SOLANA BEACH (CNS) - A man was arrested Thursday after entering a North County bank, telling everyone inside to get on the floor, announcing that he was robbing the premises and directing workers to make a 911 call to report the crime-in-process. The odd robbery scare at the Wells Fargo branch office in the 200 block of Santa Helena in Solana Beach began just after 9 a.m., according to sheriff's officials. The perpetrator -- a thin, roughly 6-foot man who appeared to be in his 30s, wearing a black hooded jacket with the cowl pulled up over his head -- entered the bank minutes after it opened and promptly made his series of demands, Lt. Karla Menzies said. He issued no threats of violence and displayed no weapons during the takeover, the lieutenant said. When deputies arrived a short time later, they found the self-described robber inside with his hands in the air, Menzies said. The man, whose name was not immediately available, surrendered without incident and was taken to Vista Detention Center to be booked on suspicion of attempted robbery. (KGTV) - The Solana Beach City Council is the latest local government body to take up the gun control debate in the wake of recent mass shootings.On Wednesday night, the council passed Resolution 2018-036, which calls upon California Congressmen and women to pass gun safety regulations.Included in the resolution is official opposition to the Concealed Carry Reciprocity Act of 2017, currently making its way through Congress.That bill would force states to honor Concealed Carry Permits from other states, regardless of how strict or relaxed each state's regulations are.Other parts of the Solana Beach resolution call for:- Raising the minimum age to buy a gun to 21- Banning the sale of military-style semiautomatic and automatic weapons- Banning the sale of high capacity magazines that hold more than 10 cartridges- Universal background checks- Mandatory safety training before buying a gun- A 10-day waiting period before taking possession of a gunYou can read the full text of the resolution here.The resolution makes Solana Beach the second city council in San Diego County to take up the issue. Seven people, including four children, have been found dead in a rural property in Western Australia, in what's believed to be the country's worst mass shooting in more than two decades.Officers were called to a residential property in Osmington, around 170 miles (270 kilometers) south of state capital Perth, in the early hours of Friday morning, where the seven bodies were discovered, said Western Australia Police Commissioner Chris Dawson.Police arrived at the property following a call from "'male person' connected to the property" shortly after 5:00 a.m. local time (5 p.m. Thursday ET), national broadcaster ABC reported.Five bodies were found inside the house, and the other two outside, close to the property.
