BEIJING, Feb. 7 (Xinhua) -- China and Russia would strengthen coordination to better implement the regional cooperation program approved by state leaders last year, officials from the two countries said here on Sunday.The statement was made by Zhang Guobao, head of the National Energy Administration and vice minister of the National Development and Reform Commission, and representatives of the Russian government, at the China-Russian regional cooperation symposium.In September 2009, Chinese President Hu Jintao and his Russian counterpart Dmitry Medvedev approved the cooperation program between northeast China and Russia's far east and east Siberian region.Zhang said the cooperation program, covering many fields, included more than 300 key projects in local cooperation and infrastructure construction and transformation.The symposium is the first bilateral meeting aimed at promoting China-Russian regional cooperation since the approval of the cooperation program.

NANJING, Feb. 9 (Xinhua)-- China and Japan have the opportunity to further develop their relationship through cooperation in a wide range of areas, an advisory panel on China-Japan relations said here Tuesday."Bilateral ties have an opportunity to develop as the two governments attach great importance to bilateral ties and are committed to long-term, stable, friendly, and cooperative relations," the fifth 21st Century Committee for China-Japan Friendship said after their first meeting.The committee, an advisory panel to both nations' governments, convened a three-day meeting in China beginning Sunday to discuss various aspects of China-Japan relations and to provide suggestions to the two governments."Members have discussed bilateral cooperation from a strategic point of view and have reached a fruitful outcome," the Chinese chair of the panel, Tang Jiaxuan, said.The committee agreed China and Japan should aim for cooperation in the post-financial crisis world and step up partnership in environmental protection and low-carbon business. BEIJING, March 10 (Xinhua) -- The Chinese government will adopt stricter measures to boost energy conservation this year to meet the goal set by an important five-year plan, Xie Zhenhua, vice minister of the National Development and Reform Commission, said Wednesday."It's the last and decisive year for us to realize the goals set by our country's 11th Five-Year Plan," Xie said at a press conference on the sidelines of the annual session of the National People's Congress, China's top legislature."The current energy conservation situation lags far behind the goal set in our plan and our task is still formidable," said Xie, one of China's leading negotiators for climate change talks.Under the 11th Five-Year Plan ending this year, China pledged to cut energy consumption per unit of gross domestic product (GDP) by 20 percent, or four percent each year, but consumption fell by a margin much smaller than the set target during the past four years.The per unit GDP energy consumption fell only 14.38 percent from the 2005 level.Xie said the Chinese government will enact a series of measures this year to boost energy conservation, including the introduction of an accountability mechanism for provincial governments and tight control of projects of high energy consumption and high pollution.China announced in November it aimed to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with 2005 levels.
