SAN DIEGO (KGTV) -- San Diego County remained on the state’s COVID-19 monitoring list as of Monday, but Gov. Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. SAN DIEGO (KGTV) — San Diego City Council President Georgette Gomez has floated the idea of turning the second floor of Golden Hall into a permanent homeless shelter.Gomez made her comments Tuesday as the City Council unanimously approved a plan to use the second floor as a temporary shelter for three months while a Father Joe's bridge shelter is relocated. The current shelter for women and families at 14th and Commercial will close April 1. The city plans to build a new tent shelter to open on a lot at 17th and Imperial by June 30. Construction will cost million and the city will lease the land for ,000 a month. "So why spend million to put something back when we can actually spend million in maybe long-term leases to try to find a permanent solution," Gomez said. The Golden Hall concourse is about 1.5 miles away, and steps from City Hall. The bottom floor is still used for various events, including naturalization ceremonies and performances. Greg Block, a spokesman for the mayor, said long-term at Golden Hall wouldn't work for Father Joe's."For their clients, they need to be close to their main campus," he said. "Going back and forth via shuttle and all kinds of things isn't a workable solution for these folks that are there longer term."Bill Bolstad, chief revenue officer for Father Joe's, said the 17th and Imperial location would help residents get health and child care and employment services. "All kinds of things that are infinitely easier to provide when it's right next door, that's why we're very excited about the location down there," he said. SAN DIEGO (KGTV) - Researchers at UC San Diego Health say they can make a COVID-19 contact tracing app for smartphones but the technology may be getting pushback because of privacy concerns.On Tuesday, ABC10 News spoke to UC San Diego Health Chief Information Officer Dr. Christopher Longhurst about the app that he's offered to develop and study for San Diego County."From a University of California stand point, we're comfortable endorsing this as an appropriate means of helping control this pandemic more quickly while preserving the privacy of our citizens," he told ABC10 News.He said the app would look a lot like Canada's app which was released last Friday. Using a tool created by Apple and Google, it produces random codes and uses Bluetooth to ping other users' phones and share those codes when two people are physically close to each other. "So, the idea is that if I were diagnosed with COVID-19, I would then be given a code [and voluntarily opt in to] put that code into my exposure notification app and that would let other people know who had been near me that they might have been exposed and should be tested," he added.ABC10 News asked Dr. Longhurst about what situations could make it more effective than using human contact tracers. "Contact tracing is a methodology that's been around for 50 years and we've used it for sexually transmitted infections and other outbreaks. It works really well when you're talking about who you might have been intimate with. It's much harder when you think about who you breathed air with. [Additionally], there's limits to being able to actually contact those folks," he responded.When asked about why the technology isn't being implemented in San Diego County, he told ABC10 News, "Our partners at San Diego County Public Health have been very enthusiastic about embracing this new technology but the Apple and Google API can only be used by state public health agencies so we're dependent on the state of California to approve moving this forward."Other countries have moved forward but the U.S. has been slower. Dr. Longhurst attributes that to privacy concerns, but said the program protects anonymity and doesn't track location. "We've really closely evaluated this technology and we believe that the privacy preserving goals have been met," he added.On Tuesday, San Diego County officials confirmed that it's the state of California's decision to go forward and added in part, "If there is an opportunity for the County to partner with the state in a pilot, we would be open to further discussions about this."The California Department of Public Health sent the following response to ABC10 News."The state’s contact tracing program isn’t using contact tracing smartphone technology. Contact tracing involves notifying people who have been in close contact with an infected person to prevent the disease from spreading to others, and most of that work can be done by phone, text, email and chat.We are aware of San Diego's interest in utilizing a contact tracing application. We continue to focus on standing up the manual contact tracing process (via phone, text, email and chat) and the data management tool that assists our contact tracing workforce." 3226

SAN DIEGO (KGTV) -- San Diego Gas and Electric warned customers that the company may have to shut off power to some rural residents due to Santa Ana winds.The notifications come as the Valley Fire rages and a red flag warning remains through 8 p.m. Wednesday night. The company said it notified more than 16,000 customers about the possible public safety power shutoffs. Notified residents should be prepared to be without power through Thursday, SDG&E said.The Valley Fire has scorched more than 17,000 acres and is 11% contained as of Wednesday morning. 567

SAN DIEGO (KGTV) — San Diego County is seeing far fewer influenza cases at this point in the flu season compared to last year, due in part to coronavirus-related safety measures, according to public health officials.So far this season, the county has recorded 39 influenza cases, compared to 1,220 cases at this point last season. Flu season generally runs from October through May, with flu activity peaking in December and February.The county says it's "very likely" physical distancing, hand washing, and mask-wearing are contributing to the low flu activity."Influenza activity remains very low to date this season in San Diego County. This is very likely due to the social distancing, hand washing, and mask-wearing interventions instituted to reduce the transmission of SARS-CoV2, the virus that causes COVID-19," the county's influenza report said. Health officials say influenza vaccination rates are also contributing to the lower numbers. So far this season, 1,043,552 San Diegans have been vaccinated for the flu.
