SAN DIEGO (KGTV) — From the confrontation in a Los Angeles Trader Joe's to a showdown in a San Diego Starbucks, there have been a lot of customers claiming businesses can't legally require them to wear a mask.Some customers even carry a card threatening fines and citing the Americans with Disabilities Act, or ADA. But there are three things to consider before making an ADA claim, according to lawyers.First, to bring a successful ADA lawsuit, attorneys say the person without a mask must truly have a disability. Businesses can ask if a person has a disability, but not much beyond that.RELATED: Confrontation over wearing a mask at Coronado coffee shop"You can't delve into someone's medical condition and ask them a bunch of questions," said attorney Colin Harrison. "I would not advise businesses to ask for any type of documentation."If the person says they have a disability, the ADA requires businesses to make reasonable accommodation. There's a third component in the ADA: Subsection 36.208 allows businesses to turn disabled people away if they pose a direct threat to the health and safety of others."Someone not wearing a mask, they might think they're not infected, but they could be and pose a direct threat to spread the virus to many people," Elia said.The Equal Employment Opportunity Commission has said COVID-19 does constitute a direct threat, so our experts say the threat of a successful lawsuit in a case like this is low.That said, there's nothing stopping people from filing these lawsuits. According to officials with the Workforce Partnership, walk-ins won’t be accepted, however some services will be available by appointment only.“Our resources have always been available online, and actually the number one way people file for unemployment in or out of a public health emergency is online,” said Andrew Picard, chief program Officer at the San Diego Workforce Partnership.Picard said if people don't have a computer or internet access, don't worry, the phone still works. Career agents and advisors with the organization can walk you through a job search or the unemployment process.“We have teams of career agents and advisors standing by over the phone and with online tools to do virtual meetings,” Picard said. “A great deal of resources and programs that are still in operation and still available to the community.”Unemployment assistance isn’t just for people who recently lost their job.According to the Employment Development Department, “You are encouraged to apply for Unemployment Insurance (UI) benefits if you are unemployed, which includes reasons such as, your hours are reduced due to the quarantine, you were separated from your employer during the quarantine, you are subject to a quarantine required by a medical professional or state or local health officer.”Last week Governor Gavin Newsom sped up the time it takes to get financial assistance. SAN DIEGO (KGTV) — Drone video of a Pacific Beach man's search and rescue of his blind pet chameleon plays out like the perfect Hollywood action sequence.Vince Kay Vera says his pet chameleon, "Pete," is temporarily blind due to an infection. "He doesn't normally act like this. SAN DIEGO (KGTV) - Dozens of officers in San Diego County have been convicted of crimes and some are still on the job. That's according to a new investigation by several newsrooms across the state, including the Voice of San Diego.A few examples of convicted cops include the case of former SDPD Sergeant Oscar Armenta who pleaded guilty to attacking his girlfriend but didn’t get any jail time. Former SDPD Officer Anthony Arevalos was convicted of groping women and trying to elicit sexual favors during traffic stops. Married ex-SDPD Officers Bryce and Jennifer Charpentier admitted to stealing and taking prescription drugs while on the clock. Other officers like Karen Almos and Jeffrey Blackford got DUIs and are reportedly still working for SDPD, according to a massive new database of convicted law enforcement officers.Complete Coverage: The Transparency ProjectThe database is a collaborative project from several news organizations including the Voice of San Diego, which was coordinated by the Investigative Reporting Program at UC Berkeley and the Bay Area News Group. The project was born after an open-records request last year shed light on a list that came from the California Commission of Peace Officers Standards and Training which revealed close to 12,000 state officers and applicants who’ve been found guilty of various offenses. According to the database, of the more than two dozen convicted San Diego County officers, the majority, 17, were from San Diego Police Department. SAN DIEGO (KGTV) -- Economic forecasters are beginning to warn of a possible 2020 recession, and the impact they say will be felt in the Golden State, according to a new report by UCLA.“Don’t celebrate the 3.1% GDP growth estimate for the first quarter of 2019,” writes UCLA Anderson Professor Emeritus Edward Leamer. Leamer is quoted in a recent report produced by the UCLA Anderson School of Management. According to Leamer, the data actually increases the risk of a recession at some point in the next couple of years. Nationally, economic growth is expected to slow marginally to 2.1 percent in the fourth quarter of 2019 and 1.4 percent in the fourth quarter of 2020. So what picture does the report paint for California? One forecaster says you can expect California unemployment to rise modestly. “Weakness in housing as well as the slowing U.S. economy is reflected in a very modest growth rate in the U.S. in late 2020,” UCLA Anderson Forecast director Jerry Nickelsburg writes. “As a consequence, we expect California’s average unemployment rate to rise slightly to an average of 4.6% in the first quarter of 2021. For the entire year for 2020 and 2021, we expect average unemployment rates of 4.3% and 4.4%, respectively.”Meanwhile, personal income growth in the state of California is forecast at 2.9 percent in 2019. But the report warns that income growth is expected to slow to 1.9 percent by 2020.It’s not all bad news, however, income growth is expected to rise fairly quickly again in 2021, and is forecast to reach 2.1 percent by the end of the year.
