Wednesday will be cooler and windier, with the heaviest rain and threat of flooding between 11 a.m. and 3 p.m., according to 10News meteorologist Megan Parry. A Flash Flood Watch was in effect Wednesday until Thursday at 1 a.m. for the coast and mountain areas. Anyone in need of sandbags to prevent flooding can get them for free through the County of San Diego or City of San Diego. The largest outages were in Chula Vista and Bonita, with some 4,300 customers out of power, and Oceanside, with 555 customers out of power. SDG&E's website listed the cause of many outages as being under investigation, and did not say whether the outages were related to the weather. Restoration times varied for the affected customers. The issue was resolved within an hour.Chula Vista Police notified the public that some traffic signals throughout the city are off due to the outage. A Beach Hazard Statement was also in effect until noon Thursday due to waves up to 8 feet and dangerous rip currents. County environmental health officials issued a water contact advisory for beaches and bays due to bacteria from runoff. While many coastal outlets are posted with permanent metal warning signs, additional temporary signs are not posted for general advisories. Snow levels will drop to around 5,000 feet today and several inches of snow are expected by Thursday night, according to City News Service. San Diegans can find housing and meals at Father Joe's Villages and Connections Housing Downtown thanks to the San Diego Housing Commission and City of San Diego. Shelter is provided when temperatures dip below 50 degrees with a chance of rain, or below 45 degrees with no precipitation.SeaWorld San Diego was closed Wednesday but park officials anticipated reopening Thursday.While the weekend should be sunny and dry, more wet weather could be on the way. SAN DIEGO (KGTV) - San Diego Police are investigating what led to the death of a man while in police custody last week in Paradise Hills.Police said 39-year-old Guillermo Corrales was arrested on April 16 in the 6300 block of Clyde Ave. after reports of a relative becoming violent. Corrales had possibly used narcotics, according to police.Corrales was placed in handcuffs and medically evaluated by first responders.During the evaluation, Corrales went into cardiac arrest, according to police, and he was taken to a nearby hospital and placed on life support.He died from his injuries on Thursday.San Diego Police homicide detectives are investigating the incident as a possible custody death. 724

  

SAN DIEGO (KGTV) -- Rep. Susan Davis of the 53rd Congressional District won’t seek re-election in 2020, the Congresswoman announced Wednesday. Davis was first elected to Congress in 2000. “I have struggled to make this very difficult decision. I will not seek another term in Congress. My decision today represents a desire to live and work ‘at home’ in San Diego,” she said. Davis is currently the second highest-ranking Democrat on both the House Education and Labor Committee and the House Armed Service Committee. Among measures recently supported by Davis is the Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez. She also helped spearhead the repeal of the “don’t ask, don’t tell,” a Clinton-era policy which allowed LGTBQ people to serve in the military only if they remained in the closet.“It makes us a better military, a better country, and I was very happy to be a part of that,” said Davis.So far, only two other candidates have officially entered the race. Jose Caballero, a Navy veteran, filed earlier this year and has raised ,900 as of June.Joaquín Vázquez, the son of undocumented immigrants, has also filed to run, but has not submitted any fundraising documents yet to the FEC.Both are Democrats with no previous experience as elected officials.In 2018, Davis faced off against Republican challenger, Morgan Murtaugh, beating her by a nearly 40% margin. SAN DIEGO (KGTV) -- San Diego County residents are bracing for planned outages ahead of Santa Ana winds moving in Thursday morning. According to San Diego Gas and Electric, nearly 24,000 people, mainly in East County, are at risk of having their power shut off. Residents in Alpine say they’re gearing up for possible outages. Employees at the Alpine Beer Company told 10News when the power goes down, their protocol is to close the bar, but keep their stock nice and cool. RELATED: Check today's San Diego County forecast“We have generators to keep the beer cold, we just can’t serve it to anyone, so it kind of affects us as workers, and also the people who just want to come and hang out,” said Robert Ogle, a bartender at Alpine Beer Company. Northeast to easterly winds are expected to reach 20 to 30 miles per hour Thursday and Friday with gusts of 40 to 65 miles per hour. Humidity will also plummet, reaching an average of between only 5 to 10 percent. Meanwhile, temperatures are also expected to soar.
