BEIJING, Dec. 20 (Xinhua) -- Netizens in Beijing voiced their support as well as concern during the past week about draft rules designed to curb the capital city's notorious traffic congestion.The proposal, that car usage by institutions under the Beijing municipal government's jurisdiction be limited, was overwhelmingly supported, while an additional congestion fee to be paid by drivers and an odd-even license plate restriction system in downtown areas drew much opposition among netizens.The Beijing municipal government wrapped up the week-long public comment period on Sunday that sought input before rolling out the final rules.The draft rules proposed that no new cars should be added during the next five years to the already colossal car fleet for governmental and institutional usage."Equality should be strictly observed and no privilege be allowed for those government- or institution-owned cars to be used for personal business," said a netizen, Renwen Zhuyi, or literally "humanity idea"."I hope that the government could make public the information about government- and institution-owned cars for scrutiny and supervision," said a netizen with ID Hub3333.China has been pushing forward the reform on government- and institution-owned cars, but little progress was made, said Lu Ximing, director with the Shanghai Urban Traffic Planning Research Institute."What is more important is that the government will set an example in reducing traffic congestion by limiting usage of government fleet cars," Lu added.The draft rules also proposed that parking fees be hiked in central Beijing and "congestion fees" be charged in areas prone to traffic jams. This has triggered widespread concern among netizens, who think that extra-charges should be the last resort in easing the city's traffic gridlock problem."Congestion fees are not an effective prescription to ease traffic jams,"said netizen Sunny. "Without a sound systematic arrangement, congestion fees might become a lucrative racket for traffic officials.""Congestion fees are justified only if there is a highly efficient and comfortable mass transit system," said netizen "Singing Swallow".An official with the Beijing Municipal Commission of Traffic (BMCT) said the congestion fee and hiking of parking fees would effectively restrain people from excessive use of cars.Another official with the same institute further pointed out that a limit on the number of cars allowed in Beijing is needed in combating traffic problems."The Beijing municipal government has been focusing on limiting the usage, rather than buying of cars, since 2005," said Li Xiaosong, deputy director with the BMCT.Beijing has made great progress in building more infrastructure developing mass transit systems, optimizing traffic networks, and other measures since 2004, said Li."However, these achievements were overshadowed by the unusual increase in cars in recent years that has brought tremendous pressure on traffic," he said.Data from the BMCT shows there were only 78,000 cars in Beijing in 1978 and 200,000 in 1985. However, the number of cars soared after the country entered the 21st century amid fast economic growth and urbanization.Within 13 years, the number of cars in Beijing more than quadrupled to 4.7 million in 2010 from 1 million in 1997.In 2009, some 515,000 new cars were driven onto Beijing's already over-crowded roads, equivalent to the car population in Hong Kong. And this year, another 760,000 new cars will be added to the traffic gridlock.Li attributed the traffic congestion in Beijing to the excessive use of cars, low ratio of roads and concentrated car use in downtown areas."We have to bring traffic under control before it is too late," Li said.

BERLIN, Jan. 7 (Xinhua) -- China and Germany will ink 8.7 billion U.S. dollars worth of business deals during Chinese Vice Premier Li Keqiang's visit to Germany, Chinese Ambassador to Germany Wu Hongbo said here on Friday.Wu said at a press conference that Li was accompanied by some 120 Chinese business leaders on his current visit. The two sides are expected to sign 11 agreements and commercial contracts worth some 8.7 billion dollars, covering such fields as automobile purchase, financial cooperation, energy and machinery.Earlier on Friday, Li met with German President Christian Wulff and then held talks with Chancellor Angela Merkel.Li told the German leaders that China is a long-term and responsible player in European financial markets. BEIJING, Dec. 20 (Xinhua) -- China's top judge, Wang Shengjun, on Monday urged the nation's courts to pay close attention to the impact on people's standards of living caused by recent price hikes.Also, the courts should properly handle disputes regarding employment, social security, education, medical treatment, housing and consumption sectors, in an effort to safeguard people's vital interests, said Wang, President of the Supreme People's Court of China, at a meeting attended by presidents from the countrywide high courts.Further, the Supreme People's Court urged local authorities to crack down on telecom and internet fraud, the fight against production and sales of poisonous food and fake medicine, and ensuring the safety of people's health and property, according to Wang.All courts should also properly handle disputes concerning farmers' rights and interests, including cases relating to the sale of agricultural products and pay to migrant workers, Wang said.Wang also urged the courts in various regions to take an active part in the country's efforts in protecting intellectual property rights and environmental protection, and hand down severe punishments for work-related crimes.As to people's letters and appeals to the higher authorities for help, Wang said the courts and police officers should speed up dealing with long-pending cases, and resolve problems and complaints from people.Statistics from the Supreme People's Court showed that in the first 11 months of this year, courts at various levels had received 9,754,141 cases and completed handling 8,967,396 cases, up 0.15 percent and 2.14 percent year-on-year.Wang also said the courts had played an effective role in serving economic and social progress.

CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. It has attracted about 25,000 participants from governments, businesses, nongovernmental organizations and research institutions in nearly 200 countries.
