SAN DIEGO (CNS) -- The San Diego City Council unanimously approved the creation Tuesday of an emergency rental assistance program tied to the ongoing coronavirus pandemic, which will utilize .1 million in federal COVID-19 funds to support thousands of low-income residents experiencing financial hardships.The COVID-19 Emergency Rental Assistance Program will provide up to ,000 per household, assisting around 3,500 households total, according to the San Diego Housing Commission.Applications will be available through the housing commission's website no later than July 20."Our rental assistance program cleared another hurdle today, and in a matter of weeks over million will be directly available to thousands of renters struggling to navigate the financial challenges of the COVID pandemic," said City Councilman Chris Ward, who proposed the program's creation.Ward initially sought to allocate .9 million of the city's 8.5 million federal CARES Act funding for the program, but that amount was pared down following disagreement from other council members."The current .1 million is a start to what I hope is continued relief for residents, especially since this program gives us a mechanism to add funds as they become available," Ward said.To be eligible for the program, households:-- must be located within the city of San Diego-- have a household income at or below 60% of the San Diego Area Median Income-- must not be receiving any rental subsidies-- must not be a tenant of a property owned or managed by the housing commission-- must not have savings to meet their financial needs-- must have eligible immigration status-- must have experienced hardships directly related to COVID-19Priority will be given to families with children and households with people age 62 and older. Itandehui Jiménez, who lives in Linda Vista, said the time has been particularly hard on her children. She is a month and a half late on her ,800 rent. "Right now there's no happy moments, because we can't go out," she said. "We're looking for jobs, stressed, looking to do something to get money for the rent."However, disbursement of funds will otherwise be chosen via a random selection process, according to the housing commission."This program will provide some of the stability these families -- and their landlords-- need as San Diego gradually emerges from this health crisis. The San Diego Housing Commission is pleased to partner with the City of San Diego to implement this program, which builds upon our successful track record of providing housing assistance to families in need," SDHC President and CEO Richard C. And this is the piece that was missing," City Councilman David Alvarez said."I want to thank you for saying 'yes' to the community this time because this community has heard 'no' a lot more than it has heard 'yes' over the years," he told his colleagues. SAN DIEGO (CNS) - The Port of San Diego's Board of Port Commissioners announced its approval Thursday of a 15-year extension for the San Diego Symphony Association's lease at Embarcadero Marina Park South. The lease, approved Wednesday, includes three 10-year options and one five-year option, allowing the association to lease the park for up to 50 years. The association currently uses the park land for its Bayside Summer Nights concert series, which it started in 2004. The concert series is held on a temporary stage that is assembled and disassembled each year. Later this year, the association hopes to break ground on the Bayside Performance Park project that would include construction of an open-air performance venue with seating for 10,000 as well as various improvements to park features like benches and basketball courts. The new venue also would serve as the permanent location for Bayside Summer Nights. ``The San Diego Symphony is investing a minimum of million in improvements, including many public amenities and better performance facilities, creating a new, year-round attraction on the San Diego Bay waterfront,'' Board Chairman Garry Bonelli said. ``We're confident concert-goers will love the improved access and state-of-the art stage and sound system, and bayfront visitors will love the new and improved part.'' The stage will be designed by London-based company Soundforms, according to the association. The stage will be feature an acoustically engineered shell made of tensile white fabric and will complement the look of the nearby San Diego Convention Center. The venue will remain open to the public year-round as part of Marina Park South. ``I want to recognize the incredible partnership that has existed over the past four-and-a-half years between the Port of San Diego, the California Coastal Commission and the San Diego Symphony Orchestra,'' San Diego Symphony CEO Martha Gilmer said. ``The work we have accomplished together to create and activate a public performance park will be transformative and have lasting impact to San Diego residents and visitors.'' The lease extension is the last major step in the project's approval process, according to symphony officials. SAN DIEGO (CNS) - The San Diego Community College District announced Thursday it will continue online instruction through the remainder of the academic year, including the January 2021 intersession and Spring 2021 semester.SDCCD Chancellor Constance M. Carroll emailed district employees Wednesday informing them of the decision. With exceptions for a few programs that are difficult to offer virtually, all district classes have been online and all operations conducted remotely since March 23 to help curb the spread of COVID-19. Hybrid exceptions include various science and clinical laboratory sections, career classes with technical components and classes for first responders, which are offered on campus with all health protocols required. Carroll said more hybrid classes and on campus support services will be offered in the spring if the situation allows, but that the district's highest priority is the health and safety of its students and employees."It seems incredible that we are now in our sixth month of dealing with the coronavirus COVID-19," Carroll said. "I do not believe anyone could have predicted the longevity of this crisis."In her email, Carroll thanked district employees for their "dedication above and beyond the call of duty," to assist students, many of whom continue to face financial hardship due to loss of income. Seven in 10 district students work to support themselves and/or their families.To date, the district has distributed .3 million in federal Coronavirus Aid, Relief, and Economic Security Act funds to more than 8,000 students at San Diego City, Mesa and Miramar colleges, as well as San Diego Continuing Education. Another 7,000 in funding is being provided by United Way of San Diego County to assist district students and 0,000 has been contributed by the San Diego Foundation to fund student laptops.In spite of these efforts, many district students have faced the difficult choice of continuing their educations or supporting their families, especially during a period when many public schools are online. Enrollment is down 8% across the district this fall.Of particular concern, Carroll said, is evidence that some of the region's most vulnerable students -- including those from lower-income communities and traditionally underrepresented groups -- have been impacted the greatest by the COVID-19 pandemic."We must ensure that the current public health crisis and economic crisis do not prevent our students from making progress towards their educational goals," she said. "The community and the workforce are counting on our ability to continue delivering a high-quality education and effective student outcomes."However, the district has also seen a 25% increase in enrollment in the San Diego Promise, the free tuition program for eligible students. Program representatives believe the surge in new students is partly a result of more students who have chosen to start their educations at one of the district's colleges, instead of a university. 3019
