It's definitely worth it. I think all this tax payers expense, they're getting their money's worth, I'll tell you that."Operation Boo is just a small part of agents' role of checking in on parolees. Wednesday five parolees were arrested for being out of compliance. 1181

San Diego (KGTV)- Homes and businesses aren't the only things being affected by power shut-offs Thursday. Traffic lights are also out, and it's causing a lot of confusion for drivers. Just before 10 a.m., a crash happened at the intersection of Poway Road and Highway 67, where the traffic lights had no power. A car slammed into the side of an SUV. Good Samaritans ran through traffic to assist and call 911. Both drivers are expected to be okay. Hours earlier, traffic backed up for about half a mile during the morning rush hour. Drivers were confused about their turn to go. "A lot of these people have been coming to this intersection for 30-plus years," says Deputy Nicholas McGregor. "They have an expectation that when they get here, it's going to be smooth, flow traffic. So when the lights go out, I think it's a hazard."Wednesday night, a car rammed into the back of a truck after power was shut off at the intersection of Scripps Poway Parkway and Highway 67. The car burst into flames moments after the crash.The Sheriff's Department says there are only about two hours of battery life on the traffic lights after the power is shut off. Deputies try to put as much signage out for drivers but say they should remain cautious. 1247

SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty. As companies reevaluate how police officers use their technology, the question remains if the public will do the same. 2737

  

SAN DIEGO, Calif. (KGTV) - The gradual reopening of San Diego beaches continues the week of June 8. Parking lots are next on the list to reopen.Starting Monday, June 8, park and water use are open at East and West Mission Bay Parks with no restrictions. Mission Bay parking lots are open. Fiesta Island is open to pedestrians, dogs and cyclists as of June 8 but will not open for cars until July 6.Starting Tuesday, June 9, all San Diego piers and boardwalks are open. Plus, San Diego beach parking lots are open with no restrictions.Friday, June 12, Balboa Park Central Mesa opens, along with Balboa Park parking lots.While beaches are officially open for both active and passive activities, social distancing should still be practiced, meaning people should only sit near people who they live with. Sporting activities like football and volleyball are not allowed on beaches yet.There are nine permanent lifeguard stations in the San Diego Area, including Ocean Beach, South Mission Beach, Mission Beach, North Pacific Beach, Pacific Beach, Children's Pool, La Jolla Cove, La Jolla Shores and Black's Beach. 1117

(KGTV) Firefighters continue to mop up after the Valley Fire tore through Lawson Valley, burning 17,665 acres.Messages of gratitude for the crews on the frontlines can be seen throughout the area.At least 30 homes and 31 minor structures were destroyed, but all evacuation orders and road closures were lifted on Friday.In much of the burn area, firetrucks have been replaced with utility vehicles.“I watched the flames start coming over the mountain, like fingers, like some creature,” said Seth Matteson who lives in Lawson Valley.He left his home as the fire started to spread Sept. 5, fearing the worst, but was thankful to come home and find his house on Prairie Drive still standing.“In the back it came right up to the house, and in the front it came right up to the house,” he explained.Just down the road, several homes and vehicles burned in the fire.“I’ve been through 8 hurricanes, and this is way scarier to me than that.
