This could mean Florida in the near future would have more electoral votes than New York.The analysis was done by William Frey, a senior fellow at the Brookings Institute, a nonprofit public policy organization, based on population estimates from mid-2020 released by the Census Bureau.Frey said the estimates released by the Census Bureau show that between July 2019 and July 2020, the population in the U.S. grew by .35%. That’s the lowest annual population growth rate since the turn of the last century, and that could mean the decade 2010-2020 may have the lowest decade growth rate in centuries.This low rate of growth and some “educated estimates” from Frey on new state-level data, could mean that seven states gain representatives in Congress and ten states lose some.One result of the Census is calculating the number of seats in the House of Representatives a state should have. Every decade, the Census Bureau adjusts the number of seats each state receives based on changes in population, the process is called reapportionment.Frey estimates that Texas will gain three representatives in the House, Florida wil gain two, and Arizona, Montana, Colorado, North Carolina and Oregon will gain one. Meanwhile, Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, West Virginia and Rhode Island could all lose one representative, according to Frey’s estimates.Changing the number of seats in the House also changes how many votes the state gets in the Electoral College; electoral votes are the number of seats a state has in the House plus two senators.California currently has 55 electoral votes, with the next highest as Texas with 38 votes currently. New York and Florida are next, with 29 each; if New York were to lose one and Florida gain two, it would be the first time Florida had more votes than New York and would make Florida the third most represented state in the House.“This reapportionment will also affect the Electoral College in future presidential elections. There are a mix of “red” and “blue” states among those gaining and losing seats. Thus, it is difficult to predict how these changes will benefit future Republican and Democratic presidential candidates,” Frey wrote in his analysis.Frey’s estimates are based on early data shared by the Census Bureau. An Arizona family is celebrating a major milestone. Baby Henley was born with a congenital heart defect or a hole in her heart. Weighing in at only 4 pounds and 7 ounces, there was a lot of concern about her health because she just would not eat."Because of the hole in her heart, she just could not eat, it was too difficult for her, so she struggled a lot to gain weight," said Megan Beebe, Henley's mother.So, from the age of 5 months old, Henley has relied on a feeding tube to get all of her nutrition."At one point, it was giving her 100% of her nutrition. We would put all of her formula, breast milk through the feeding tube," said Beebe.In her two years since she was born, Henley has had hundreds of doctor's appointments and five surgeries. She has also been working with a feeding therapist based out of the United Cerebral Palsy of Central Arizona. Henley does not have cerebral palsy, but her mother tells KNXV they really liked the specialized therapist they have been working with, so they have stuck with the organization."We just had to keep working our way up, until one day she ate an entire Cheeto Puff all by herself," said Beebe.That one Cheeto Puff was a big milestone for Henley."It took her about 10 full minutes to eat one Cheeto Puff but she ate the whole Cheeto Puff all by herself, did not throw up," said Beebe, talking about the relief they felt. They were finally able to see the light at the end of the tunnel of Henley's tough road to being able to eat without the aid of a feeding tube.After 27 months, Henley's feeding tube was finally removed. It was a big moment for Beebe. She tells KNXV she sometimes could not help but feel like a failure as a mother."Our number one job is to feed her and keep her alive, and we couldn't do that," said Beebe."The day we finally got to take her feeding tube out, it was like, it was just a miracle. An explosion from an electronic cigarette has killed a man in St. Petersburg, Florida, according to authorities who are investigating the circumstances surrounding his death.Tallmadge D'Elia, 38, was found dead this month after a fire alarm went off at his home and officers arrived on the scene, according to his autopsy report. Officials found him with a wound to his top lip area and areas of burns to his body. His death has been ruled accidental.The cause of death is identified as a projectile wound to the head, Bill Pellan, director of investigations at the Pinellas County Medical Examiner's Office, said Tuesday.The projectile was from a section of an e-cigarette. The autopsy noted that the e-cigarette was manufactured by Smok-E Mountain and was a "mod" type device.E-cigarettes are battery-operated devices that produce an aerosol by heating a liquid, usually containing nicotine, flavorings and other chemicals, according to the US Centers for Disease Control and Prevention. Users inhale the aerosol.More than one in every 10 adults has tried an e-cigarette even just one time, according to the CDC. E-cigarettes can come in many shapes and sizes; some are made to look like regular cigarettes, while others are larger devices such as tank systems or "mods."The exact causes of e-cigarette explosion incidents sometimes are unclear, but evidence suggests that battery-related issues may lead to explosions, according to the US Food and Drug Administration.E-cigarettes that are similar in size and shape to traditional cigarettes come with a smaller wattage unit and therefore may not have the power to fail as dramatically, said Thomas Kiklas, chief financial officer of the Tobacco Vapor Electronic Cigarette Association.Larger vaporizers -- such as the device found in the St. Petersburg case -- come with much larger and more powerful batteries."The two major causes of dramatic failures with the larger units are overcharging of the battery and then the shorting of the battery," Kiklas said."Lithium ion batteries fail in other devices as well, but in a laptop, it's on your lap," he said. "In this case, with an e-vapor product, it's close to the face."Though such incidents are rare, this isn't the first time a spontaneous e-cigarette explosion has raised concerns.There were 195 separate e-cigarette fire and explosion incidents in the United States reported by the media between 2009 and 2016, according to data released last year by the US Fire Administration.For example, in 2015, an e-cigarette exploded in a man's face in Naples, Florida, burning his face, chest, hands and lungs. In 2016, an e-cigarette exploded in a New York man's pants pocket. He suffered third-degree burns.Also that year, a 14-year-old girl had mild to moderate burns after an e-cigarette exploded in the pocket of a person nearby while on a Harry Potter ride at Universal Studios in Orlando, Florida.None of those cases was fatal.Kiklas said there are two steps e-cigarette users can take to avoid the risk of an explosion."We've put the caution out before," Kiklas said."Make sure that you use the charger that comes with the battery, and make sure the charger has a shutoff device, an automatic shutoff device, so it's not overcharged. That's typically the biggest issue which causes batteries to fail," he said. "And two, never carry a battery alone, out of its case, in your pocket with change or keys, because that's another way the batteries can short themselves out."The FDA also recommends replacing batteries if they get damaged or wet. 3627
