Wen made an inspection tour in Zhejiang from June 25 to June 26."The Yangtze River Delta holds an important position in the country's national economy, it is necessary for the delta to strive to foster new edges and score breakthroughs in order to make new, greater contributions to the country's economic and social progress," said Wen.While urging efforts in fully implementing the legions of measures and policies worked out by the central government to step up and improve macro control and in advancing good and fast growth in economic and social development, Wen reiterated that the Yangtze River Delta should also work harder to speed up transfer in the mode for economic development.He also asked Jiangsu, Zhejiang and Shanghai to seize favorable chances brought along by the recent approval of the State Council, China's Cabinet,regarding the regional development blueprint calculated to bolster growth of the Yangtze River Delta in the forthcoming five years, and concentrate efforts on improving industrial structure and advancing integration in constructing major infrastructure projects, so as to expediate formation of an effective system for sustainable development.Wen stressed that it was imperative for local governments to work out effective measures to promote harmony between workers and businesses amid rising calls for wage increases.During his inspection to a local garment-making factory in Hangzhou, Wen encouraged the enterprise administrators to promote innovation and cut costs to make the products more competitive in more markets.When he visited Alibaba.com, a leading Chinese E-commerce company also based in Hangzhou, Wen emphasized integrity should always be the basis of business activity.

BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

  

HUAYIN, Shaanxi, July 25 (Xinhua) -- Rescuers failed to close a breach of a flooding river embankment in northwest China's Shaanxi Province Sunday,rescue headquarters said.More than 3,000 soldiers and militiamen have been filling the gap of the embankment of Luofu River with stones and sand bags, and managed to narrow the 80-meter gap into 2 meters, said a spokesman at the headquarters.But the breach expanded again to eight meters wide as stones and sand bags ran out, he said.Luofu River, a tributary of Weihe River, breached Saturday morning.A total of 6,404 people from 1,587 households in Huayin had been evacuated before the flood early Saturday. No casualties have been reported.Torrential rains pounded Huayin City from 8 a.m. Friday to 6 a.m. Saturday.

  

BEIJING, June 12 (Xinhua) -- China's trade surplus would likely fall noticeably this year as exports outlook would not be optimistic while imports would remain robust, Ministry of Commerce spokesman Yao Jian said at a briefing Saturday.Exports growth would slow after July, Yao forecast, adding the surge in exports in May was due to a low comparison basis last year. China's exports in May surged 48.5 percent year on year, customs data released Thursday.China's trade surplus in the first five months fell 59.9 percent to 35.39 billion U.S. dollars. The figure in 2009 topped 196.07 billion U.S. dollars, down 34.2 percent year on year.Yao attributed the weak export outlook to the European sovereign debt crisis, rising commodity prices and labor costs."In the following months, the fallout from the debt crisis in Europe would gradually become apparent, and China would closely watch changes in its important exports markets including Germany, Spain and Italy," Yao said.China would maintain stable trade policies amid the crisis, and might adjust some policies in some specific industries for environmental protection purposes."Stable trade policies are a top priority when the external outlook is not clear," he said.Yao also told reporters that attempts by some U.S. lawmakers to include China's exchange rate policy into trade investigations on China's exports of aluminum extrusions and coated paper lacked factual support and did not conform to rules of the World Trade Organization.The WTO regulated trade policies instead of a country's overall financial or foreign exchange policies, he said.
