SAN DIEGO (CNS) - A group of senators, including California's Dianne Feinstein and Kamala Harris, introduced a bill Thursday to address health, safety and quality-of-life concerns at private military housing around the county, including Marine Corps Base Camp Pendleton.Feinstein and Harris joined Virginia senators Mark Warner and Tim Kaine to introduce the bill. The senators began drafting the legislation after a November 2018 Reuters report detailing substandard and even dangerous living conditions at Lincoln Military Housing's privately owned complexes, including mold spores, water leaks and infestations of rodents and insects.The report also detailed multiple instances of Lincoln's slow and lack of a response to tenants complaining about living conditions. Lincoln Military Housing runs most of Camp Pendleton's 7,900 housing units.``Service members shouldn't have to worry about the health and safety of their families while protecting our country,'' Feinstein said.``Unfortunately, many living in private military housing are dealing with hazardous conditions with little or no recourse."In addition to Lincoln Military Housing's large presence in the military housing market, military members and their families living on a military base like Camp Pendleton lack the same tenant rights as civilians living on private land. Reuters found that tenant rights are generally set by contracts between the military and private housing companies or landlords.Because of this, military base residents can't press local governments to enforce health codes or withhold rent payments until repairs are made.The senators' bill would enable base commanders to withhold housing payments until officials with a housing company inspect a safety or health hazard. Housing companies would also be required to pay to relocate tenants if a hazard requires them to leave.In addition to consequences for private housing companies, the U.S. Department of Defense would be required to launch an online work order system, allowing tenants the ability to view the progress of their work order requests.``I was extraordinarily troubled by reports last year of inadequate housing conditions at Camp Pendleton and visited with families living there in order to learn more about their housing needs,'' Harris said. ``This legislation is an important step forward ensuring that we're doing everything we can to provide quality housing for our service members and their families across the country.'' 2491

SAN DIEGO (AP/KGTV) — Unlike most Californians, people in San Diego will be able to get a reprieve from the heat this Labor Day weekend by heading to movie theaters and dining inside a restaurant. Among California’s 10 most populous counties, San Diego is the only one with virus cases low enough to meet state standards for reopening theaters, museums and gyms, and resuming indoor dining — all with limited capacity to provide for physical distancing. San Diego County is listed in the state's second tier, or "substantial" tier, for cities reporting four to seven daily coronavirus cases per 100,000 residents and a positive test rate between 5% and 8%.As of Thursday, San Diego’s case rate is 5.8 and the testing positivity percentage is 3.8%. Since one of those metrics is in the second tier, the county isn't eligible to begin the 14-day countdown to qualify for the next tier of easing restrictions.Local officials say an aggressive reaction to outbreaks and a bipartisan approach have helped the county deal with the pandemic.While San Diego County has kept case rates low, the county reported two new outbreaks — in a business and in a restaurant/bar — on Thursday for a total of 17 community outbreaks in the last week.Officials warned this week that Labor Day weekend poses a threat to those gradually decreasing metrics and encouraged residents to be safe and avoid gatherings over the holiday weekend. 1422

SACRAMENTO, Calif. (KGTV) -- California will have the highest gas tax in the nation after an upcoming increase beginning July 1, according to figures by the Tax Foundation. Beginning July 1, California’s gas tax will increase by nearly six cents. Currently, the tax is 55.2 cents per gallon. When the additional tax kicks in, that figure will jump to more than 60 cents in taxes per gallon. Currently, the highest gas tax in the nation is in Pennsylvania at 58.7 cents. SAN DIEGO (CNS) - A 24-year-old La Jolla man who was wearing a Jesus costume when he sucker-punched a San Diego police officer at a Gaslamp District Halloween street festival was sentenced Thursday to 270 days in jail, which will be served on weekends.Eric Van Vleet, who was arrested in Idaho's Cassia County four days after the Nov. 1, 2019, attack, pleaded guilty last year to a felony count of battery on a peace officer resulting in injury.San Diego County Superior Court Judge Melinda J. Lasater ordered that Van Vleet serve his time in county jail on 35 consecutive three-day weekends, totaling 105 days, with the rest of the time earned through custody credits. Lasater, who also imposed five years of probation, ordered that the jail term be re-evaluated and potentially modified after 15 weekends.RELATED: Man in Jesus Halloween costume accused of punching San Diego police officerDeputy District Attorney Will Hopkins said San Diego Police Officer Ben Hall and his partner, Kristen Robinson, witnessed a fight break out among several people outside the Atomic bar about 1 a.m.Hall pepper-sprayed the combatants, including one man, who punched his girlfriend after being blinded by the mace.When Robinson went to detain the man, with Hall assisting, Hopkins said Van Vleet -- who was dressed as Jesus Christ with devil horns -- yelled, "(Expletive) the police" and punched the lawman in the side of the head.He then walked away from the ruckus, disappearing into a crowd and getting into a ridesharing vehicle, and eventually left the state. According to the prosecution, surveillance footage and bar tabs helped investigators identify Van Vleet as the suspect.Hall was taken to a hospital for treatment of a roughly inch-long laceration and other trauma. The officer missed a week of work with post- concussion symptoms, according to Hopkins.Hall and Robinson called the incident "an ambush" at Van Vleet's sentencing hearing, and said it left them with doubts regarding what they could or should have done differently to safeguard themselves that night."I don't hold any grudges against you, but I believe in accountability," Hall told Van Vleet at the hearing. The officer said he hoped Van Vleet's sentence "shows that we're protected by the same laws we enforce."Van Vleet tearfully apologized to Hall, Robinson and a handful of other San Diego police officers in attendance."I don't want you guys to feel fear for doing what is your chosen calling, to protect the people," he said. SAN DIEGO — NFL quarterback Drew Brees and his wife say a San Diego jeweler lied and falsely represented the value of the jewelry sold to them.That's according to a lawsuit in which Brees and his wife are seeking million in damages and court costs from Vahid Moaradi, the founder of CJ Charles Jewlers, for fraud, a breach of an oral contract, and violations of business professions code.The lawsuit accuses Moradi of making friends with the Breeses and then using his "relationship and position to induce" Brees to rely "on his false representations as to the investment quality and market value" of numerous diamonds, a lawsuit filed in San Diego said.In the lawsuit, Brees says he has spent millions of dollars in business with Moradi, purchasing jewelry as gifts and as investments."In total, [the Brees] invested approximately million in investment quality diamonds recommended by Moradi," the suit states. "The independent appraiser determined the true market value of the diamonds ... was approximately million less than the prices the [Brees] paid."Brees also claims that Moradi "confessed he charged Plaintiffs a substantial markup," in one case charging a 550 percent markup. Brees also argues that Moradi went so far as to conceal the true quality of the diamonds using "reflective and painted settings." Moradi has fought back against the allegation. His attorney issued a statement, saying Brees has only himself to blame."Drew Brees aggressively purchased multi-million dollar pieces of jewelry. Years later, claiming to suffer ‘cash flow problems,’ he tried to bully my client into undoing the transactions," Eric George, Moradi's attorney, said. "Mr. Brees’s behavior and his belief that he was wronged because the jewelry did not appreciate in value as quickly as he hoped both demonstrate a lack of integrity and contradict basic principles of both economics and the law."He should restrict his game-playing to the football field, and refrain from bullying honest, hard-working businessmen like my client."  2128
