SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602

July 1, with those who violate San Diego parking rules receiving written warnings. Starting Wednesday, July 15, citations with fines will be issued.City officials said resumption of parking enforcement is “identified as one small step toward restoring San Diego’s economy.”“We know many residents are looking forward to visiting their favorite restaurants, breweries, cafes, shops and stores, and restarting our local economy. As the City begins to take careful and measured steps to reopen, we need to make sure parking enforcement, especially in our business districts, allows for a healthy flow of customers, ensures accessibility and reinvests back into our communities,” said San Diego’s Deputy Chief Operating Officer Erik Caldwell.Chris Clark, with San Diego’s Small Business Alliance, added, "Like all San Diegans, local business owners have shouldered the burden of our unprecedented situation the past few months. Now, we are finally starting to sense a return to business and life as usual. While free parking is convenient, parking meters help incentivize turnover at prime parking spaces in business districts. SAN DIEGO (KGTV) — The Martin Luther King Jr. Community Choir San Diego has filled the community with music, funded dreams, and kept African American history alive for three decades.The group started with a local alliance of ministers from different denominations who came together for an annual concert to raise funds for students aspiring to a career in visual and performing arts, according to the choir director Kenneth Anderson."I think they are woefully undervalued in our country the power of art and how it can connect and communicate and bring people together when we're so driven apart," 20-year choir member Dale Fleming said.In 1990, the singers decided to created the MLK Community Choir so they could sing year-round.Andersen said, "It was non-audition but somehow all of these different timbres and levels of musicianship come together to make a beautiful sound."The religious tone of the group has changed over the years. "Some don't really believe at all but we all believe in the power of music," Fleming said.They still sing gospel, and write their own hymns to keep Black history alive."A majority of the spirituals that survived were code songs. When they sang about leaders in the bible, especially Moses, but Jesus and God, that was code for Harriet Tubman," Anderson explained.The group has flourished, touring through seven countries, creating and selling CDs, even singing for Pope John Paul II at the Vatican in 2004. SAN DIEGO (KGTV) -- The leader of a San Diego motorcycle gang pleaded guilty Tuesday to participating in a scheme to seal dozens of Jeep Wranglers in San Diego County. Jimmy Josue Martinez, a leader of the Hooligans motorcycle gang, pleaded guilty Tuesday, admitting to participating in the scheme. According to court records, the gang is responsible for the theft of more than 150 of the vehicles since 2014, totaling about .5 million. Records show that the Hooligans used high-tech methods to disable security systems and steal the Jeeps before taking them to Tijuana to be sold or stripped for parts. Martinez and members of his crew would obtain the vehicle identification number in advance before getting secret key codes which allowed them to create a duplicate key for a particular Jeep. “The joy ride is over for Mr. Martinez,” said U.S. Attorney Robert Brewer. “These thefts were audacious and sophisticated and created hassle and heartache for scores of Jeep owners. I congratulate prosecutors Andrew Galvin and Joseph S. Green, the FBI and members of the Regional Auto Theft Task Force for putting together a strong case against a gang that, unfortunately, has lived up to its name.”Along with Martinez, eight other members of the gang were charged in a grand jury indictment in 2017.
