BEIJING, Aug. 13 (Xinhua) -- Chinese Vice President Xi Jinping met with Ecuadorian Foreign Minister Ricardo Patino here Friday, the two vowing to increase bilateral cooperation and party-to-party exchange.Xi hailed the smooth development of China-Ecuador ties over recent years, citing frequent high-level exchanges and enhanced political trust.The Chinese government highly values its relations with Ecuador, he said, adding that strengthening bilateral ties is in the common interest of both nations and peoples."We hope to take the opportunity of the 30th anniversary of diplomatic ties this year to expand cooperation with Ecuador to push bilateral relations to a new stage," Xi said.He also urged more exchanges between the Communist Party of China (CPC) and the ruling party of Ecuador.Patino extended his condolences to the family members of the victims of the mudslides in northwest China's Gansu Province.He also said Ecuador hopes to cement cooperation with China in political, trade and cultural areas.Patino is visiting China from Aug. 10 to Aug. 16 at the invitation of his Chinese counterpart, Yang Jiechi.In talks with Patino earlier Friday, Yang said China and Ecuador maintained good coordination in international affairs. He expressed the hope to boost all-round relations between the two countries.Patino pledged his country would continue adhering to the one-China policy.Patino will attend the National Pavilion Day of Ecuador celebrations at the Shanghai World Expo on Saturday.

BEIJING, June 18 (Xinhua) -- A senior Chinese government official has called for more efforts to promote increased awareness about energy-savings among the public and increase investments into research for energy-saving technologies.Vice Premier Li Keqiang made the remark in his letter to sponsors of China's 20th national energy-saving publicity week (June 12 to June 18) that ended on Friday.Various campaigns and promotional activities were held during the week to increase awareness about conserving energy among all communities and also promote energy-saving practices, Li said in the letter.Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, said government should put more investment into research for energy-saving technologies.Additionally, long-term mechanisms for energy-savings should be established so that the 11th Five-Year Plan energy-saving goals could be realized, Li said.China seeks to reduce energy consumption per unit of gross domestic product (GDP) by 20 percent in 2010 compared to 2005 levels, according to the country's 11th five-year plan (2006-2010).The 20th national energy-saving publicity week was sponsored by the National Development and Reform Commission and 13 other government agencies.

  

ZHOUQU, Gansu, Aug. 14 (Xinhua) -- The death toll from the massive mudslide in Zhouqu County, northwest China's Gansu Province, has risen to 1,239 as of 4 p.m. Saturday, with 505 still missing, local disaster relief headquarters said.The county education department said Saturday that primary and middle schools in Zhouqu will start the autumn semester on Aug. 25, ten days later than scheduled.This was because hundreds of homes and one primary school were buried and more schools were damaged or inundated in water. Many school classrooms are also being used as temporary shelters.By Saturday noon, power supply was resumed in 8,375 homes, or 76 percent of all affected in the blackout.Vegetables were on sale for the first time on Saturday, nearly a week after the mudslide buried the only vegetable market in Zhouqu.Local authorities ordered 8,400 kg vegetables from neighboring Longnan City and they were sold Saturday afternoon at the same or even lower prices prior to the disaster.Downpours from Wednesday night to Thursday morning have triggered severe floods and mudslides in Longnan, leaving 33 dead and 63 missing, local government said.A major road into the counties of Chengxian and Huixian in Longnan was reopened Saturday night after being damaged in the floods.More than 500 troops and 26 doctors have arrived in the hardest-hit Chengxian, where at least 20 people were killed and more than 10,000 residents had been relocated, to join in the rescue operations.In Gansu's neighboring province of Sichuan, floods and landslides triggered by heavy rains this week have killed at least 10 people and left another 57 missing.In Wenchuan of Sichuan alone, the epicenter of an 8-magnitude quake in May 2008 that left 87,000 people dead or missing, the floods had left 38 people missing by 3 p.m. Saturday.Some regions in Sichuan received a rainfall of more than 200 millimeters between Thursday and Saturday, prompting water levels in many major local rivers to rise above warning levels.Heavy rains also wrecked the eastern province of Shandong this week, forcing the evacuation of 204,500 people, damaging 547,100 hectares of crops, toppling 15,873 houses and causing a direct economic loss of 2.38 billion yuan (350 million U.S. dollars).China suffers the worst flood in at least a decade this summer. Floods and other rain-triggered disaster had left more than 2,300 people dead and further 1,200 missing nationwide this year.

  

BEIJING, Aug. 16 (Xinhua) -- China's top legislature will discuss the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the city's Chief Executive and forming the Legislative Council in 2012, during a bimonthly session scheduled from Aug. 23 to 28.The draft amendments to Annexes I to the Basic Law of the Hong Kong Special Administrative Region concerning the methods for the selection of the Chief Executive was submitted to the National People's Congress (NPC) Standing Committee for approval by Hong Kong Chief Executive Donald Tsang.The draft amendments to Annexes II concerning the formation of the city's Legislative Council was submitted to the NPC Standing Committee for the record.The Legislative Council of Hong Kong passed the draft amendments in June, before Donald Tsang gave his consent to draft amendments later in the month.According to Monday's Chairmen's Council of the NPC Standing Committee, presided over by NPC Standing Committee Chairman Wu Bangguo, lawmakers will also continue to deliberate draft amendments to the law on officers in reserve service, the draft law on mediation, as well as the draft law on the application of laws to civil relationships involving foreign interests.Lawmakers will also deliberate for the first time draft amendments to the law of deputies to the NPC and local People's Congresses, draft amendments to the Criminal Law, the draft law on intangible cultural heritages, and the draft revision of the soil and water conservation law.Also on the agenda of the upcoming session are discussions of the reports on implementation of the national economic and social development plan and budgets, among others.
