SAN DIEGO (CNS) - The San Diego Metropolitan Transit System will begin a pilot program Tuesday to reduce fines and allow fare violators new options for clearing their citations.Passengers will still be required to have a valid fare while riding, but any citations MTS issues on or after Sept. 1 will qualify under the new program guidelines."Our goal is to be flexible in our fare enforcement efforts so that riders have an opportunity to purchase a fare or to correct their fine without a criminal process," said Nathan Fletcher, MTS board chair and San Diego County supervisor. "Bringing the citation payment process in-house to MTS rather than straight to the courts will help our passengers avoid burdensome court fees. But more importantly, it will allow MTS staff to educate passengers on what payment options are available."The MTS board approved the diversionary program on June 18 after criticism rose during the pandemic that the transit authority was saddling poorer people with unfair burdens. MTS has reported for several years that it has a fare evasion rate of 3%, but system staff estimate that MTS will lose close to million annually for every percentage point that rate goes up.The Fare Enforcement Diversion Program will offer:-- Reduced fines/more payment locations: Citations will be reduced to . The suggested changes include a rider curfew from midnight to 5 a.m., usage of one device per government ID, a fine structure and punitive actions for companies that violate city regulations and the elimination of the original ordinance's provision allowing for temporary fleet spikes during large events like Comic-Con.The amendments would also authorize the city to take actions like reducing a company's fleet size if it poses a public safety hazard or suspending a company outright for multiple violations and requiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks.RELATED: San Diego scooter ridership drops off dramaticallyThe council approved the original regulatory package in April after more than a year of complaints from residents about the need for oversight. The agency's Housing and Community Development Services division activates the shelter when rain is expected for at least two days, reaches two inches in a 24-hour period or when a storm includes a threat of flash flooding. County officials monitor seven unincorporated zones to determine when to activate the shelter program. Homeless residents can contact 211 San Diego between noon and 7 p.m. to be connected to a shelter provider. In some cases, residents are eligible to receive assistance with transportation to an inclement weather shelter. SAN DIEGO (CNS) -- San Diego Gas & Electric announced Monday that its residential customers will get a 5% reduction in pricing starting July 1 to help them deal with hot weather while spending more time at home during the COVID-19 pandemic.The new pricing for customers enrolled in the Time-of-Use DR1 pricing plan will last through Oct. 31 and applies to all three time-of-use periods: on- peak, off-peak and super off-peak, according to SDG&E.With the new pricing, a customer using an average of 400 kWh per month could see a bill decrease of about .80 per month, according to the company.For customers in the California Alternate Rates for Energy Program -- a bill discount program that offers a reduction of 30% or more on monthly bills -- an average usage of 400 kWh per month could see a bill decrease of about .96 per month with the new pricing.The California Public Utilities Commission recently approved the new pricing plan, which will also implement a 4% increase in pricing from Nov. 1 through May 31."Given the financial hardships the pandemic has caused, providing some bill relief to our customers as summer approaches was a priority for us, and we are appreciative that the CPUC agreed," said Dan Skopec, SDG&E's vice president of regulatory affairs.
