Police say 49-year-old Lusean Arline was arrested November 4th in connection with the alleged October 27th sexual assault at the Balboa Nursing & Rehab Center on Fourth Ave.Prosecutors say Arline entered the nursing home, possibly through an unlocked door, around 3 that morning and was found completely nude on top of the victim in her bed. SAN DIEGO (KGTV) — A pedestrian was struck and killed by a vehicle while on Interstate 5 late Sunday.The pedestrian was on southbound I-5, just north of Cesar E Chavez Parkway, just before 11 p.m. when a vehicle struck and killed the person, according to the California Highway Patrol.Several vehicles hit the person after the initial crash, CHP added.CHP said it's unclear why the person was on the freeway and whether drugs or alcohol were a factor in the collision.I-5 was closed between Cesar Chavez Parkway and Logan Avenue while CHP investigators responded. According to WalletHub, San Diego takes the 47th spot on the list among 257 other cities throughout California. America’s Finest City ranked 51st for quality of life, 139th for health care and 4th in the activities ranking. San Diego did take the top spot in California in several categories. According to WalletHub, San Diego has the most museums and fishing facilities per capita when compared with other California cities. San Diego did, however, rank quite a bit lower when it comes to adjusted cost of living and percentage of population aged 65 and older, placing 149th and 145th respectively. According to the WalletHub ranking, the best cities in California for retirement are Los Gatos, Los Altos and Walnut Creek. The lowest-ranking cities are Modesto, San Bernardino and Stockton.
