SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947

SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. It does not verify them again with state Fish and Wildlife during the 10-day mandatory background check. Portantino said this is on his radar for the 2020 session. "This issue certainly highlights these legitimate questions," he said. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose. We're definitely looking to make that system better without a doubt."The gun dealer, San Diego Guns, has insisted it did everything properly in the transaction. Earnest is accused of fatally shooting Chabad of Poway congregant Lori Kaye and injuring three others on April 27. He is now facing more than 100 federal hate crime charges. 2496

  

SAN DIEGO (KGTV) -- In February, we spoke to Jelynn Malone from Mostra Coffee after her coffee shop won best roaster in the U.S. by Roast Magazine. Since then, things for small businesses like hers have been touch and loyal customers including high school juniors, Siya and Anoushka, wanted to help."A lot of businesses were closing. We both brainstormed about how we could help local businesses who have helped us in the past," said Anoushka." So they created a campaign called Loving the Locals. "We started a GoFund Me page and reached out to friends and family who were able to donate. With that money, we were able to donate to Mostra Coffee."And when Malone was ready to meet her donors she said, "I'm looking for adults, they didn't give me their names or tell me how much and I see these two young high school girls and they're like 'Are you Jelynn?'" To describe Malone as surprised was an understatement. "Then they hand over this large check to me and it says a thousand dollars and I'm completely shocked. I'm emotional, touched," Malone described. Malone's no stranger to giving back. A portion of her profits goes to farmers in the Phillippines, where she sources a lot of her product from. When the pandemic began, she donated gratitude boxes to frontline workers. All of her efforts never went unnoticed, even by young customers. "They [Mostra Coffee] continue to give back to community even during these difficult times and we felt that quality was important to us and it's what we were going for. We shared similar values and they were a great fit for us," Siya said. Mostra Coffee is the first business Loving the Locals has donated to. They have a GoFund Me and all profits will go to another small business once their goal is met. 1760

  

SAN DIEGO (KGTV) — Just a few weeks ago, coronavirus testing was hard to come by. But now, many San Diegans are finding it easier to get tested. Some are purchasing at-home test kits online, at no up-front cost.Raechel Kadoya is not a clinician, nor is she at a doctor's office. She is the co-owner of Soichi Sushi, giving herself a COVID-19 test."I want to take advantage of being proactive," Kadoya said as she swabbed her nose.Since the modified re-opening of her restaurant in University Heights, she and her staff have been cautious about coronavirus exposure. That is why she ordered the Pixel by Labcorp at-home COVID-19 test kit for her entire staff."I think that it is my responsibility as a business owner, not only to my staff but to my customers and my family, to make sure that everybody is doing business here safely," Kadoya said.This is the staff's second round of testing. Kadoya said the first one required multiple doctors referrals just to get a drive-through appointment an hour away."We were able to find a place in Lake Elsinore, so we all had to drive up there," Kadoya said.Dr. Abi Olulade, a family medicine physician at Sharp Rees-Stealy Medical Group, said the accessibility of these at-home tests is a big draw."It definitely is something that is very convenient for consumers," Dr. Olulade said.But she suggested customers do their homework before they order."They should be looking at whether or not the tests that they are using have been FDA authorized, and it's not just some random test that they found on the internet," Dr. Olulade said.As of June 12, 2020, seven at-home COVID-19 test kits have the FDA's emergency use authorization. They are:Phosphorus DiagnosticsPrivapathP23 LabsEverlywellRutgers University LabQuest DiagnosticsLabcorpTo get this authorization, the FDA requires at-home tests to have 95% accuracy in detecting positive results and 100% accuracy in detecting negative results.Insurance covered the upfront costs for Kadyoa's staff. But for those without insurance, some tests are covered by federal funds.From an accessibility and affordability stand-point, Kadoya said this is what works best for her."I want to do this every couple of weeks as maintenance," Kadoya said.Dr. Olulade also said to make sure the labs doing the testing also have CLIA certification, which sets national standards for accuracy, quality, and reliability. 2397
