SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. SAN DIEGO (KGTV) -- Crews were able to extinguish a fire in Clairemont Friday afternoon reportedly started by a crash. According to California Highway Patrol, the blaze started on Boyd Avenue near Genesee Avenue. San Diego Police say at 5:24, a suspect hit several vehicles on Balboa and Mount Alifan Drive before taking off. SAN DIEGO (KGTV) -- Caltrans is warning commuters about an overnight closure on State Route 54 Thursday. According to the agency, crews will close the westbound SR-54 connector to northbound and southbound I-805 between 11 p.m. Thursday and 5 a.m. Friday. The connector will be closed so crews can complete maintenance on guardrails.Signs will be posted directing drivers to exit at Highland Avenue, turn left to eastbound SR-54 to northbound or southbound I-805. 472

SAN DIEGO (KGTV) - City of San Diego crews spent Monday preparing for the first significant rainfall since May. “With the first rains of the season in the forecast, crews are busy clearing critical drains, putting no parking signs along flood prone streets and installing backup generators for the City’s crucial storm water pump stations,” the City of San Diego posted on twitter. "During the rains, 15 crews from the City's Storm Patrol will be actively patrolling, monitoring areas in the city and responding to instances including temporary flooding and downed trees or tree branches," added city spokesman Anthony Santacroce.The heaviest rain is expected overnight Tuesday through the day Wednesday, according to 10News meterologist Megan Parry.
