(AP) — Hundreds of protesters rallied outside the state Capitol on Saturday to protest against California's stay-at-home orders even as residents entered the Memorial Day weekend with newly expanded options for going to the beach, barbecuing and shopping. Restrictions have eased across much of the state. Some 45 of 58 counties have received permission to reopen most stores and many public spaces by meeting state standards for controlling the coronavirus. And expected high temperatures will lure people to beaches, hiking trails and bike paths. SACRAMENTO, Calif. (AP) — California Gov. Gavin Newsom nominated the first openly gay Black man to the state Supreme Court.Newsom nominated Martin Jenkins to the court on Monday. The 66-year-old would be the third Black person to serve on the court if he is confirmed by the Commission on Judicial Appointments.Jenkins would replace Justice Ming W. Chin, who retired at the end of August.Jenkins is a former federal civil rights attorney who prosecuted cross burnings and police misconduct cases under President Ronald Reagan.He was appointed by Republicans and Democrats to four different judgeships. 609

(AP) — Pacific Gas & Electric's key lenders on Tuesday offered a billion plan to pull the utility out of bankruptcy and give the tarnished company a new name.The proposal filed in U.S. Bankruptcy Court would set aside up to billion of that billion to pay claims on the 2017 and 2018 wildfires caused by PG&E equipment, the Sacramento Bee reported.The plan offered by PG&E's leading bondholders would compete with an alternative that the newspaper says is being drafted by PG&E. Normally the company in bankruptcy has first crack at proposing an exit plan, but the bondholders said in a court filing that they filed their plan because PG&E has "wasted crucial time needlessly."The bondholders also want to rebrand PG&E as Golden State Power Light & Gas Company.Asked about the bondholders' plan, the utility said in a statement that it was considering all options as it navigates the bankruptcy process.The new proposal came four days after Gov. Gavin Newsom, a Democrat, floated the idea of a billion package to deal with the costs of future wildfires, paid for by ratepayers and shareholders of PG&E and the other two big electric utilities in California.Newsom's plan does not offer any cash for PG&E's existing liabilities but would revise state law to give utilities more certainty about recovering costs from ratepayers — enough stability that Newsom believes will allow PG&E to borrow the money it needs to pay existing claims, according to the Bee.The bondholders include some of the biggest investors on Wall Street, including Elliott Management, Pimco and Apollo Global Management. They have been quietly promoting a PG&E restructuring plan for weeks in conversations with legislators, Newsom's aides and others. Tuesday's court filing marks the first time they have taken the proposal public."Substantial new capital must be infused into the company," the bondholders said in their court filing.The governor's office had no immediate comment on the bondholders' proposal.Like Newsom's plan, the proposal is "ratepayer neutral" — meaning, customer rates would not go up to pay the costs of getting PG&E out of bankruptcy.But ratepayers would pay: The plan calls for a .50 monthly charge, a feature of PG&E bills since the 2001 energy crisis, to be extended for several years to help raise dollars for a wildfire insurance fund proposed by Newsom last week. Ronald “Khalis” Bell, a co-founder and singer of the group Kool & the Gang, has died. He was 68. Publicist Sujata Murthy says Bell died Wednesday morning at his home in the U.S. Virgin Islands with his wife by his side. The cause of death has not been released. Kool & the Gang grew from jazz roots in the 1960s to become one of the major groups of the 1970s, blending jazz, funk, R&B and pop. After a brief downturn, the group enjoyed a return to stardom in the ’80s. The group won a Grammy in 1978 for their work on the soundtrack for “Saturday Night Fever.”In addition to vocals, Bell also played the sax for the band. Like most bands, Kool and the Gang stopped touring in March due to the coronavirus pandemic. 735

(AP) — Insurance claims have topped billion for the November wildfires in California, making them the most expensive in state history.The figure released Wednesday by Insurance Commissioner Ricardo Lara covers the fire that destroyed the town of Paradise and two Southern California blazes.Most of the damages relate to the Paradise fire, which killed 85 people and destroyed nearly 19,000 buildings."While last year's tragic wildfires turned thousands of people's lives upside down, insurance is helping to rebuild and recover," Lara said in a news release during Wildfire Preparedness Week.California experienced some of its deadliest and most destructive wildfires in its history in 2017 and 2018. A series of sweeping fires in late 2017 had been the most expensive, with claims topping .8 billion.The increasing destruction is making it harder and more costly for people to obtain homeowners insurance.The insurance department has started collecting data on policy non-renewals to better assess patterns and locations where coverage is being dropped, Lara said earlier this year.When insurers decline to renew policies, state law requires them to notify customers about other options. The state has a pooled insurance plan of last result known as the "FAIR plan."California lawmakers are grappling this year with ways to address the cost and destruction of wildfires.Pacific Gas & Electric Corp., the state's largest utility, filed for bankruptcy in January, saying it could not afford potentially tens of billions of dollars in liability costs related to fires.State law makes utilities financially liable for damages from wildfires caused by their equipment, even if they aren't found to be negligent. 1745
