Black's Beach after reportedly seeing a shark eating a sea lion. Another group of people reported similar information to a lifeguard. In the same area, Mu?oz says lifeguards witnessed a large sea lion eating a fish. The department says there were either two separate sightings in the area, or witnesses all saw a sea lion feeding on a fish, but mistook it for a shark. “We are acting out of an abundance of caution,” Mu?oz added. Lifeguards are conducting active patrols in the area to let people know what witnesses saw. Mu?oz says lifeguards are advising against water activity; however, the water is not closed to people who choose to enter. Signs will also be posted in the area. 1316

SAN DIEGO (KGTV) -- A second lawsuit has been filed by family members of a mother and daughter killed by a YouTube star in a deadly wrong-way crash last year.18-year-old Trevor Heitmann, known as McSkillet on YouTube, drove his McLaren the wrong way on I-805 in August 2018. The crash killed Aileen Pizarro and her 12-year-old daughter Aryana. This latest lawsuit was filed August 22nd by Angelo Pizarro and Arcelio Garcia. Pizarro is one of the sons of Aileen Pizarro. Garcia is the father of Aryana. A lawsuit earlier this summer was filed by Aileen Pizarro's other son, Dominic, and her father. The lawsuit claims wrongful death and negligence by the City of San Diego and the County of San Diego. The family is also suing Heitmann’s estate. It states that San Diego police received a “mental case” call that Heitmann was “screaming, paranoid and delusional and threatening to harm his mom.”Police were advised by a licensed psychiatrist that Heitmann needed to be “possibly placed on a 5150 mental hold,” according to court records. However, officers did not speak to or evaluate Heitmann to determine if he was a danger to himself or others. The lawsuit also states that “one or more of the Police Officers represented or implied that they were part of a San Diego County Psychiatric Emergency Team.”Team 10 reached out to both county and city officials. As of Wednesday afternoon, there was no comment regarding the lawsuit from the city. A county spokesperson said they have not seen the lawsuit yet. The loss suffered by this young man Angelo, of his mother and sister and the loss to Mr. Garcia of his daughter can never be rectified. SAN DIEGO (KGTV) -- A San Diego Police officer and another person were struck by a vehicle along a major Midway District roadway Thursday morning.The officer was responding to a vandalism call at about 4:30 a.m. in the 2900 block of Midway Drive at Rosecrans Street, according to police.The officer was outside of his patrol vehicle and working to detain a suspect when both were struck by a passing SUV. Witnesses say the officer had the suspect pinned down when they were hit."The suspect ran from the officers. While taking the suspect into custody in the street, both were stuck by an oncoming vehicle," SDPD said via a Tweet.The officer is in serious but stable condition. The unidentified officer was spotted on a gurney and being lifted into an ambulance while giving the thumbs up sign.
