San Francisco is expected to set a groundbreaking precedent on Tuesday by voting to become the first city in the country to ban police from using facial recognition. Part of the reason: concerns about accuracy. “With Caucasian faces, facial recognition is pretty good. It has a 90 to 95 percent accuracy rate,” explains Darrell West, director of the Center for Technology Innovation with the Brookings Institution. “But with minorities, sometimes the accuracy rate drops to 70 percent.”West also says that once a person’s image is in the database, there’s uncertainty surrounding what it could be used for. A Georgetown law study found 1 in 2 American adults is in a law enforcement face recognition network. Law enforcement has argued the technology helps solve crimes or improve investigations. Agencies across the country can use driver’s license photos or mug shots to match someone's identity. “All it's doing is using something that's readily available,” says Sheriff Bob Gualtieri with the Pinellas County Sheriff’s Department in Florida. But it's not just law enforcement using the technology. Stores, airports and some concert venues are all starting to work it into their operations. It's become so mainstream, Congress is now considering a bill to stop businesses from collecting facial recognition data on customers without their permission. “I think people find it very intrusive that you're just walking down the street or going into the store and somebody's recording your face and then attaching your identity to that image,” West says.If the bill in Congress passes, it would be the first federal law on facial recognition. 1656

(CNN) — Five elephants and a 3-year-old calf died at a waterfall in Thailand during what authorities believe was an attempt by the adults to save the young one.The incident happened Saturday at the Haew Narok waterfall at the Khao Yai National Park.Two surviving elephants were trapped at the waterfall for hours before national park officials saved them, and fed them pineapples, bananas and sugar cane covered in supplements.Authorities were notified that elephants were crying out from the waterfall and when they arrived, they discovered the body of the calf, said Khanchit Srinoppawan, chief of the Khao Yai National Park. The five dead adult elephants were found in another part of the waterfall.The waterfall is closed to the public following the incident. 775

  

A man walked into a California police department Monday and told officers he had killed four people, police say.One of the bodies was in the car the suspect drove to the Mt. Shasta Police Department. His three other victims were in his apartment more than 200 miles away, Roseville Police Department Captain Josh Simon said in a Monday news conference.Roseville officers learned of the man's confession around noon, when they received a call from Mt. Shasta police, who detained the suspect after he came in.Roseville is about 20 miles from Sacramento and about 212 miles from Mt. Shasta.This is an ongoing investigation in coordination with the Mt. Shasta police department, Simon said, adding police don't believe the quadruple homicide was a random act. The suspects and the victim likely knew each other, police said.Police did not identify the suspect or the victims."The sole suspect involved in this incident is in custody and we do not believe there is any ongoing threat to our community," he said.The killings, he said, will likely take a toll on the Roseville community."This can really have an effect on all our first responders and people who may or may not know these victims. So this is a very heavy impact to our community," Simon said.Police will hold another news update Tuesday morning, Simon said. 1329

  

2018 was the deadliest year for hot car deaths in the United States, according to a study released on Wednesday by the National Safety Council. According to the National Safety Council, 51 children died in 2018 from pediatric vehicular heatstroke. Last year's figure tops the previous record of 49 related fatalities set in 2010. The Council said that an average of 38 children die a year in the United States from being left in a hot car. Since 1998, 47 states have had at least one pediatric vehicular heatstroke fatality.
