SAN DIEGO (KGTV) -- A Hillcrest man was left feeling helpless after he spots a burglar inside his home on Christmas Eve while he was on the other side of the country. Tyler Luna was visiting family in Mississippi when he wanted to check on a recent gift from a client. He got a red flower that is supposed to bloom on Christmas. Before he left, he set up surveillance cameras and placed the flower in a window nearby. He opened the app on his phone and saw the flower and a thief inside his home."Your heart sinks and its like what’s happening," Luna said. In a panic, Luna called 911 but the Mississippi dispatchers told him they couldn’t help. He flew home Christmas night and met with police immediately to file a police report. "It was very scary."When he went inside his home he found his class ring missing, his watch drawer empty of all watches, and some valuables in his nightstand, all gone. SAN DIEGO (KGTV) — A Rancho Bernardo hotel hit hard by the loss of midweek conventions is taking new steps to fill vacant rooms."We were doing pretty good and then Labor Day came and we fell off a cliff again," said Jeff Livingston, who directs sales at the Rancho Bernardo Inn. Livingston says the number of employees has gone from the hundreds into the dozens, as the business conventions the inn depends on have all but dried up. Now, the Rancho Bernardo Inn deems success at 35% occupancy, a number that a year earlier was upwards of 90%. "During the week we're literally sometimes in single digits," Livingston said. "There are times where there are more staff than there are guests." The Rancho Bernardo Inn has plenty of company. San Diego's tourism industry has lost 52,000 jobs in the last year, a nearly 26% drop, according to data released Friday by the Employment Development Department. The region's unemployment rate was 9% in September, with jobs down 117,000 over the year. Lynn Reaser, chief economist at Point Loma Nazarene University, said hotels are seeing a few more visitors because of road trips, but that business will be limited until a vaccine arrives.Meanwhile, the Rancho Bernardo Inn has dropped its rates on Sunday nights through Thursday, in some instances offering two nights for the price of one. SAN DIEGO (KGTV) - A San Diego Congressman is responding to a Team 10 investigation that uncovered claims the government is not providing sufficient medical care to people in its custody.Court documents uncovered by Team 10 claim a man was arrested at the border then held for nearly three days in a potentially dangerous medical state.According to court documents, "Mr. Centeno was kept in a small cell where the lights were on the entire time. Mr. Centeno was not given a change of clothes during the nearly three days while he was at the Port of Entry. The cell where Mr. Centeno was held did not have a bed, and Mr. Centeno was given a thin foil blanket and a torn yoga mat to lie on. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily.
