On Monday around 11 p.m. near Albertsons on Mission Avenue, Kevin Humphrey was taking his 7-month-old terrier mix Stitch out for his final walk when he saw a homeless man and his brown-and-white pit bull, loose. Humphrey says the owner managed to catch up to the dog and leash him.Humphrey went on with his walk along the back side of the shopping center, when he says he saw the dog, unleashed again. Humphrey picked his dog up and started running, but didn't get far."It just starts biting at me and biting at me. He tries to bite my dog's throat out," said Humphrey.Humphrey says the dog bit him in the back and arm before latching onto his puppy's throat. His puppy's life on the line, Humphrey jammed his hand into pit bull's jaws."I put my hand in the dog's mouth so he wouldn't bite. I'm crying, 'Don't kill my dog! Don't kill my dog!" said Humphrey.After a tortuous 20 minutes, the dog finally let go. Humphrey raced to get help for his dog and then himself. Stitch suffered more than a dozen bites. For Humphrey, torn tendons and bone fragments in his hand led to two surgeries.The San Diego Humane Society says the homeless man contends Humphrey went into his tent and provoked his 4-year-old dog, which Humphrey denies. The pit bull is under a 10-day quarantine. If he's reclaimed, he'll have to wear a muzzle. 1458

(KGTV) — The pandemic is creating a serious budget crunch for the volunteer non-profit organizations that provide key funding and support city libraries across San Diego County.Gail Wells of the Friends of Oceanside Library says fundraising efforts have almost completely dried up. “We make ,000 a year on book sales. And we make ,000 on Farmer’s Market sales. We’ve lost that. We can’t have any book sales," says Wells.Other fundraisers have had to be canceled, as well. Wells says they have tried to get creative, including selling used books on Amazon and offering drive-through boxed book sales, where for , people can buy a box of books in a particular genre without knowing precisely what books they will receive. “A lot of people will say I don’t need a box of books. And we’ll say all you need to to get one book you like and it pays for your box of books. Sometimes it works," Wells said.The fundraising woes come at the worst possible time for Friends of the Oceanside Public Library because they are about to lose their office/sorting room. That’s because the city is tearing down the building to make way for a new fire station. The year 2020 now eclipses the old record, with at least 12 of those storms making landfall this year in the U.S. alone.“Those two years are quite similar. They are anomalies,” said Lewis Link, a professor at the University of Maryland who studies hurricanes.An increasing number of hurricanes are becoming major ones, which means their wind speed falls into a Category 3 hurricane or higher.“Partially, it could be attributed to warming, higher sea surface temperatures, which are the fuel for generating hurricanes,” Link said.It’s not just coastal areas that bear the brunt of concern during hurricanes. More and more often, the effects from these storms may hit the coast first, but they are being felt far more inland and in many more states than ever before.A recent map put together by the National Hurricane Center showed all the counties impacted by hurricanes and tropical storm winds this year. The effects of those storms reached inland states like Arkansas, Tennessee, West Virginia and Vermont.Yet, the effects from these storms go beyond just high winds.“The biggest problem we have is with flooding, is inland flooding,” Link explained. "And some of that is attributed to tropical systems that continue to dump a lot of rain, long after they cross the shoreline.”That’s an issue, he said, because many areas don’t have the infrastructure in place to deal with the heavy, quick downpours that are associated with tropical systems.“Not only are they old, but they’re just not up to the task. That’s a serious problem. How do you change that?” Link said. “We’re not set up well to change our infrastructure based on changing conditions.”It is a change that may have some communities rethinking exactly what it means to be in a hurricane zone.While the official hurricane season runs from June 1 through November 30, occasionally some tropical storms do develop outside those dates, including some that formed this year in May.
