The process to move utility wires outside his business underground has already begun.“So far they’ve taken underground connections from building to power grid,” said Samuel.A map of the plan shows there are 1,000 miles left to transfer underground. The city plans to bury 15 miles a year.The project will be funded by a surcharge on your SDG&E power bill that you’ve been paying since 2002. The city says you won’t see an increase in your bill, even though the price tag is in the billions.The reason for going underground? Fire safety and aesthetics.“I think it’s a good idea getting billboards and power lines out of the visible view of the public,” Samuel said.Arthur Harral has lived in Ocean Beach for more than 40 years. He’s dealt with the pre-construction and paid for the surcharges, but doesn’t mind.“It’s a wonderful deal. In some states across the country, in Colorado, they have them underground, and I’m all for it in San Diego,” said Harral.Construction will last 18 to 36 months. Once the new underground utility lines are in place, the city will install curb ramps, replace street trees, and repair damaged pavement.A public meeting about the plans will take place downtown next Tuesday at 5:30 in the Auditorium at the San Diego Public Utilities Department located at 9192 Topaz Way. 1707

SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. SAN DIEGO (KGTV) -- One of San Diego's most famous malls is poised for a multi-million dollar renovation. On Wednesday, Fashion Valley will announce a project to add what it describes as inviting public spaces, enriched landscaping, broader dining and gathering places, tranquil outdoor lounges and water features, and increased personal shopping and valet services. It's the mall's biggest project since it added a second story in the mid-1990s. Vicki Hanor, a senior vice president with Simon Malls, said in a statement Fashion Valley is home to more than 50 retailers exclusive to San Diego, and prides itself on providing the ultimate shopping and dining experience. In Del Mar Heights, the new One Paseo just leased its entire retail wing. And in downtown, Horton Plaza will be transformed into a tech hub. Reg Kobzi, a senior vice president at commercial real-estate firm CBRE, said Fashion Valley remains one of San Diego's most successful malls, even drawing shoppers from Mexico. SAN DIEGO (KGTV) — Ocean Beach residents say they are uniting to address issues they believe stem from people living in vehicles.OB resident Michael Copley and nearly 100 others emailed San Diego Police this week, asking for officers to step up patrols in their neighborhood. "I'm just a citizen. I have no authority, I can't enforce anything," Michael Copley says. "But I was asking [police], 'please we want police presence in Ocean Beach.'"RELATED: Red curb in Ocean Beach is a fake fire zone, City of San Diego saysCopley says the large number of people living out of their vehicles in the neighborhood are fueling several community issues like vandalism and the prevalence of drugs. In a response posted to social media by SDPD officer David Surwilo, Surwilo says the concerns have been sent to patrol supervisors so that they "are aware of your community safety issues, what you are seeing and dealing with and your requests for assistance to address these issues."SDPD Capt. Scott Wahl adds, "We are out in the Ocean Beach area, seven days a week, making sure that we are addressing these issues. And it's important that the community continues to provide that information to us."The post referenced complaints pertaining to areas of Ocean Beach, Robb Field, and dog beach over vehicle campers, drug use, homelessness, and quality of life."One person sleeping in their car is not a big deal. But 100 people sleeping in their vans, that creates an impact on the community," Copley said.In May, city leaders approved restrictions on people living in their vehicles within San Diego. Part of those restriction prevent people from sleeping in vehicles within 500 feet of a school or home and overnight anywhere in the city from 9 p.m. to 6 a.m.Wahl says that now, the city has more beds and parking lots available for free to those living in vehicles that can help alleviate the concerns. SAN DIEGO (KGTV) - On Tuesday, San Diego beach parking lots, piers, and boardwalks reopened following their closures amid the pandemic. The reopening came in time for the heat wave.10News witnessed beachgoers from Pacific Beach to South Mission Beach who took advantage of the lifted restrictions.A heat advisory was in effect until 7 p.m. on Tuesday. Coastal highs were in the 80s and 90s."It was a lot of fun since we can’t get out that much," said Ashyton Malan who visited the beach on Tuesday with his family. Mother Jennifer Malan added, "People are far apart and not a lot of masks but there was nobody encroaching on anybody’s space so it was nice."The City reports that visitors are still required to practice social distancing with anyone outside of their household and they cannot congregate or participate in active sporting activities on the beaches. 871
