SOLANA BEACH, Calif. (KGTV) -- Solana Beach’s alternative to San Diego Gas and Electric appears to be in store for financial headwinds. A new city report says that the Solana Energy Alliance could run at a deficit for the next two years, which look to be more challenging than originally forecast. The city launched the alliance in June to help the city reach its goal of 100 percent renewable energy by 2035 and provide competition to SDG&E. Currently, more than 90 percent of Solana Beach energy and businesses buy their electricity from the alliance. It saves them about 2 percent from SDG&E. “They’re definitely stepping into deep water to try to do this themselves,” said Solana Beach resident Ed Radcliffe. “I hope they do it right.”Solana Beach City Councilman Peter Zahn said overall the energy program is healthy. It has high enrollment and is paying off expenses from the launch. He said it had higher revenues than expected while also having higher expenses than expected. Zahn said the report examined the alliance’s first three months, so it’s still early. He added a big hit came from a recent Public Utilities Commission decision to hike the exit fees residents pay SDG&E to buy it elsewhere. The Solana Beach city report says the fees could rise by as much as 50 percent. “While we are not happy with some of the factors that have influenced this - like the exit fee - we are really optimistic about going out into the future,” Zahn said.The report said higher energy prices and lower SDG&E electricity generation rates are also impacting revenue.In October, the city of San Diego announced plans to create its own alternative to SDG&E, called a Community Choice Aggregator. A spokesman for Mayor Kevin Faulconer says comparing Solana Beach’s organization to what is in store in San Diego is apples to oranges. LOUIS -- The U.S. Coast Guard has referred the investigation into last month’s deadly sinking of a Missouri tourist boat to federal prosecutors.The accident occurred July 19 at Table Rock Lake near Branson, Missouri. An amphibious duck boat sank amid strong winds, killing 16 passengers and a crew member. Fourteen people survived.Nine of those victims were from on Indianapolis family. Tia Coleman and her nephew, Donovan were the only two members of their family to survive. The legal team for the Coleman family says it “supports the U.S. Coast Guard Marine Board of Investigation referral to the U.S. Attorney’s Office for Western Missouri for criminal investigation." Adding, "All those who continue to grieve  support holding fully accountable those responsible for making the deadly decisions that resulted in the catastrophe.”Several investigations are still underway from the National Transportation Safety Board, the Coast Guard and the Missouri Attorney General’s Office.The duck boat attraction owner, Ripley Entertainment, says it is cooperating with the investigations. 1115

SHEBOYGAN, Wisc. -- A Sheboygan dad was arrested for OWI after his two toddlers fell out of his van and were seriously injured.Police said it happened Tuesday just before 7:30 p.m. near 8th Street and Indiana Avenue. A witness told police the two children fell out of the van as it went through an intersection. Officers were eventually able to identify the children who were one and two years of age.A short time later police located their father -- who said he was not aware they had fallen out of the van.He was then arrested for OWI and Child Neglect.One child was treated and released from a local hospital. The other child was transported to a Milwaukee area hospital for serious but non-life threatening injuries.  764

This particular example only costs a dollar, plus there’s no charge for shipping, although they’re coming from China. But, while you might not pay for shipping on this particular order, you’re paying for it in other ways you might not know about.“We might not see it in that package, say of yoga pants that's being shipped, but we're paying the subsidy through taxpayer dollars,” explains Dempsey. “We're paying for it as consumers when we go to the postal service and send a small package. We're paying higher rates for that because the postal service is being forced to subsidize these foreign shippers into the United States.”Critics also argue the cheaper rates hurt American businesses, and the president's proposal could help keep or create jobs in the United States.“It gives manufactures a fair chance at competing in the U.S. systems,” says Dempsey.While prices might go up for some products, there could be an upside for consumers.“We'll see how much those packages go up in terms of the foreign packages coming in,” Dempsey says. “We'll also be looking to see if the package prices for U.S. shipments will be going down.” 1925
