SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. SAN DIEGO (KGTV) - With the March 2020 Presidential Primary approaching, the San Diego Registrar of Voters is urging everyone to make sure they are registered properly."This one election is the most complex elections for administrators like ourselves and voters that are out there," says Registrar Michael Vu.With six political parties holding presidential primaries, plus the dozens of overlapping state and local district elections, Vu expects to create more than 12,000 unique versions of the ballot. Rules on who can vote in each party make it even more complicated.In December, Vu's office sent out more than 500,000 mailers to voters to make sure they know the options.Anyone registered with a specific party will only be allowed to vote in that party's primary. Republicans will vote for the Republican candidates, Democrats for Democrats and so on.But, right now more then 30 percent of registered voters in San Diego are listed as "No-Party Preference."For those people, they can choose to vote in the primary for American Independent, Democrat, or Libertarian parties. They cannot vote in the Republican, Green, or Peace and Freedom parties."It makes it a little more confusing," says Vu. "Something that voters need to know what political party status they are in. And if it’s different from the presidential candidates they want to vote for, they need to register or re-register now."To help voters navigate their options, the Registrar has set up a website where people can get all the information they need.The deadline to choose a party, or to choose which primary you want to vote in, is January 6."If you’re a non-partisan voter, now is the time to act," says Vu. SAN DIEGO (KGTV) - Two guided-missile destroyers were simultaneously dry docked at a Barrio Logan shipyard Wednesday. The USS Stethem and USS Decatur were lifted together inside the BAE Systems’ “Pride of California” dry dock. The dry-dock is 950 feet long, 160 feet wide and has a lifting capacity of 55,000 tons. The destroyers each are 505-feet-long and displace about 9,000 tons, according to BAE Systems. Crews will conduct repairs on the ships’ hulls, internal ballast and storage tanks, ventilation, propulsion and engineering systems, and living spaces. The ships should be re-floated by April 2020, BAE systems reports. 636

SAN DIEGO (KGTV) – While 28,000 doses of the vaccine might sound like a lot, the county says it still won’t be enough to cover health care workers at the top of the list to get it.It’s a start, but immunologist Dr. Robert Schooley says we still have a long way to go.“It’s going to take a while but at least now we understand what the endpoint will be,” said Schooley.RELATED: How a COVID-19 vaccine will be distributed to San Diego's medical workersAccording to San Diego County, the initial shipment of 28,000 vaccines will only cover 72% of the top-tier health are workers who need it. That’s not enough for long-term care residents and staff who are also in the phase 1A top-tier to receive it.The shipment will only cover the first of two doses necessary for the Pfizer vaccine. The second doses will come in subsequent shipments.While there won’t be enough doses for all the front-line workers at UCSD, it is giving them hope.“The good news is we’ll be getting quite a few doses of the vaccine," Schooley says. “We’ll be getting farther down the list than we thought we were going to get.”The next hurdle for the vaccine is gaining widespread public trust.“These vaccines have been in tens-of-thousands of people and the FDA has gone over the data extremely carefully,” said Schooley. “I certainly would have no qualms myself about getting vaccinated this afternoon.”Schooley says about 70% of the population would need to get vaccinated to reach herd immunity. He estimated that could take up to 9 months.The county expects the next shipment of vaccines in three to four weeks. 1592
