SAN DIEGO (KGTV) — Two weeks ago, the county warned San Diegans to continue practicing social distancing, washing of hands, and wearing facial coverings over the Labor Day weekend to thwart the spread of COVID-19.County public health officials had been clear that they did not want to see the same case spikes that followed July 4th and Memorial Day.Now that Labor Day has passed, local doctors say they have yet to see the same spike in coronavirus cases seen after holidays earlier this summer."We have not seen a sustained rate of 30, 40, 60 positives like we did around July 4. We're not seeing it yet," said Dr. David Pride, an infectious disease specialist at UC San Diego.Pride says the difference may be due to residents being more educated about the virus and how to best slow the spread. For the other two holidays, schools were also still closed.According to the county, 10 days after July 4 the region's positivity rate was 6.3%. Currently, the county's positivity rate is 4.4%."We're 10 days out, no big jump so far, our positivity rates suggest that something is different this time and hopefully that will continue for a week or two," Pride said.While San Diego County's positivity rate is low, it's the region's case rate (cases per 100,000 residents) that continues to be an issue. And now, it's the county's case rate that threatens to push the region's into a stricter reopening tier."This time around they're not sitting home, they're not socially distancing, so we're gonna see spikes that are largely unrelated to the Labor Day weekend," says Pride.And with more fall holidays approaching, Pride says residents will need to continue their vigilance through the holidays as spikes in cases are more likely. 1735

SAN DIEGO (KGTV) — Video posted to social media went viral this week, reportedly showing San Diego Police officers' violent arrest a 20-year-old man.Trenelle Cannon was arrested on warrants in Chula Vista Tuesday at about 6 p.m., according to his mother. He was booked into jail and charged with carrying a loaded firearm in a public place, robbery, and identity theft, according to SDPD, however more charges may be filed.The video shows several officers above Cannon as he is being arrested. One officer can be seen making a repeated punching motion. Cannon's girlfriend, Shakira Smith, was in the car with him and other friends at the time of the arrest and captured the video."A 12 second video of this arrest was shared on social media without any context or details provided," police said in a news release. Video released later in the day by police shows a man tackling a police officer before more officers get involved. SDPD held a press conference to address the video:Undercover officers had been conducting surveillance of Cannon in the area of 600 E St. in Chula Vista when they requested uniform officers to arrest him, SDPD Chief David Nisleit said during a press conference. Nisleit says Cannon then fled from officers, forcing police to give chase. At some point during the chase, a weapon was recovered where a witness last saw Cannon. Nisleit said Cannon was located once again in the area of 1100 4th Ave., where he got into a car with four others. The vehicle then proceeded to get onto Interstate 5, where officers conducted a traffic stop.During the traffic stop, Nisleit said Cannon tackled an officer to the ground, prompting multiple officers to assist in an arrest. Nisleit said officers feared Cannon had another weapon and used a "combination of physical force and distraction strikes" to restrain him."This is a very important key to note, once restrained and no longer a threat to officers no additional force was used on Cannon," Nisleit said.The family of Cannon held a press conference in response to the incident:Smith, as well as Cannon’s mother spoke at a news conference Thursday afternoon. Smith said she and Cannon were in a car with several friends when they were pulled over. She claims Cannon was pulled out of the car before being thrown to the ground. She then says officers piled on top of him. Smith made no mention of what happened before the couple got into the car, when police say Cannon led them on a chase, allegedly dropping a gun along the way.After screaming at police, Smith says she started recording the arrest. As she was recording, Smith says police told her: “put your phone away, you can’t do that.”The family and others said they wouldn't answer any questions following the news conference. Nisleit said Cannon and the officers involved were not injured, aside from slight abrasions. Internal Affairs detectives was notified of the arrest and will evaluate officers' use of force and whether they followed policy. SAN DIEGO (KGTV) -  An ex-con who kidnapped a coach and a 16-year-old baseball player from a field in Kearny Mesa at gunpoint and made the man drive him to Ramona, where he carjacked a 79-year-old woman to make his getaway, was sentenced Friday to life in prison without the possibility of parole plus two other life terms.Ira Stringer, 48, was convicted last month of 13 felony charges, including kidnapping during a carjacking, kidnapping for extortion and assault with a firearm.Stringer has a long criminal history, including a 1997 conviction for a home-invasion armed robbery in Spring Valley in which he held a family overnight and threatened to kill them."You are the poster child for the three-strikes law," Judge Frederick Maguire told the defendant. "You've demonstrated that you're a danger to the community."Stringer was serving a 20-year sentence for robbery in Orange County when he was charged last year with abducting 27-year-old Dylan Graham and 16-year-old Jack Spencer from Hickman Field in Kearny Mesa, where Graham was giving the teenager a batting lesson on Dec. 23, 2015.Deputy District Attorney James Koerber said Stringer approached the victims holding a loaded .357 Magnum and demanded that he be driven to Ramona.Stringer told Graham that he had been in a gunfight and needed to get "far away," according to the prosecutor.During the 40-minute drive to Ramona, Stringer held the gun to Graham's head.Graham said he decided to do something, letting go of the steering wheel and jumping in the back seat in an attempt to get the gun away from Stringer.Graham said Stringer fired three shots, all barely missing him. The victim's car crashed, and was a total loss.Outside the car, Stringer acted like he was hurt and flagged down and carjacked 79-year-old Barbara Roulier and stole her car.Roulier, now 81, told Stringer she has forgiven him for what he did to her that day.Stringer robbed a convenience store in San Diego three days after the kidnapping and carjacking and a few hours after that, robbed a store in Orange County with a shotgun. 2083
