SAN DIEGO (KGTV) — Navy Region Southwest has a brand new, state of the art headquarters on land that was recently a barren lot, and they didn’t have to pay for it.The 15-acre plot sits on Pacific Highway near the USS Midway and has been owned by the Navy for about a hundred years. Navy Region Southwest Executive Director Joe Stuyvesant said it was once a hub for ships.“Ships would come in and refuel, replenish, resupply so it was mostly supply warehousing and things that were here,” he said.RELATED: Massive biotech hub planned for San Diego's waterfrontEventually, ships stopped coming to the area and instead stopped at other nearby bases. The warehouses that were built remained, and the Navy turned those into office buildings. Now, just one warehouse stands. This is the old building for Navy offices and will soon be torn down now that the new headquarters opened in October.Stuyvesant estimated the cost of their new building at around 5,000,000, explaining the deal they made so the Navy did not have to pay for the facility.“In return for leasing that land to the developer, they would build the Navy a new headquarters building,” he said.Manchester Financial Group signed a lease on the land in 2006, agreeing to fund the 17-story, 373,000-square-foot building. The inside of the building features historic Navy photos, offices, conference space, a gym for employees, and the oceanfront view. A restaurant for the public will also be added to the first floor.Construction on the new Navy facility started in 2018 and ended in 2020. Now, the last remaining warehouse that once housed the Navy offices is set to be torn down.“It really as underutilized and frankly not an attractive parcel to be really on the front doorstep of San Diego,” said Stuyvesant.Earlier in 2020, Manchester sold part of the lot to IQHQ, which is currently building a science hub. Manchester still holds part of the property and plans to build a hotel and plaza on that space.Stuyvesant said this deal is a win-win because the Navy got a new facility that they would not otherwise be able to fund, and the city will benefit from a nicer view and the taxes that come from the property.“The money that we have for facilities really needs to be focused on building piers, building electrical infrastructure, building hangars for the aircrafts, repairing runways,” said Stuyvesant. 2377

SAN DIEGO (KGTV) -- Police in a standoff with a woman for nearly an hour before they say she tried to run over officers.It started with someone reporting a woman parked at a gas station and blaring music on Balboa Avenue in Clairemont.When officers arrived they asked her to turn down the music but she refused and at one point held up a piece of paper to her window that said no.After about 45 minutes, officers placed spike strips under her tires. That's when police say she tried to ram her way out, striking several police cars and running over the spike strips.She lost control, drove across lanes and jumped the median and spun out on Mt. Alifan Drive.Officers surrounded her car, smashed out the side window and dragged her out. During the scuffle to take her into custody, at least one officer suffered some minor cuts and bruises.Police say the woman will likely face assault with a deadly weapon charges. 922

SAN DIEGO (KGTV) -- Officials say more than 80 people are currently being monitored for coronavirus symptoms in San Diego County, as the first flight of quarantine passengers from a cruise ship arrived at MCAS Miramar Tuesday. A group consisting of between 50-60 people arrived at MCAS Miramar just before 10 p.m. Tuesday for a 14-day quarantine. The passengers had been aboard the Grand Princess cruise ship that was brought to Oakland.All passengers have been screened and showed no symptoms, County Public Health Officer Dr. Wilma Wooten said, adding that about 400 more passengers were expected to arrive at Miramar on Wednesday.The cruise ship reported at least 20 people infected with coronavirus aboard the ship, before it was directed to dock in Oakland after spending about a week awaiting orders off California's coast.RELATED: San Diego County woman tests positive for coronavirus following overseas travelAbout 900 California residents who were aboard the ship will be repatriated through MCAS Miramar and Travis Air Force Base in Northern California, according to Wooten. MCAS Miramar confirmed the arrival late Tuesday and larger group expected Wednesday.In a statement, MCAS Miramar Commanding Officer Col. Charles Dockery said the U.S. Department of Health and Human Services is leading the local quarantine effort on the base."As with the previous mission, all passengers entering quarantine will have been deemed asymptomatic by health care professionals. Passengers will remain quarantined throughout the 14-day period and there will be no contact with DOD personnel. Finally, any person that tests positive for COVID-19 will be transferred off-station," Col. Dockery's statement read.San Diego is currently monitoring 73 travelers from China and Iran for coronavirus symptoms, according to the county. Since Feb. 6, 448 travelers have been monitored, with 375 travelers clearing their quarantine period.Currently, 11 non-travel related individuals in San Diego County are being monitored: Nine who had contact with an Orange County patient who works in Chula Vista and two people who had contact with a travel-related coronavirus patient who lives in San Diego County. SAN DIEGO (KGTV) - President Donald Trump said San Diego "needs a wall" while he toured eight border wall prototypes along the county's southern border Tuesday.During his visit, the president stopped intermittently during his inspection of the structures to discuss the wall and, at times, slam the state over its immigration policies."For the people that say no wall, if you didn't have walls over here you wouldn't even have a country," Trump said at the prototypes. "And, by the way, the state of California is begging us to build walls in certain areas. They don't tell you that."Trump went on to view more of the prototypes, before stopping once again to discuss the new structures."A part of San Diego needs a wall, they want a wall very desperately," Trump said. "They're willing to do anything to get it. I said 'nope, approve the whole wall, California.'"Trump said he favors a wall with see-through capabilities with steel and concrete. He added that Border Patrol had "done a fantastic job" in constructing the prototypes.The president was asked about comments from California Governor Jerry Brown, who has slammed Trump's border wall and called for other projects to receive funding."I think Gov. Brown has done a very poor job of running California ... The place is totally out of control," Trump criticized.Trump went on to slam Oakland Mayor Libby Schaaf, who reportedly urged undocumented immigrants in the area to take precautions ahead of a series of immigration raids.Before heading back to MCAS Miramar to speak with service members, Trump stopped to deliver his final remarks on his tour and the wall."The border wall is truly our first line of defense. It'll save thousands and thousands of lives.
