SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. SAN DIEGO (KGTV) -- A San Diego judge has ruled that demolition of the historic California Theatre would violate environmental law.The theatre, which was built in 1926, was the largest vaudeville and movie palace in San Diego.City Council approved the demolition of the theatre in 2017. When the City's EIR failed to study alternatives to demolition, we put our faith in the Court to enforce CEQA. SAN DIEGO (KGTV) — A near decade-long push to get a traffic light installed at a residential intersection along Governor Drive is inching closer to success.The city has partially funded the light at the intersection of Lakewood Street and Governor Dr. and it's now in the design phase. The news comes almost nine years after resident Mark Powell complained to the city about speeding drivers. Powell received a letter from the city in April 2010 that acknowledged a safety issue and said the intersection would be placed on its "priority list" for a traffic light, pending funding. "If you're put on a priority list, and it's been a decade, you're obviously not a priority," Powell said. "They've failed on multiple levels to get this completed."The intersection is on a long stretch of Governor Dr. that leads from Genesee Avenue to the 805. It has a 35 mile-per-hour speed limit, but there is no traffic light or stop sign to slow drivers as they pass Lakewood St. "By copy of this letter we will request that the police department consider this location for radar enforcement," the city said in the 2010 letter. Meanwhile, Powell says the safety issue is getting worse because University City is going through a building boom. The area is seeing new high rises, plus the expansion of the Westfield UTC mall. Powell's daughter, Arielle, 16, just got her driver's license and commutes to University City High School daily, making a left onto Governor from Lakewood. It's the only road that leads out of the neighborhood. "I get nervous in the morning because I don't want to be late for school having to wait for all of these people, because traffic on Genesee builds up really fast," Arielle said. They say people who take it will be ready to apply for the thousands of available jobs that companies in San Diego are having a hard time filling."When they're done, they could go into software engineering, software development, web development, cybersecurity," says Andy Drotos, USD's Director of Professional and Public Programs. "There's a long list of jobs available in all of those areas."According to a 2019 study by the San Diego Cyber Center of Excellence, there are more than 150 cybersecurity firms across San Diego. They create 8,450 jobs -- that's an 11% jump from 2016. SAN DIEGO (KGTV) -- A man died Saturday night after deputies say he was attacked by a group of people while crossing the street in Vista. According to the San Diego County Sheriff’s Department, the attack happened at 10 p.m. at the intersection of West Vista Way and Valencia Drive. Witnesses say the man was at the intersection when he was attacked by three men and a woman all in their 20s.
