VIENTIANE, Dec. 5 (Xinhua) -- Laos and China pledged on Monday to deepen military exchanges and cooperation, strengthen unity and friendship between the two countries'militaries and work together to maintain regional peace and stability.The vows came out of the meeting between the Lao Deputy Prime Minister, Minister of National Defense Douangchay Phichith, Lao Deputy Minister of National Defense Sanyahak Phomvihane and the visiting Deputy Chief of General Staff of the Chinese People's Liberation Army (PLA) Cai Yingting.Douangchay said the Lao side appreciates the Chinese side's long-term support and help which have contributed to the Lao social economic development and national defense building. The Lao Party, government and military attach great importance to developing relations with China, and are willing to make joint efforts with the Chinese side to further promote the two states and militaries' ties to a new level.Sanyahak said that no matter how changes in the international and regional situation, the solid traditional friendship between the two countries' people and militaries won't change. Laos is willing to cooperate with China closely, deepen communication and cooperation between the two militaries, and constantly strengthen unity and friendship of the two sides.Cai said that China and Laos are friendly neighbors, the peoples of the two countries have forged a profound friendship since ancient times. In recent years, the bilateral ties continue to see a healthier and stabler development, especially after the two countries have established a comprehensive strategic and cooperative partnership.The Chinese side will continue to maintain close high-level contacts with Laos, enhance substantial cooperation, and strengthen friendly coordination, in order to contribute to the bilateral ties, and regional peace, stability and prosperity, Cai added.The Cai-led Chinese PLA delegation arrived in Lao's capital of Vientiane on Monday at the invitation of the Lao Ministry of National Defense, kicking off their friendly visit to Laos.

PHNOM PENH, Oct. 3 (Xinhua) -- Cambodia reported on Monday that some 54 Cambodian children had been killed by dengue fever in the first nine months of this year, compared to 37 kids dying of the disease in the whole year of 2010.From January to September this year, some 12,392 cases of dengue fever had been reported with 54 children killed by the disease. The whole year 2010 reported only 5,497 cases, Ngan Chantha, director of dengue control at the Ministry of Health, said on Monday."This year's rainy season has been plagued by floods, leading to more cases of the disease," he said. "I would like to appeal to parents to let their children sleep under mosquito nets and if their kids have any symptom that is suspicious of the disease, they should urgently send them for medical attention."Dengue is caused by mosquitoes. The disease causes an acute illness of sudden onset that usually follows symptoms such as headache, fever, exhaustion, severe muscle and joint pain, swollen glands and rash.In Cambodia, the outbreak of dengue fever usually begins at the onset of the rainy season from May to October.

BEIJING, Nov. 24 (Xinhua) -- China's Supreme People's Court vowed to harshly crack down on bribery, abuse of power and malpractice in food safety cases as such illegalities have become top concerns for Chinese people.Chinese courts at all levels had heard 173 cases and sentenced 255 people in relation to the production and sale of unsafe food in the first ten months of this year, Sun Jungong, spokesman of the Supreme People's Court (SPC), said Thursday."China has seen a growing number of food safety cases in recent years with increasing difficulties for investigation," Sun said.According to the SPC, Chinese courts handled 84 food safety cases in 2008, and 148 and 119 cases in 2009 and 2010, respectively. The number of food safety violators sentenced in the past three years totaled 101, 208 and 162, respectively.The SPC also promulgated four typical food safety illegalities exposed in recent years.In the latest food safety scandal, four people in central China's Henan province were prosecuted for the crime of "endangering public security by using dangerous means" in July after they were found to have produced and sold clenbuterol, a poisonous feed additive that pig farms use to boost the output of lean meat.The spokesman said the SPC will strengthen cooperation with police and procuratorial organs to improve the efficiency of dealing with, and preventing food safety crimes.

  

BEIJING, Jan. 17 (Xinhuanet) -- India has reported the first case of "totally drug-resistant tuberculosis," a long-feared and virtually untreatable form of the killer lung disease.Similar highly resistant cases have been noted before. In 2003, two Italian women died and there were 15 cases reported from Iran in 2009. That same year, The Associated Press reported on a case of a Peruvian teenager who was infected at home but diagnosed while visiting Florida.Such kind of TB has mostly been limited to impoverished areas, and has not spread widely. But experts believe there could be many undocumented cases.No one expects the Indian TB strains to rapidly spread elsewhere.The airborne disease is mainly transmitted through close personal contact and isn't nearly as contagious as the flu. Indeed, most of the cases of this kind of TB were not from person-to-person infection but were mutations that occurred in poorly treated patients.The Indian hospital that saw the initial cases tested a dozen medicines and none of them worked. A TB expert at the U.S. Centers for Disease Control and Prevention said they do appear to be totally resistant to available drugs."It is concerning," said Dr. Kenneth Castro, director of the CDC's Division of Tuberculosis Elimination. "Anytime we see something like this, we better get on top of it before it becomes a more widespread problem."Ordinary TB is easily cured by taking antibiotics for six to nine months. However, if that treatment is interrupted or the dose is cut down, the stubborn bacteria battle back and mutate into a tougher strain that can no longer be killed by standard drugs. The disease becomes harder and more expensive to treat.Tuberculosis is an age-old scourge that lies dormant in an estimated one in three people. About 10 percent of those people eventually develop active TB, which kills roughly 2 million a year, according to WHO. Each victim infects an average of 10 to 15 others every year, typically through sneezing or coughing.If a TB case is found to be resistant to the two most powerful anti-TB drugs, the patient is classified as having multi-drug-resistant TB (MDR). An even worse classification of TB — one the WHO accepts — is extensively drug-resistant TB (XDR), a form of the disease that was first reported in 2006 and is virtually resistant to all drugs.About 20 percent of the world's multi-drug-resistant cases were found in India, which is home to a quarter of all types of tuberculosis cases worldwide.

  

UNITED NATIONS, Jan. 19 (Xinhua) -- China's Permanent Representative to the UN Li Baodong said here Thursday that caution should be called for in metering out sanctions in international affairs.Li made the remarks when addressing a Security Council open debate on the question of justice and rule of law."We are in favor of improving the UN sanction regime on the basis of extensive consultations so as to improve its credibility, procedures and establishing effective monitoring mechanisms and to establish strict criteria, define timelines, " Li said."Sanctions should be only carried out on basis of facts and evidence. Double standards must be avoided. Impacts against civilian lives and social economic development must be minimized," the ambassador said.Stressing that the UN chart and the fundamental principles of international law as established in it should be upheld, Li said rule of law in international relations should be strengthened.The Charter as well as principles of international law established in it constitute the call of rule of law in international relations and represents the bedrock for developing rule of law in international relations, he said."In the conduct of international relations and international affairs, adherence to the Charter and other fundamental principles of international law, such as respect for national sovereignty, non-interference in internal affairs, fulfillment in international obligation in real earnest is the essence of promotion of international rule of law," said Li.According to the Charter, UN Security Council resolutions constitute the integral part of international rule of law. Promotion of international rule of law requires strict implementation of the Security Council resolutions by member states, he added.
