SAN DIEGO (KGTV) - Navy veteran Erick Dorsey is the proud new owner of a 2015 Toyota Tacoma, a vehicle once totaled and headed for the salvage yard.The donation is part of the National Auto Body Council's Recycled Rides program - insurers, collision repairers, paint suppliers, parts vendors, and others collaborate to repair and donate vehicles to deserving individuals throughout the country.After leaving the service in 2010, transitioning and finding employment as a civilian was challenging for Dorsey. He relied on his previous skill-set as a welder to make ends meet, a career that nearly cost him his eyesight from being in the trade for over 20 years.Dorsey's currently a full-time student at Cuyamaca College, pursuing environmental science. He's also working as a Veteran Resource Center representative through the VA Work Study program. While he transitions to a new career with limited income, Dorsey relies on public transportation and friends to juggle work and school schedules. Allstate Insurance donated the car and technicians at Caliber Collision in Vista made it like new, volunteering personal time to restore the vehicle.Dorsey was nominated by Support the Enlisted Project (STEP), a San Diego-based nonprofit that supports military service members and their families.STEP's mission is to build financial self-sufficiency among junior active duty enlisted service members and recently discharged enlisted Veterans and their families.Over 1,000 vehicles have been donated through the Recycled Rides program since its inception in 2007. 1565

SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. SAN DIEGO (KGTV) -- Once election results start to come in, some of the races could be so close to call that they could lead to legal battles in court. Eugene Volokh, a constitutional law professor at UCLA, explained that it is likely some races could be so close that we won't know the results for a few days, maybe even weeks. When it comes to the presidential race, Volokh said that if the results are a landslide, the likelihood of legal challenges are close to none. If it's a tight race, Volokh said we could see litigation in states where it is just too close to call. Recounts are also possible, but the professor said that it wouldn't be a national recount; instead, it would only focus on the states that have tight races. Across the country, there have already been some legal battles. In Houston, a federal judge refused to invalidate nearly 127,000 drive-thru mail-in ballots following a lawsuit filed by a group of Republicans. In Nevada, a judge rejected another GOP lawsuit aiming to stop early voting over signature-matching software and observers when votes are being counted. If there is need for legal action, in any of the races, Volokh said it would likely be resolved in a couple of weeks. 1221

SAN DIEGO (KGTV) - Police body-worn cameras captured the parents of Trevor Heitmann pleading with officers to hospitalize their son just hours before he killed himself and two others in a high-speed car crash.In August 2018, Trevor Heitmann, known on his popular YouTube channel as McSkillet, ultimately drove the wrong way down the 805 at speeds over 100 miles per hour before the fatal accident.A lawsuit filed against the City of San Diego claims, police officers failed “to act in accordance with the statute and carry out their mandatory duty,” and as a result, Heitmann, “subsequently and predictably endangered the lives of others and himself and drove his vehicle at speeds in excess of 100 mph, striking Aileen and Aryana Pizarro's vehicle and endangering other members of the public.”The lawsuit goes on to say, “Because he was not evaluated by defendants to determine if he was a danger to himself or others, he was able to carry on with his erratic and mentally unstable behavior, and ultimately colliding head-on with Aileen Lydia Pizarro's vehicle, and thereby, causing fatal injuries to Aileen and Aryana Pizarro." 1137
