GUATAY, Calif. (KGTV) -- A family in the East County is hoping someone has information about a bicycle accident that happened Saturday afternoon in Guatay, just north of Pine Valley. Ann Larkin says her husband, Warren Larkin, was returning from a bike ride along old Highway 80, and was just feet away from his home, when a good Samaritan found him in the middle of the road. Larkin was airlifted to Sharp Memorial Hopsital with 10 broken ribs, a collapsed lung and a broken clavicle. He doesn't remember anything about the crash.Ann tells 10News she doesn't want to speculate but worries that someone hit her husband on his bike and took off, since hospital staff told her his injuries were more traumatic than just falling off a bike. The Larkin family is now hoping that by sharing their story, they can find someone who witnessed the accident and can provide clues about what happened. 899

Grace Ross is drowning in paperwork; her office is filled with boxes that are overflowing with affidavits as she tries her best to help Americans who are on the verge of eviction.Ross runs the Worcester Anti-Foreclosure Team in Worcester, Massachusetts. Every day, her team is fielding calls from people who have run out of money and are now facing eviction proceedings."People are panicked,” she said. “I think the low-level panic that we’re all running around, because of COVID and in this, it's a lot.”The current impending housing crisis could not be hitting at a worse time. As COVID-19 cases spike across the country, many Americans are quarantining at home to stay safe, while at the same time, millions of people are in danger of losing their homes.Housing courts in many states are still closed, so eviction hearings have to be done via Zoom, which presents its own challenges."One of the areas of law where people self-represent the most is eviction cases, so it’s the worst case to have this happen in," Ross added. Before COVID-19, lawyers would often resolve cases without a judge getting involved. Now, however, evictions hearings are being drawn out because attorneys can’t meet in-person. That is adding another layer of complexity to the housing crisis."When courts try and work remotely, you cut out the non-verbal's, the interactive nature, anybody who has Zoomed knows trying to figure out who is talking when there’s a lot of people on there can be difficult," Ross said.According to the CDC, roughly 12 million adults missed their last rent payment. A staggering 23 million people have little or no confidence in their ability to make the next one. It's not just renters who are struggling. Landlords who make less than ,000 a year are also being hit hard because they get most of their income from a tenant’s rent."That street-level economy is the one that is just collapsing under the weight of COVID in a million different ways,” Ross said. 1974

Good news and bad news from the IRS this July. The good: the agency reopened for business as of July 13th, which means it is now taking phone calls and processing tax filings as quickly as possible. The bad: during a year when every dime counts, the agency says as many as 4.7 million tax refunds will be delayed another few months.Cristy Mack is one of them. She and her husband never wait to file their taxes because she depends on her refund. But like almost five million other people, they still file paper returns because they are most comfortable doing that."We mailed our paper forms at the end of February," she said. But five months later, Mack still doesn't have her refund."A total of 18 weeks have gone by since we mailed in our return," Mack said. She tried calling the IRS, she says, but like countless other taxpayers, ran into a brick wall."They say they aren't taking calls at the moment," she said. Why refunds are taking so long this yearThe IRS's national taxpayer advocate now says as 4.7 million people who filed paper returns will have very late refunds. That's because the agency furloughed thousands of workers this spring and stopped processing paper returns for two months, creating a huge backlog.Paper processing has restarted, but workers are far behind.Mack needs her tax refund badly."It means a lot to us," she said. "Especially with everything going on, and my husband's job has been really slow, and we are making less.We passed Mack's information on to the IRS, though it may not make a difference if her return is buried in a stack of thousands."When you rely on that as part of your income and it's not there, it does make things a little sketchy sometimes," she said. And with the IRS extending the tax deadline to July 15 this year, even more paper returns are about to be added to the stack. If you are still waiting for your refund, all you can do is log on the IRS website, go to the "Where's my Refund" section, and cross your fingers. As always, don't waste your money.Don't Waste Your Money" is a registered trademark of Scripps Media, Inc. Hawaii's East Island is no longer on the map.The island, located about 550 miles northwest of Honolulu, is part of a chain of small island groups in Papahānaumokuākea Marine National Monument. When the chain was swept by powerful storm surges from Hurricane Walaka earlier this month, East Island was submerged. The island was uninhabited, but scientists are worried because it was a refuge for two of the most endangered animals in the world: the Hawaiian green sea turtle and the Hawaiian monk seal. 508

Hawaii residents breathed a sigh of relief as Hurricane Lane disintegrated into a tropical storm, but authorities warned that its thrashing winds and relentless rain will remain a threat into the weekend.Lane dumped more than 40 inches of rain in some parts of the Big Island over several days, sending residents fleeing life-threatening flash flooding and landslides. It weakened to a tropical storm Friday, a major downgrade for what was a Category 3 hurricane just a day earlier.Weakening is forecast through the weekend, with Lane expected to become "a remnant low" by late Saturday or Sunday, the Central Pacific Hurricane Center said. 647
