SAN DIEGO (CNS) - The San Diego County Board of Supervisors Wednesday gave final approval to a measure to reduce light pollution in two rural communities.The amendment to the county's Light Pollution Chapter ordinance covers the Julian and Borrego Springs Community Planning Areas. Both will now be considered "Zone C" to receive a Dark Sky Community designation, which limits the total amount of light per acre and has more restrictive standards for signage or nighttime sports.During their regular meeting on Oct. 28, supervisors approved the ordinance amendment on first reading, and also found it to be exempt from the state's Environmental Quality Act, as it does not affect land use or density.Taking effect in January, the ordinance will support Julian in becoming an International Dark Sky Community and update Borrego Springs' light pollution standards.According to the county, changes willinclude new lighting standards (for color type, levels and shielding) and sign illumination. The county will give existing developments 10-year grace period to come into compliance.Dark skies are important to astronomers for better viewing in rural communities, along with businesses that benefit from related tourism. San Diego County adopted a light pollution policy in 1985.Public outreach sessions found that residents in Borrego Springs and Julian were supportive of new regulations, according to the presentation to the board.Ordinance enforcement will cost an estimated ,000 in fiscal year 2021-22.The cost for residential property owners to upgrade their lighting ranges between and 0, while a retail store owner might pay between 0 and ,600, according to the county. 1697

SAN DIEGO (CNS) - Police were searching today for two men suspected of being involved in a shooting on an Encanto street.A man and a woman were standing outside of a parked car on 59th Street near Market Street around 7:20 p.m. Saturday when two men approached them, San Diego Police Sgt. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to extend an agreement with Southern California Edison to receive emergency planning funds from the utility as it removes spent nuclear fuel from the decommissioned San Onofre Nuclear Generation Station.The county's Office of Emergency Services entered a similar memorandum of understanding with SCE in 2015, through which the company provided radiological emergency planning funds to five jurisdictions around the plant, including San Diego County, through the end of Fiscal Year 2019-20.A county staff report estimates SCE will pay the county 6,500 in the remainder of the agreement.The remainder of the spent fuel is planned to be moved from spent fuel pools to dry cask storage by the end of this summer, but the memorandum approved by the board runs through the end of Fiscal Year 2049 or whenever all spent fuel is removed from the site -- whichever comes first.The federal Nuclear Regulatory Commission and the State of California do not require decommissioned nuclear power plants to reimburse local jurisdictions for emergency planning, but SCE has agreed to continue paying jurisdictions surrounding the plant, for planning and preparation for radiological emergencies.San Onofre hasn't produced power since a steam leak in 2012, and SCE closed the plant the following year and began decommissioning activities.When the California Coastal Commission voted 9-0 last October to allow SCE to begin dismantling the plant, the canisters were being moved from a "wet storage" facility to a newly constructed "dry storage" facility on the site. San Onofre is located on 85 acres of the Camp Pendleton Marine Corps base and is home to 3.55 million pounds of spent nuclear fuel, the San Diego Union Tribune reported last year.The nuclear waste is being stored in self-cooling canisters which take in cool air and expel hot air. 1925

  

SAN DIEGO (CNS) - The San Diego Gulls will conduct Military Weekend at their games Friday and Saturday at Valley View Casino Center, including providing free tickets to more than 4,000 military members and their families.Military families will unfurl an American flag on the ice before the playing of the national anthem preceding Friday's American Hockey League game against the Stockton Heat.Marine Corps Chief Warrant Officer Colin M. Cooper and Marine Corps Master Sgt. Eric W. Franklin will be honored as the Military Heroes of the Game.All fans in attendance will receive a free Gulls camouflage hat.Fans can take free military-themed photos in the interactive photo booth on the north concourse, near Section 6, and post them online for a chance to be featured on the arena's video screen during Friday and Saturday's games.Military vehicles will be on display during Saturday's pregame tailgate party, which will be held from 5-7 p.m.Service members and their families can skate with Gulls players following Saturday's game against the Ontario Reign. Fans must register at the Section 10 booth.Tim Mathues, the veterans outreach coordinator for San Diego County's Office of Military and Veteran Affairs, will be honored as Saturday's Military Hero of the Game.Free parking will be provided for both games for anyone with military identification.The Gulls will wear new, custom camouflage jerseys each night during Military Weekend.Select game-worn Gulls camouflage jerseys will be autographed and available for a silent auction following Saturday's game on the concourse at Section 10. SAN DIEGO (CNS) — The San Diego County Credit Union announced Wednesday it set a new Guinness world record for the most paper shredded in eight hours.The paper shredding company Shred-It shredded 239,060 pounds of paper Saturday at the credit union's 2019 Super Shred event at SDCCU Stadium.SDCCU broke the previous record for the most paper shredded in eight hours, which was set at its 2017 Super Shred event. The credit union also holds the record for the most paper collected in 24 hours."We thank everyone who came out to the SDCCU Super Shred event this past weekend and helped us achieve a new Guinness World Records title," said SDCCU President and CEO Teresa Campbell. "SDCCU is pleased to not only achieve a new record, but to provide this much-needed, free service to the community."SDCCU also collected more than ,000 for the Stuff the Bus program, which provides food to more than 22,000 homeless students around the county. SDCCU runs the program with the San Diego County Office of Education and local iHeartMedia radio stations.Since it began holding paper shredding events in 2007, SDCCU has shredded more than 4.3 million pounds of paper and saved residents nearly 0,000 in document shredding costs.
