TIJUANA, Mexico (KGTV) - The first group of people from the migrant caravan have arrived in Tijuana, according to a Mexican journalist. According to journalist Jorge Nieto, the group has 85 people. THOUSAND OAKS, Calif. (KGTV) - The Ventura County Sheriff’s Department detailed the circumstances leading deputies to search Tuesday the Thousand Oaks home of actress Heather Locklear.The actress was arrested at her home February 25 on suspicion of felony domestic battery and three counts of battery on a peace officer.Locklear told deputies she would shoot them if they ever came to her house again, investigators said.RELATED: Heather Locklear?arrested on domestic battery chargesAccording to the search warrant, deputies looked for a firearm Locklear has registered in her name but did not find it on the property.Locklear is scheduled to appear in court March 13. 676

THORNTON, Colo. -- People who live in the Friendly Village of the Rockies Mobile Home Park in Thornton feel like prisoners in their own homes because someone else gets to make and change the rules of their community.Several of them reached to Scripps station KMGH in Denver, claiming the rules where they live keep them trapped in a cycle of threats, fees and fines.Most of them own the homes they live in, but are still in a state of housing insecurity, they said, because of the management practices of the company that owns the park."It's just rough, you can't do anything right now," Anthony Velasquez, a resident of the community told Marchetta, "They send you letters threatening, 'If you don't like it, move.'"Velasquez and his wife are retired and moved to Friendly Village to be closer to their grandchildren. "Yes, very much," said Velasquez when asked if people were being evicted from the park.He and other residents received a letter from Friendly Village in February telling them the park is now a fence-free community.Take down your fence "... within 60 days," the letter warned. Anyone who disagrees, the letter said, "... does not have to stay."  "They're afraid of eviction, retaliation, getting kicked out...and that's probably what they'll tell us now when you talk to them and they see this (story)." She said Friendly Village believes, "it is in best interest of its tenants and the park as a whole to become fenceless." The letter also said they believe "... the removal of fences decreases instances of unsupervised small children and animals."When reporters visited the park, there were several unleashed dogs and wandering cats roaming the streets and yards on the property.The park also now includes a memorial to "Sparky," a tiny family dog and loving companion to a retired couple with chronic health issues who live at Friendly Village.The family says Sparky was mauled to death by a much larger dog that escaped a fenceless home.The dog was on a leash at the time, out for a walk with its owner, Larry, who the family said watched in horror, helplessly from his wheel chair.When reporters attempted to contact Sylvia Navarrette, the manager of Friendly Village, she hid in a back office and threatened to call police if the news crew did not leave the property."It was nice when we first moved in. Management was nice. We're at that age we just want to settle down.  Spend the rest of our days here if we can," Velasquez said.The mayor's office in Thornton, Adams County Commissioners, state Senator Beth Martinez Humenik, and several regulatory agencies would not comment on who was responsible for the oversight of mobile home parks in Colorado.KMGH uncovered outdated laws with no one to enforce them on behalf of mobile homeowners and a total absence of accountability for the property owners the homes sit on.As a result, mobile home owners are often left wide-open to financial abuse in a state of housing insecurity with a system in place that allows it. 4278

Time is running out with just five days to go before funding expires for several key federal agencies and no deal in sight to avert a partial government shutdown.On Capitol Hill, Republicans and Democrats alike have made clear they don't want a shutdown, but lawmakers left Washington last week without a resolution in an ongoing standoff over funding for President Donald Trump's long-promised border wall. The administration and congressional Democrats appeared to be no closer to reaching an agreement over the weekend.White House senior adviser Stephen Miller said on Sunday the administration would do "whatever is necessary to build the border wall," saying "if it comes to it, absolutely," when asked on CBS's "Face the Nation" if that would mean a partial shutdown. But Senate Democratic Leader Chuck Schumer insisted on NBC's "Meet the Press" on Sunday that the President is "not going to get the wall in any form," saying the votes aren't there in the House or the Senate.The window is narrow this week for Congress to take action. The Senate will be back on Monday, but the House of Representatives isn't expected to return until Wednesday evening. That leaves little time before funding runs out at midnight on Friday for a number of federal agencies, including the Department of Homeland Security, the Justice Department, and other parts of the government.Trump wants billion in wall funding, but that number is a non-starter for Democrats. Any spending legislation would need to pass with at least some Democratic votes since it would have to clear a 60-vote threshold in the Senate where Republicans only have a 51-seat majority.Some congressional Republicans were talking openly at the end of last week about the possibility that lawmakers could punt the border fight by passing a temporary, stopgap spending measure. If Congress and the White House agree to a short-term funding patch that could leave the issue for the new, incoming Congress to resolve in January.Outgoing Republican Rep. Richard Shelby, the chair of the Senate Appropriations Committee, told CNN on Thursday. "I don't know. There has to be some sort of breakthrough."So far, however, there has been no apparent breakthrough, and the threat of a partial shutdown moves closer to becoming a reality with each passing day.The President defiantly said during a dramatic meeting last week with House Democratic leader Nancy Pelosi and Schumer that he would take responsibility for a partial shutdown if one takes place."I'll tell you what, I am proud to shut down the government for border security, Chuck," Trump told the top Senate Democrat. "So, I will take the mantle. I will be the one to shut it down. I'm not going to blame you for it."If a shutdown takes place, it would be limited in scope. Congress has already funded roughly 75% of the federal government through September 2019, including the Pentagon as well as the Departments of Health and Human Services and Labor.But that doesn't mean a partial shutdown that would start just days before Christmas wouldn't be disruptive.In the event of a shutdown, some federal employees would be deemed essential and would continue to work, but their pay would be withheld until the shutdown is over.Other federal employees would be placed on furlough, meaning they would effectively be put on a leave of absence without pay.
