SAN DIEGO (KGTV) — This November, Californians will consider whether or not to repeal a recently enacted gasoline tax meant to drum up funds for road repairs around the state.Proposition 6 aims to repeal Senate Bill 1, which was enacted in 2017. SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened. SAN DIEGO (KGTV) -- The San Diego Superior Court is having a hard time getting potential jurors to show up for jury duty. Jury trials started again last week after a seven month break because of the COVID-19 pandemic. The lack of potential jurors reporting to the court house forced the continuation of a criminal case this week. For two weeks in a row, only about 40 people showed up for their jury duty. ABC 10News learned 900 jurors were summoned both times. ABC 10News spoke to the court's presiding judge, Lorna Alksne, who explained the court is taking all safety measures, like temperature checks, mask use at all times, Plexiglass barriers and social distancing. Alskne explains there are consequences for not showing up, like sanctions and fees, but the court isn't taking those measures yet. The judge says about 300 people did respond this week delaying their service, but the hundreds of others did not respond. Jurors are able to delay their service if they have COVID-19 safety concerns, but court officials say otherwise, people need to show up. Local defense attorney Jan Ronis says the court is doing the best they can, but he worries a smaller selection of potential jurors could impact the diversity of the jury pool. Alskne says the court will summon 2,400 people next week, instead of 1,800, in hopes of getting enough jurors for two upcoming cases. 1379
SAN DIEGO (KGTV) -- The San Diego Blood Bank is asking for convalescent plasma donations from patients that have recovered from COVID-19. The plasma is used at local hospitals to help fight COVID-19. Although not a cure for the virus, the plasma has proved to be effective for some patients. The blood bank says they are running low on convalescent plasma because requests from hospitals have gone up. The process of donating takes a little more than an hour, including the check-in process. To donate plasma you must have had a positive COVID-19 test, recovered from the virus and be symptom free for 28 days. Donations are by appointment only. SAN DIEGO (KGTV) - The San Diego region needs to develop new housing units at a pace not seen since before the housing bubble burst to meet the demand.A new report from the San Diego Association of Governments says the region needs to add about 171,000 new houses, condos and apartments by 2029, based on a state projection of population growth.
