SAN DIEGO (KGTV) — San Diego Gas & Electric says rolling outages are likely to continue through the weekend and into next week, but that the situation remains very fluid.The California Independent System Operator (CA ISO), which manages the state's power grid, has advised the utility that it's likely more outages will be necessary, especially on Monday and Tuesday, as a lingering heat wave continues its grip on the state.However, just as quickly as the agency reversed course and gave the order Saturday night, plans could change, according to SDG&E.How these rolling outages workRolling outages are a method that CA ISO uses to take the load off of California's power grid. When the state says the grid is under too much stress, each utility in the state has a percentage of electricity that needs to be taken off of the grid to meet whatever wattage CA ISO is aiming for, according to SDG&E. That amount that a utility will be asked to cut during these rolling blackouts is approved with CA ISO regulators every year.SDG&E determines which neighborhoods will be impacted by creating a list of blocks. Each of those blocks accounts for about 25 megawatts of electricity. Once CA ISO tells SDG&E how much power it needs to cut, SDG&E goes down that list from the top, de-energizing blocks until it is told to stop. The next day, the company picks up where it left off on the list, so that the same neighborhoods aren't affected every night. Once SDG&E goes through its entire list, it starts at the top again.Outages can last up to an hour but can also be relatively quick. Saturday, the first block de-energized lasted for about 17 minutes, according to the company.What you can do to helpTo avoid rolling blackouts, officials say the best way is to take energy conservation seriously. Because these outages are issued by the state, conservation is needed by all Californians in these instances.Officials recommend setting the thermostat at 78 degrees, turning off unnecessary lights and electronics, and using appliances before 3 p.m. to help save power.During power shutoffs, SDG&E suggests customers turn off air conditioners, keep refrigerator and freezer doors closed, and reduce their water use due to the need for electricity to pump and process water. SAN DIEGO (KGTV) - Restaurants are feeling backed into a corner after the pandemic forced them to add outdoor seating and Saturday brought cold rain and high winds.As the clouds rolled in, businesses across San Diego braced for impact."We were planning on covering everything up but we were kind of waiting and seeing just how big the storm was going to be," Whiskey Girl Manager Jake Southworth said.In the Gaslamp, he says they've been lucky this weekend, "We were ready to go with more of the tarps, to put out but waited till midnight when we were closed anyway, so definitely dodged a bullet there and today again it looks like it's going to hold off until later so I feel like we're still going to be doing good."Whiskey Girl is on a section of Fifth Avenue that shuts down to vehicle traffic Thursday through Saturday, allowing restaurants to spill into the street and seat more customers.The extra chairs help them stay afloat, but outside the rain and future winter weather are putting a damper on their options.Some businesses put up pop-up shades and umbrellas to provide some shelter against the weather."I mean it does open a lot more seating having outside but we'll see what the weather sends us," Southworth said.Every restaurant is also holding its breath, waiting to see if the county drops into the purple most restrictive tier next week, which would mean no indoor dining at all."How can I ask someone to spend, you know - on a drink if they're sitting outside shivering and the rain's coming through?" SAN DIEGO (KGTV) - Ralphs grocery stores are extending their hours to help seniors and provide greater flexibility for the general public, according to Director of Corporate Affairs John Votava.All stores will open at 6 a.m. - 7:30 a.m. for shoppers 60 years and older. "They're the most vulnerable population out there today, so we want to make sure they have time to come into our stores and shop uninhibited," Votava said.Locations will remain open to the public until at least 10 p.m., some will stay open later.Ralphs is also offering free pharmacy delivery for most locations and free pickup service for most grocery orders. Families took advantage of the pickup service Sunday at the Ralphs in Mission Valley. "I think it's going to make people feel comfortable shopping in a different way. If you can order online or call it in for sure," Tim Earp said through a mask.Votava said they're working on other safety features to protect customers and their employees. Plexiglass will be installed next week at checkout counters, and decals are already on the floor to encourage social distancing at checkout.Votava also said employees are allowed to wear masks and gloves while they work.He does have one request for anyone in the store, "if you see a senior who is shopping throughout the day, please let them cut to the front of the line so they can get in and out of the store safely."Votava said this is the new normal for now, and the store hours will reflect that indefinitely. SAN DIEGO (KGTV) -- San Diego Police are investigating after a couple was found dead in a Torrey Highlands home Saturday night. According to police, the couple was expected in San Francisco earlier in the day, but they never showed up. When police arrived at the home on the 7400 block of Via Rivera in Torrey Highlands just before 10 p.m., they saw the body of a person through a window of the home. After entering the house, officers found an Asian man and woman in their 50s dead with trauma to their upper bodies. 10News spoke to neighbors who were stunned to see all the police activity in their quiet neighborhood."Everybody seems to mind their own business, I haven't heard of any problems whatsoever," neighbor Salam Hasenin said. "I hope we go back to our peaceful environment and I just feel really sad and bad for the people."Nick Palermino shares a back wall with the victims' home. He did not recall any commotion happening Saturday night. "We have a dog that has a doggie door, and she wasn't barking last night at all," Palermino said. "I hope it is isolated to this one incident. I hope it is not burglary that went bad."According to police, the victims’ home does not appear to be disturbed. Detectives are investigating the deaths. SAN DIEGO (KGTV) - Recent rains have caused sewage-contaminated runoff to enter ocean water along Imperial Beach, San Diego County health officials announced Friday.An existing water contact closure of the Tijuana Slough National Wildlife Refuge coastline has been expanded to include all of Imperial Beach's coast, according to the San Diego County Department of Environmental Health.Due to recent rainfall, county health officials said sewage-contaminated runoff from the Tijuana River entered the Tijuana Estuary.
