San Diego (KGTV)- Family members of a man shot and killed by police in El Cerrito are demanding answers. Witnesses told police they saw the man swinging a shovel at officers before shots were fired. The family says the man had a mental illness. The aunt who called police Saturday night tells 10News she called 911 so officers could help get her nephew to a mental health facility. “We all call police for help,” says Grace Carolino. She says she’s still in disbelief that her cousin was shot and killed over the weekend. “It’s really bothering our family what happened because he’s not a threat.”Police said when they arrived at the home on Adelaide Avenue the man resisted arrest. Officers used a taser on the man. Witnesses say the man was swinging a shovel at police. Then another officer fired shots. “I can not imagine how the police officer used deadly force,” says brother Anthony Carolino. According to the District Attorney’s office, between 1993 and 2017, 79 percent of officer-involved shootings had some evidence of drug use or mental health concerns. Just last week, Governor Newsom signed a new law requiring officers to use every non-lethal option. But the Carolino family says that wasn’t the case over the weekend. “We have the taser; we have the pepper spray, we have the canine unit, we have a police negotiation team. Those things are not here.”The family says they are hoping this doesn’t happen to another family. 10News reached out to the San Diego Police Department to ask if they were aware of the man’s mental illness, the time frame of when the taser and gun were fired and how long officers were there before the shooting. SAN FRANCISCO (AP) — A suspect was arrested in a 1970s-era killing in California after investigators used the same advanced DNA testing that helped crack the Golden State Killer case, authorities said Thursday.John Arthur Getreu, 75, was arrested on suspicion of sexually assaulting and strangling 21-year-old Janet Ann Taylor in March 1974, the San Mateo County Sheriff's Office announced.Taylor was last seen alive attempting to hitchhike from Palo Alto to her home in nearby La Honda. Her body was found along a busy street.Getreu was already in custody in Santa Clara County after being charged last year with sexually assaulting and strangling Leslie Perlov, another 21-year-old woman, in 1973.Investigators previously believed the killings of Perlov and Taylor were connected. But their cases had gone unsolved until DNA testing evolved enough to deliver credible results from the degraded DNA collected at both killing scenes.Authorities in both counties submitted DNA samples to the same publicly available DNA database used to identify Joseph DeAngelo, who authorities believe is the Golden State Killer.Getreu was linked to both killings after the testing connected him to both crime scenes, investigators said.In the Golden State Killer case, investigators used DNA from the attacks to locate a relative of DeAngelo then turned to traditional techniques to find the suspect.Authorities have linked the Golden State Killer to 13 attacks of women throughout California between 1974 and 1986."Law enforcement is not giving up on victims," Assistant San Mateo County Sheriff Gregory Rothaus said at a news conference on Getreu in Redwood City. "We have new DNA technology that is a great tool for us."Santa Clara County court records show Getreau is represented by the county's public defender's office, which didn't return a call.Getreau has not yet been appointed a lawyer in San Mateo County. 1910

San Diego State University's planned Mission Valley campus will generate more than 45,000 daily vehicle trips once its built out, according to a new draft environmental impact report.In November, San Diego voters approved a plan for SDSU to turn the SDCCU Stadium site into a Mission Valley campus. It will allow the university to grow from its current enrollment of 36,000 to more than 50,000. "It's great, it's allowing more students to come in and get their education started," said Tyler Ollison, who just transferred to SDSU. The university is planning more than just a campus in Mission Valley. It also is proposing a 35,000 seat stadium, 4,600 residential units, 400 hotel rooms, and 95,000 square-feet of retail, restaurants, and a grocery story. Plus, the university plans to build 1.4 million square feet of campus office and lab space, and 100 thousand square feet of medical office space.Its new draft environmental impact report says the project will ultimately generate 45,174 new daily trips to and from the campus, in already bustling Mission Valley. "Our project proposes a number of signal re-timings, and expansions of turn lanes, and a number of entrances and exits throughout the site," said Gina Jacobs, SDSU's vice president for the development. Jacobs added the project calls for a new road from Fenton Parkway into the campus. The draft EIR also studies alternate forms of transportation, including how the on-site trolley stop can figure in. The project completion is expected in 2037. Meanwhile, the new stadium is expected to open in 2022. SDSU is now taking feedback on its draft EIR, which can be viewed here. SAN DIEGO, Calif. (KGTV) - The sound of illegal fireworks in the San Diego area is not uncommon around the Fourth of July, but there is an increase in activity this year. San Diego Police Department Sergeant Matthew Botkin said from May 21 to June 21, 2019, the SDPD received 37 calls regarding illegal firework reports. During that same time period in 2020, there were 236 calls.Related: Fireworks continue boom in New York as residents wonder why the noise“I was sleeping, it was like 12 midnight, 1 a.m. and I heard explosions kinda close to my window,” said Stina Pezze, a Mission Beach resident.Jamie Young, a Pacific Beach resident, also has heard them at night, saying she’s lived in the area for 16 years and is used to the typical occasional illegal fireworks around the summer holiday, but this year has been much worse and started earlier.“They started easily a couple weeks ago and it would just be random weeknights we’d get woken up by them at 2 in the morning,” said Young.Neighbors are chiming in online asking where they’re coming from and why there seem to be more. Sergeant Botkin said the simple answer is that they don’t know."I'm not quite sure why the increase, I don’t have a reason why that’s the case but there’s certainly an uptick in them and we hope they go down," he said, also pointing out the difficulty in issuing citations. “We’re always more attentive this time of year to calls like this but you can imagine it’s really kinda difficult to nail down where these are coming from unless it’s coming out of your backyard."He noted that neighbors play a key role in reporting people using fireworks because citing specific locations makes police response easier. He also mentioned how dangerous fireworks can be, with 180 people across the country going to the hospital every day for firework-related injuries around this time of year. San Diego (KGTV)- Just weeks ago the Veterans Village of San Diego wasn’t sure they’d have the money to fund their annual Stand Down event. But thanks to generous sponsors, the organization is helping hundreds of homeless veterans this weekend. The three-day event is being held at San Diego High School. More than 700 veterans are expected to participate in the event throughout the weekend. A variety of services is being offered. Some veterans say they are in desperate need of housing, while others tell 10News they are just fighting to keep the roofs they already have over their heads. “I’m minding my own business, next thing I hear knocks on the door ‘hey you can’t park here,’” says Vietnam Veteran Robert Ewing who was given 15 parking tickets for his motor home in the last three months. “That’s why I’m here trying to get rid of these.”Ewing says it has been a struggle trying to find a safe place to park his motor home. Among a variety of services, Homeless Court is being provided at the annual Stand Down event. “The City Council needs to sleep on the streets for a couple of nights and see what the homeless go through. It’s no joke,” says Ewing. For more than three decades, the Veterans Village of San Diego has been putting together this event. It brings in more than 100 organizations to help the homeless. Even though donations were low a few weeks ago, organizers say they were never going to cancel the event. They are just grateful for their donors, so they did not have to scale the event down. 1529
