SAN DIEGO (KGTV) — One of the deadliest, most destructive and most enormous fires ever to hit California struck 15 years ago Thursday just south of Ramona. The Cedar Fire was started by a lost hunter setting a signal fire. At the time, at least 11 other wildfires were burning in the region. What followed in the hours and days ahead would change San Diego County forever. The fire was reported at 5:37 p.m. on October 25, 2003. Within hours, Santa Ana winds raged from the Cuyamaca Mountains, flames hurled southwest at speeds of up to 6,000 acres an hour.Overnight, it consumed parts of northern Lakeside, killing 12 people and injuring others. Rudy Reyes was burned over 75 percent of his body.RELATED: Increasing heat, fire and flooding, what may lie ahead for California, according to new reportBy noon the next day, the 2003 firestorms devastated dozens of communities and destroyed hundreds of homes. Blinded by the swirling embers and thick brown haze, Allyson Roach and her family tried to drive out from the Paradise Fire. The car she was in crashed into a neighbor’s car and careened into a blazing tree. Burned over 86 percent of her body, she climbed out screaming for her sister Ashley to follow.Allyson would learn from the hospital bed that her sister never made it out. The origin of the Paradise Fire was later determined to be arson, though the person responsible has never been found. The 2003 firestorms ultimately claimed 15 lives, including a firefighter, and burned almost 2,400 homes.A state fire commission released a scathing report on the overall response. Cal Fire San Diego’s Fire Chief, Tony Mecham says camera systems now allow dispatchers to see the entire county.RELATED: New California law helps utilities with wildfire lawsuitsThere are more boots on the ground and our air resources are unparalleled anywhere in the country.Right now, Cal Fire is converting seven C-130 military aircraft to air tankers. Each one can hold 20,000 gallons of retardant, the equivalent of 20 smaller tankers.Despite the arsenal, strong winds have the potential to ground efforts from the air.Rudy and Allyson will always bear the scars of the state’s first mega-fire, but they both say they’re now living life with joy and gratitude and they both feel blessed by the love of family and the support of the community.RELATED: Renewed habitat brings back rare bird after 2007 wildfireChief Mecham says despite an agreement with the military which helps our air attack, and the City of San Diego about to get its first Black Hawk helicopter that can fly at night, we still have explosive fire conditions. He stresses fire prevention no matter where you live in the county and warns they can’t have an engine at every home. It’s up to us to be ready. 2784

SAN DIEGO (KGTV) — Pacific Beach mother Sandy Algra says her number one job is keeping her child safe, something she wasn’t able to do a few months ago.Algra and her 3-year-old son were at Liberty Station Park when he was scratched by a dirty needle, sending him to the emergency room. Algra says he underwent an infectious disease consultation and will require HIV and Hepatitis C tests every six months.“Right now I’m trying to channel and redirect the anger that I feel about what happened to him, that I wasn’t able to keep him safe," said Algra. She's created a petition to designate San Diego’s playgrounds for children only; adults are only allowed if they’re accompanied by a child.Similar ordinances already exist in New York and Florida, people who violate them can face fines. "I think that most people can use common sense and understand that an adult is not meant to be living under a slide, or sitting on a swing doing drugs or otherwise, that's not what these playgrounds are designed for," said Algra. The petition has over 1,000 signatures and has garnered support from the Pacific Beach Planning Group and Pacific Beach Town Council.Algra plans to eventually bring the petition to San Diego City Council. The Parks and Recreation Department could not speak on the legality of implementing something like this, but sent 10News this statement: 1366

SAN DIEGO (KGTV) — One of the San Diego Zoo's oldest residents was euthanized due to age-related illnesses Wednesday. The zoo's male African lion, M'bari, had been suffering from a degenerative kidney, large kidney cyst, and spinal arthritis and under veterinary care before the decision was made to put him down, according to park spokesperson Andrew Jones. At 15-years-old, M'bari had exceeded expectations of a lion's average lifespan, which is about 10 years in the wild and can exceed 25 years in captivity, according to the zoo."In recent days, his condition had steadily worsened, despite attempts by animal care staff to modify his habitat to make him more comfortable," a statement from the zoo read. "This morning, because of his worsening quality of life, animal care staff made the difficult decision to humanely euthanize him."M'bari was introduced to locals at the San Diego Wild Animal Park in 2004 with the opening of Lion Camp when he was about two years old. He eventually moved to the San Diego Zoo in 2009, and has most recently lived with his mate, Etosha, in the Harry and Grace Steele Elephant Odyssey habitat. Perhaps the most vocal of the pride, visitors were routinely treated to M'bari's mighty roar when visiting the park."His early morning and late afternoon roars could be heard throughout the entire Zoo," officials said. 1358

SAN DIEGO (KGTV) - New advertisements against Measure B riled up supporters, who spoke out against the massive development Friday. The commercial states, "Measure B the Newland Sierra project, is a luxury development," something supporters vehemently deny."What I think is disingenuous is making people feel fearful of what can happen in this development," supporter Melinda Vasquez said.Friday, dozens gathered in Kearny Mesa to advocate for Newland Sierra's development project. The group included teachers and firefighters who want more affordable home options in San Diego.RELATED: El Cajon takes risks to help lower cost of housing"Home ownership has become less of a reality for families like mine," Cindy Lopez said. She is a first generation American (her parents moved from Mexico) and a teacher. She teaches first- and second-graders, and comes home to a 12-month-old."Even though she's a toddler we're going to be expanding soon in the future and we're going to need that space, that affordable space to grow our family," Lopez said she is always budget conscious for her family. The county's existing general plan calls for 99 homes and up to 2,000,000 square feet of commercial property with open space. This is located north of Deer Springs Road and west of I-15 near Escondido.RELATED: Renting is cheaper than buying a home, study showsThe County Board of Supervisors approved the project in September 2018, but a group of nearby residents and the Golden Door Spa nearby gathered enough signatures to send it to a countywide vote. The vote will happen March 3. Newland Sierra's public relations firm presented a chart illustrating 2,135 homes that will house families with a various incomes. They said the development will have a spread of apartments for seniors and low low income, affordable town-homes, and individual homes. The highest bracket in the chart showed 1,570 or more.
