CANBERRA, May 15 (Xinhua) -- Visiting General Guo Boxiong, vice-chairman of China's Central Military Commission, and Australian Minister for Defense John Faulkner have vowed to strengthen exchanges between the armed forces of China and Australia.China and Australia shared common interests and desire in ensuring the peace, stability and development of the Asia-Pacific region, said a joint statement released by Guo and Faulkner Friday.The two sides hailed the development of their military-to-military relationship in recent years and said positive outcomes had been achieved through senior visits and exchanges in education, training and technical areas.Both sides agreed that strengthening open dialogue on defense and security issues between Australia and China was conducive to promoting bilateral relations.The statement said China and Australia were both pleased with the outcomes of the current visit and the opportunity it provided to further strengthen bilateral ties and military exchanges.The Sino-Australia defense relationship was an important part of bilateral ties and both sides would work concertedly to sustain sound and stable development in this regard, it said.Both countries should respect and take into full consideration each other's core interests and major concerns, and develop ties on the basis of mutual respect, equality and mutual benefit, the statement said. URUMQI, May 14 (Xinhua) -- Internet services were resumed in northwest China's Xinjiang Uygur Autonomous Region Friday, 10 months after a riot in Urumqi on July 5, the regional government said.In a document released by its press office, Xinjiang's regional government said Internet services were "fully resumed" in line with the region's needs for maintaining stability and boosting social and economic development.The move was also aimed at meeting the Xinjiang residents' requests for information, it said.Xinjiang has 7 million Internet users.The government expressed appreciation for the netizens' understanding and support when Internet connection, international long-distance calls and mobile phone text messages were cut in some areas of Xinjiang after the July 5 riot.Disruption of communication was aimed at cracking down on the riot quickly and prevent violence from happening again, as the riot was believed to have been orchestrated by separatists via the Internet, text message and long-distance telephone calls.Resumption of Internet services in Xinjiang has been a gradual process. Access to two leading news websites, xinhuanet.com and people.com.cn, was restored in December, followed by access to another two portal websites, sina.com.cn and sohu.com, on Jan. 10.Email services were resumed in March. BEIJING, April 26 (Xinhua) -- Chinese legislators Monday started discussing for the second time a draft law on the protection of oil and natural gas pipelines which spells out the responsibilities of pipeline companies.According to the draft, companies must take safety measures while constructing pipelines and ensure the quality of materials.Companies must have professional personnel regularly patrol pipelines and deal with any potential safety issues in a timely manner, the draft said.They must place warning signs near pipelines according to state standards and replace damaged signs as soon as possible.The draft law says pipeline companies must offer compensation to land owners whose land use is curtailed by the pipeline.Buildings and facilities like pools and greenhouses that may damage pipelines are prohibited in the buffer areaThe draft said rapid urbanization has resulted in the reckless construction of buildings and roads within pipeline buffer areas, making pipeline protection increasingly difficult.The State Council, China's cabinet, submitted the law to the 14th session of the Standing Committee of the 11th National People's Congress (NPC), the country's top legislature. The Standing Committee's four-day meeting began Monday.
