SAN DIEGO (CNS and KGTV) - A San Diego County Superior Court judge ruled Monday in favor of conditional release for a sexually violent predator known as the "Bolder than Most'' rapist.Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Some of those who were in the courtroom when the decision was announced were visibly upset, 10News reporter Jon Horn said. One person yelled, others were in tears.Last fall, Gill ordered that Quarles be released, a decision that prosecutors, along with county Supervisor Dianne Jacob, requested Gill reconsider. Since that time, the agreement to rent the residence in Jacumba Hot Springs has fallen through, and Gill allowed for further argument toward a possible reconsideration of his decision to release Quarles. Gill heard testimony during a closed-door evidentiary hearing last week, which was kept under wraps due to privacy concerns over the potential disclosure of Quarles' psychiatric reports. Quarles' victims and their supporters have argued against the order to keep the hearings private, including by staging a protest on the steps of the downtown San Diego courthouse where the hearings were held. Quarles was dubbed the "Bolder than Most'' rapist because of the way he attacked his victims, at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. He pleaded guilty in 1989 to committing more than a dozen sexual assaults in the mid-to-late 1980s and was sentenced to 50 years in prison.Prior to Quarles' release from prison, the District Attorney's Office filed a petition to have him civilly committed as a sexually violent predator. In 2014, Quarles was committed to the Department of State Hospitals to undergo sex offender treatment. In September 2016, Quarles petitioned the court to be granted release through the Conditional Release Program for sex offenders.Quarles will return to the hospital where he has been held until it's determined where he will be placed. Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. I didn't distribute it, but I viewed it,” he told the board during his recent hearing.Since then, Zweifach’s become an active part of the San Diego community, according to his online resumes. A 2014 La Jolla Light website article about a local puppet guild shows a photo of Zweifach as a puppeteer operating a large, red puppet.As of late July, he was listed as a board member of the San Diego Puppetry Guild’s website. The day after the guild was contacted by reporters, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on Sept. 14.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. SAN DIEGO -- Video taken Tuesday shows people climbing on top of the border fence near Friendship Park near the Pacific Coast US/Mexico border as the migrant caravan approaches.According to a Border Patrol spokesperson, agents are keeping watch on the U.S. side of the park, but aren’t aware of anyone climbing all the way over onto the U.S. side of the beach.Border Patrol says it’s technically not legal for people to sit on the fence because it’s on U.S. soil, but no arrests are being made at this time.It’s unclear whether or not the group is with the migrant caravan.The incident comes as U.S. Customs and Border Protection announced the closure of several northbound border lanes in San Ysidro and Otay Mesa.The closures are expected to cause delays. 765

  

SAN DIEGO (AP) — A son of one of the founders of the Sinaloa drug cartel has appeared in a U.S. court on trafficking and other charges after he was extradited from Mexico. A lawyer for Ismael "El Mayito Gordo" Zambada-Imperial says he pleaded not guilty to the charges in the federal court in San Diego and his next court hearing is scheduled for Feb. 7. Zambada-Imperial is accused of smuggling large quantities of cocaine and marijuana from Mexico to the United States, as well as the laundering of profits from the illegal drug trade. He's now serving a life sentence in a federal prison in Colorado.Zambada Garcia is reportedly still at large, according to the FBI. 989

  

SAN DIEGO (CNS) - A body was found today alongside Interstate 5 in Sherman Heights.A 911 caller reported the discovery next to the northbound lanes of the freeway near Island Avenue about 11:45 a.m. according to the San Diego Police Department. The person's gender and approximate age were not immediately released.After confirming the death, SDPD officers turned the case over to the California Highway Patrol, since the spot where the body was found is within the state agency's jurisdiction.There were no immediate indications of criminal involvement in connection with the fatality. 594
