CAMP PENDLETON, Calif. (KGTV) — The last two cottages to grace San Onofre Beach and replace the deteriorated trailers near Camp Pendleton will be dedicated Thursday.The Camp Pendleton Cottage Renovation Project has worked to replace 13 of the 30-year-old FEMA trailers at the beach with manufactured homes. The new cottages are build using metal roofs, composite siding, stainless-steel appliances, and furniture. Cottages are also constructed to include wheelchair accessibility, railings, and wider hallways for service members with special needs. Bulgarian authorities are investigating the rape and murder of an investigative reporter in the northern city of Ruse, the third journalist to have been killed in the EU this year.The body of 30-year-old Viktoria Marinova was found on Saturday near a pedestrian alley in an area with heavy vegetation, Bulgarian state media reported.Preliminary investigations showed the cause of death was blows to the head and suffocation.Bulgarian Interior Minister Mladen Mladenov described the murder as "exceptionally brutal" and said Marinova was raped before she was killed, according to state media. He said the country's top murder investigators had been sent to Ruse to work on the case.It's not clear if Marinova's murder was related to her journalistic work. Authorities are working to identify witnesses and potential motives for her murder.Bulgarian media reports said that over the last year Marinova had reported on an ongoing investigation into alleged corruption involving European Union funds for the broadcaster TVN. Businesses are one step closer to growing their own marijuana in San Diego. The deadline to enter the lottery for those permits ended Wednesday afternoon. Bradley Fisher really has his hopes up. "I'm getting it," said Fisher. "I'll be one of the 40 forsure."  He applied for two permits Wednesday so his client can start growing their own pot. He submitted his paperwork ahead of the lottery deadline, which gives him a better chance of getting that permit down the road. His client already has a warehouse set up for production. "They're able to grow it and bring it right to the dispensary," said Fisher. "They can make baked items as well, cookies, cakes the whole nine-yards, and it's all legit because they'll have permits for it."But it's not a simple process. "They're gonna put like a mezzanine in the building, in the warehouse, ovens, and stuff like that, tons of lights," said Fisher. "Electric is going to be off the hook; water is going up there. It's very costly, but then again its very beneficial."The city is now reviewing those applications to make sure they meet their demands. "To make the cultivation center you need to be 1,000 feet from any schools, any churches, daycares, parks."Applicants can still apply for appointments Thursday even if they weren't part of the lottery.
