SAN DIEGO (KGTV) — A local sailor got an emotional holiday surprise thanks to the generosity of some frequent fliers.Navy diesel mechanic Joe Ramsay just learned his brother is flying in for the holidays."Don't really have the words to describe it," said Ramsay.Ramsay has been stationed in San Diego for more than two years. After hernia surgery this summer, his finances got stretched. There would be no trip home to North Carolina for the holidays."I was going to spend it with friends or alone. That was pretty much my plans," said Ramsay.That wasn't the plan for Ramsay's brother Trey, who entered a contest put on by New York entrepreneur Peter Shankman. The businessman decided to collect and donate hundreds of thousands of airline miles in hopes of reuniting families."Just wanted to get to my brother for the holidays. I haven't seen him in a year or so," said Trey Ramsay.In his entry, Trey called his brother "the closest person in my life," adding the family hasn't been able to visit Joe since he arrived in San Diego. San Diegan Rhys Ford, a mystery writer who travels for her job, donated 45,000 miles and two tickets."It's seeing people reuniting. It's the fact that somebody's so excited to get on a plane. For me, it's able being able to give that to somebody," said Ford.All entries were put to a public vote on the website, Imgur. SAN DIEGO (KGTV) — A new political party is accused of tricking some San Diego voters into joining them.San Diego Registrar of Voters' Michael Vu told 10News he has referred the matter to the District Attorney and the Secretary of State's Fraud Investigation Unit.The Common Sense Party was founded by former Republicans and is currently attempting to get the 67,000 signatures needed to appear on future ballots as an state-recognized political party. A co-founder told 10News the party hired a third-party company in San Diego to help gather the signatures.RELATED: Early voting begins in California Primary as San Diego County sends out mail ballotsHowever, as first uncovered in an investigation by 10News media partner KPBS, dozens of San Diego voters who are registered for the Common Sense Party say they did not remember signing up and, in fact, had not even heard of the party.Some said the signature gatherer told them they were signing a housing petition. Others said they were given a voter registration form that did not include a place to indicate party preference. When KPBS obtained the form that had been filed by the signature party gatherer for one of the voters, she said she hadn't made any changes. "Oh, no. This is not something I recognize. That is not my handwriting. I don't remember signing this form out," SDSU student Kameron Dollinger said.Julie Meier Wright, a well known civic and political leader who helped found the Common Sense Party, told 10News they are shocked by the accusations and are working to get to the bottom of what happened. 10News left a voice mail for the signature gathering company, but has not heard back.Vu urges all San Diegans to check their registration online before going to vote, in order to ensure that they will get the proper ballot. 1805

SAN DIEGO (KGTV) - A measure on the ballot aims to solve San Diego's homeless and housing crisis by raising property taxes and using the money to build more homes.Measure A would provide the City with 0 million "for the acquisition or improvement of real property" that would be specifically for "vulnerable populations."According to the Measure, that includes low-income families making less than 80% of the median income and the homeless or chronically homeless, seniors, veterans, people who are disabled, and young adults who are coming out of the foster system."It would build as many as 7,500 homes," says Stephen Russell, the President, and CEO of the San Diego Housing Federation. "The trauma of sleeping on the street is ongoing. We believe the first thing you need to do is give someone a safe, secure place to live."Russell says the City could leverage that 0 million to bring in an additional billion in state and federal matching funds.According to the text of Measure A, the money would be paid back over 40 years by gradually raising property taxes. In the first year, homeowners would be taxed an additional .14 per 0,000 of value on their home. With the average home value in San Diego at just above 0,000, that means homeowners would pay an extra in property taxes.But, by the seventh year of the bond, that tax goes up to .85 per 0,000 of assessed value or about 5 for the average home.Over 40 years that means an average homeowner in San Diego would pay an additional ,000 in property taxes."We believe that folks with their empathy, with their sympathy for folks on the streets, are prepared to make that small investment," says Russell.But opponents of the Measure say it's not the right time to raise taxes, and the money would not solve the issue."The people who put Measure A on the ballot are the same people who are responsible for the failed strategies that we've been pursuing for the past decade, that have resulted in a skyrocketing increase in the number of homeless people here in San Diego," says Carl DeMaio, the Chairman of Reform California."If we really want to deal with homelessness, we have to get to the root cause of homelessness, which is substance abuse and mental illness," he says.DeMaio also points out that the text of Measure A says it will cost the City .1 billion to pay back the bonds over 40 years.The Measure also establishes a Citizens Oversight Committee to make sure the money is only spent on affordable housing.Because it's a new tax, it requires a 2/3 vote to pass. 2568

SAN DIEGO (KGTV) - A new Father Joe's Villages bike program is giving homeless clients a hand-up, teaching them valuable skills in demand throughout the community.It's the latest addition to their STEPs program which stands for Skills and Training Enhancement Programs.After several weeks of hands-on training, homeless individuals receive a certificate as well as resume help and other workforce skills.RELATED: This is San Diego's plan to become more bike-friendlyThe program doesn't technically launch for several more weeks but caught the attention of a former music manager who is currently biking across the country for a good cause.Through his Dream Machine Tour, Charlie Jabaley is on a mission to change a million lives through giving to people in need.During his stop in San Diego, Jabaley learned the bike program was in need of more supplies. SAN DIEGO (KGTV) -- A gunman is on the loose after a Thursday morning shooting at Barrio Logan’s Chicano Park left a 19-year-old injured.San Diego police were called to the 2000 block of National Avenue, off Interstate 5, at around 1 a.m. in response to reports of dozens of shots fired.Details on what prompted the gunfire were unclear, but police confirmed a 19-year-old person was struck. The victim was taken to UC San Diego Medical Center for treatment.The victim’s condition is unknown.Police are searching for a Hispanic man in his 20s in connection with the shooting. They believe the gunman fled in a dark gray or silver car.About an hour later, as police were investigating the shooting, someone in the car matching a description of the getaway vehicle fired shots while on southbound I-5 towards officers at the shooting scene.No one was hurt in that gunfire. 878
