SAN DIEGO (KGTV) -- It's a problem on the rise in communities across San Diego; drivers racing down side streets to avoid rush hour traffic. When Doug Doyen saw speeding on his street, he tried to stop it. "It was almost like the Indy 500 I couldn't believe the speed, the amount of traffic and speed up and down this street," said Doyen.He put up his own signs to get drivers to slow down. "Hold the sign out, wave at them, people would be like, 'what the? Oh okay."' said Doyen. "And they'd look at me like, 'who is this guy?'" But the speeding is still a problem. He thinks GPS apps are directing drivers to his side street to avoid freeway traffic. "I couldn't believe the traffic and the speeds I was seeing out here," he said. Neighbors joined San Diego Police to form a Pace Car Program. SAN DIEGO (KGTV) — In San Diego Comic-Con's first foray as an online-only event, fans experienced some benefits and pitfalls of a virtual convention.While fans had arguably the most access to Comic-Con content ever, there were still some aspects that couldn't be recreated digitally. At the same time, that's all right. No waiting in Hall H's line. No attending an earlier panel to save a seat for a later event. Every panel was streamed on Comic-Con's website and most were made available on YouTube afterward for fans to catch. Exclusive content aired during panels also made their way onto the internet arguably faster than previous years. While the glitz of seeing stars, artists, and writers in person was missing, the heart of enjoying a panel for its presentation was still there.What didn't: ExclusivesAdmittedly, Comic-Con isn't just about exclusive merchandise. But many attendees enjoy being able to score gear that you'll only get at SDCC — for resale or to keep. However, when it came to exclusives, internet connection and website servers were at the will of how many people logged onto their site. So when something was highly sought after, websites saw a lot of traffic — sometimes too much. In the case of several popular merchandisers — like Funko, Mondo, or Hasbro — exclusives often sold out quickly, sometimes before the convention even occurred. While the convention did its best to showcase cosplayers online with a "masquerade ball" via Tumblr, it just isn't quite the same as being at the event in-person. What worked: Connecting with fansHosting Comic-Con online ensured fans can connect with their favorite comic book writers, artists, and even entertainers. Without having to manage a tight schedule of going location to location for panels and events, users could simply log on and watch a panel, win some free swag in some cases, or reach out to comic book writers and artists for commissions or to purchase their work. No walking through a packed Artist Alley or standing in line for a free t-shirt — though some may argue that's part of the appeal.What didn't: Recreating being thereSDCC made several activities available online ahead of the convention, like signs and badges to print out to dress your home for the event. A virtual exhibit floor was also offered online and while fun, was a bit tricky to navigate on your phone. SAN DIEGO (KGTV) -- In the wake of this summer's protests over racial inequality, a high school athletic director from San Diego is trying to change a system he says doesn't have enough minority representation.Francis Parker AD Anthony Thomas started NOMAD, the National Organization of Minority Athletic Directors."We have to get comfortable being uncomfortable," says Thomas. "And we have to have difficult conversations within our community."Thomas began the organization with three other AD's from Oakland, Minneapolis, and Richmond, Virginia.They say NOMAD will guide and mentor minority coaches, athletes, and administrators who want to further their careers.Thomas says seeing the racial unrest in the wake of George Floyd's death was a turning point."I saw myself under that knee. I saw my student-athletes under that knee. I saw my nephew under that knee. So it was really a call to action," says Thomas.Thomas' school plays in the Coastal Conference. He noticed that only two of its 18 schools have black athletic directors. Thomas saw similar numbers across the state and country but couldn't find any specific data because no one had been tracking it yet on the high school level."You have to lead by example," says Thomas. "That's what we decided to do as Nomad is to get out ahead of it, and no longer wait, no longer be complicit."In its first five months, NOMAD has grown to more than 200 members. They've already held a handful of virtual webinars teaching people how to advance their careers in athletics. Thomas wants to make sure everyone has representation and opportunity."The data tells a story," says Thomas. "There's not a lot of opportunities for underrepresented people to become athletic directors, and we would like to see that change in the best way possible. And we want to facilitate hoping in that shift."Thomas thinks this can also help students by giving minority athletes people they can look up to who also look like them.He says NOMAD can also help guide conversations between players and coaches of different ethnic and racial groups that intersect in sports."This job is not about color. It's not about ethnicity. It's about passion. It's about loving kids. And that's what we want to do," he says. SAN DIEGO (KGTV) - Marine Corps Air Station Miramar broke ground Friday on its first hangar to house the F-35, the most advanced fighter jet in the world.While the plane may be controversial, the hope is to replace aging aircraft. The new project will also include a flightline expansion."We're building new F-35 joint strike fighters and we're going to send them right here to Miramar,” President Trump said in his visit to the base Tuesday.Congressman Scott Peters and other military leaders were in attendance at the groundbreaking, thrilled about finally moving these projects forward."We're really taking care of the nation's defense," said Rep. Peters, representing the 52nd District. "One of the things when I went to the Armed Services Committee was to make sure that this facility was high on the list of priorities," he said. Harper Construction won the bid and will employ about 2000 workers.  The 160,000 square foot hangar is designed to hold up to 12 F-35s."We need to upgrade the infrastructure, the connections, the systems inside the hangers," said Col. Jason Woodworth, the Commanding Officer at MCAS Miramar.While critics have pointed to design flaws and skyrocketing costs on the new planes, the military says aging aircraft like the F/A-18 hornets are becoming tougher to maintain."Older airplanes are like that telephone on your wall you had when you were a kid with the rotary dial on it," Woodworth said. SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so.
