SAN DIEGO (KGTV) — Poway Unified School District has approved a plan for some students to return to in-person classes starting as soon as this month.The district's board on Thursday approved a phased reopening plan for elementary schools starting on Oct. 1, with the first group of schools opening with an AM/PM schedule.Abraxas High School will reopen with an A/B schedule on Oct. 8, and PUSD's remaining elementary schools will reopen with an AM/PM schedule on Oct. 12, according to the district.The board also approved resuming on-campus special education services and in-person instruction for small groups after Sept. 24.RELATED: San Diego County schools allowed to reopen for in-person learningAll students, from preschool through 12th grade, will be required to wear a mask when returning to campus. SAN DIEGO (KGTV) - Point Loma High School students welcomed gender-neutral homecoming royalty this week, eliminating the traditional roles of king and queen.At Friday night’s homecoming game, two senior boys were selected as kings. Most students at Point Loma High School said they support the change.Associated Student Body president Ila Komasa told 10News previous homecoming kings and queens were couples. This year, she wanted to make it more individualized. “We didn’t believe the couple aspect applied to what homecoming court meant to us and what it should represent for the students," Komasa said.Komasa was hopeful students would be given the opportunity to vote for anyone they wanted.“We made the decision to individually elect and nominate two students from each grade level as homecoming court and then for seniors, homecoming royalty.” It’s an effort to make homecoming more inclusive, no longer focusing on one’s high school relationship status, rather the impact made on peers. The students got the idea after two senior boys were voted to win the prom royalty titles. 1093

SAN DIEGO (KGTV) — Outrageously high electric bills are landing in inboxes across San Diego County, some nearing ,000.And it's not just the sweltering San Diego summer leading to the increases."I was wondering exactly what's going on and wondering if there was an issue," said Matt Berlin, a Point Loma resident who got a 0 electric bill this month from San Diego Gas and Electric. "I mean we do run our A/C but my bill's never been this high."RELATED: Homeowner saves thousands by making his home more energy-efficientThe higher electric bills are another challenge as county residents from Point Loma to Poway struggle with the region's increasingly high cost of living."I'm at a loss," said Jeff Tarzia, of Poway, who got a 7 electric bill. "I don't know what we're doing different from year to year."It's not just the near-record heat that is causing the increases due to higher air-conditioning use. SDG&E spokesperson Wes Jones said the utility instituted a state-mandated third usage tier for its highest users. Plus, rates have gone up in the last 12 months, some as high as 28.5 percent.RELATED: Buyers, renters willing to pay more for homes with air conditioning"While there is frustration over somebody's bill right now, there are choices to look at in terms of 'hey, is this the right plan? Am I even on the right plan, what can I do?" Jones said.Jones said San Diegans can switch for free to a Time of Use plan, where energy is most expensive from 4 p.m. to 9 p.m. Then, they can plan ahead by setting the A/C lower before 4 p.m., turning it up when that time hits."You're going to experience some savings right there because your A/C is not running as hard from 4 to 9 but you're still using all that cooling you had during the day," he said.Jones said SDG&E is continuing to move all of its customers to the Time of Use plan. Each should transition by next year.He added that the utility will refund customers the difference if they end up paying more under Time of Use than the previous arrangement, for the first year. 2064

SAN DIEGO (KGTV) - North and South Korea made history Friday by agreeing to officially end the peninsula's civil war. The move brings back chilling memories for Korean War vets in San Diego. 10News reporter Jennifer Delacruz sat down with one of those vets ahead of an Honor Flight to the Washington, D.C. next week. Bob Weishan's trophy room takes him back to a different time -- a time of conflict and destruction."It was interesting," said Weishan. "It's a whole different world that they live in."But when the 87-year-old Korean War veteran looks back today, it's a little different. "It should have happened a long time ago."The resolution of peace between North and South Korea puts even more meaning into the 15 months he was there fighting for freedom.   "You had two options," said Weishan. "One was stay in the trucks and burn to death, or climb out of the trucks and get shot."One of his most haunting memories was watching 100,000 refugees fleeing for their lives. "They were carrying everything they owned with them."Having been there in the trenches, he knows how much his agreement means to those families who left and those still there today. "For the North Koreans, I think they're on their knees every night with prayers that this is a success and that this doesn't fail because it gives them a way out."Although it's still early on, he says it's a step in the right direction. "It's a little bit of hope," said Weishan. "At least they're talking. And if something comes out of it, it could be good."Weishan joins about 25 other vets who leave for their Honor Flight on May 4th.  1670

SAN DIEGO (KGTV) -- National City police are searching for the driver linked to a hit-and-run crash that killed a skateboarder earlier this month.Police said on July 10, at around 12:30 a.m., 28-year-old Victor Ernest Morales was riding his skateboard northbound on the street in the 500 block of Palm Avenue when he was struck from behind by an unknown vehicle at a high rate of speed.The vehicle sped away, leaving Morales on the road, police said. He suffered major injuries and later died.According to police, Morales’ girlfriend and a friend were with him at the time of the incident.The vehicle in the case is believed to be a silver-colored, 4-door, 1999-2002 Toyota Echo. Police said the vehicle likely has damage to the front driver’s side, as well as damage to the driver’s side headlight and windshield.A surveillance camera captured a photo of the vehicle believed to be involved in the collision, and police are asking any businesses in the area that may have video of the vehicle before or after the crash to contact them.Investigators are also asking vehicle repair shops to be on the lookout for the vehicle due to its damage from the crash.Anyone with information on the case is urged to contact the National City Police Department’s Investigations Unit at 619-336-4474 or Crime Stoppers at 888-580-8477.A reward of up to ,000 is being offered to anyone with information that leads to an arrest in the case. 1434
