SAN DIEGO (KGTV) - The San Diego Symphony Orchestra announced Thursday they are breaking ground in September for the Bayside Performance Park, a new permanent venue for the Orchestra at the Embarcadero Marina Park South.The Symphony Board of Directors voted unanimously Wednesday on the 9-month plan that will be complete in time for summer concerts in 2020.Symphony CEO Martha Gilmer said they are taking advantage of an underutilized part of the Embarcadero, "we've looked and there is no performance venue on the water like this, certainly not in the state of California, but probably the U.S."READ RELATED: San Diego Symphony's new bayside venue clears last hurdle before buildThe Symphony has been stalking the venue for years, "people had the idea to have a permanent venue out here for 17 years, but we have been hard at work for four," she said.The final project can seat up to 10,000, "feature a permanent, highly innovative, architecturally striking and acoustically superior outdoor stage that will allow the Symphony to present a wider variety of musical presentations and enrich the patron experience with improved sight-lines, expanded concession area and permanent bathrooms," the press release states."I understand that some people on Coronado are concerned about the potential for noise but it's good noise," neighbor Sam Ciccati said, excited about the new venue. The design shifted due to that concern, pointing the shell-shaped stage away from the island. SAN DIEGO (KGTV) - The Secretary of the Interior stated in no uncertain terms in a letter sent to the San Diego County Board of Supervisors Thursday federal law supersedes state law. This was in reference to an ordinance the San Diego County Board of Supervisors passed in November banning recreational shooting, saying it was unconstitutional.Currently the law states you can shoot at targets on BLM land, "as long as it is done in a safe manner, without damaging natural resources or improvements on public lands." There is a section that states you may not fire any plastic pellets, exploding, tracer or steel core rounds. He also said the board never spoke to the federal government."When he [the Secretary of the Interior] found out the entire department said no this isn’t something we’re going to stand by at all," Schwartz said. SAN DIEGO (KGTV) - The San Diego County District Attorney’s office released Friday a detailed report and video evidence in the death of a woman arrested by San Diego Police. Aleah Jenkins, 24, was arrested Nov. 27 on an outstanding warrant for meth possession during a traffic stop in University City. The video released at a news conference Friday shows Jenkins vomiting in the back of a patrol car. The officer initially called for medical aid but it was called off because Jenkins said her illness was due to pregnancy. That was not true, according to District Attorney Summer Stephan. There were several points when Jenkins yelled and asked for help in the back of the patrol car. Officers took Jenkins to SDPD headquarters downtown, where she collapsed. Jenkins was taken to UC San Diego Medical Center and died Dec. 6. A spokesperson for the Jenkins family said San Diego Police could have prevented Jenkins’ death by getting her help when she said she didn’t feel well.The autopsy indicated Jenkins had PCP, THC, morphine, and meth in her system, but no injuries which would have caused her death. District Attorney Summer Stephan said at a news conference Friday that no charges would be filed against the officer who arrested Jenkins after a careful review of the evidence. "I looked at the fact that at the period of time where he didn't get a prompt response he pulled over he pulled over and physically looked at her,” Stephan said.
