SAN YSIDRO, Calif. (KGTV) - The library at Willow Elementary School is officially be renamed the "Ramon Parra Library" on Friday, in honor a man who dedicated his life to the children of San Ysidro."Anything that needed to be done, he did it," remembers Emilio Noriega, Jr., who played baseball with Parra's son. "He didn't look for any help, he did it himself."Parra is credited with founding the San Ysidro Little League. He also served on the local school board for 18 years. Friends say he served on countless other committees and community boards, all working to make San Ysidro a better place."He was the kind of person that did everything for everybody and didn't ask for nothing," says Jaime Mercado. "He was one of the most honest people you ever ran across."Parra passed 30 years ago. The effort to honor him began in 2017. Mercado and a few other people from the Friends of San Ysidro group started a petition to rename the whole school after Parra. When that failed, they set their sights on the library.A GoFundMe campaign raised ,100 to pay for new lettering. The San Ysidro School Board chipped in another ,000. In addition to the name on the outside of the library, a picture of Parra and an explanation of what he meant to the community will be on display inside."There are so many people in town who never heard of him," says Noriega. He specializes in mass shootings, and the mind of a killer. “You will have some people who are true psychopaths. That's relatively rare,” he said. “The majority of these folks, and they’re men, they have a grievance of some sort.  It may be real, it may be imagined.  But whatever it is, it is real to them.”An FBI report released in 2014 looked at 160 active shootings and found gunmen almost always acted alone, were usually male, had a wide range of ages, and killed themselves about 40 percent of the time.But what makes a person want to carry out such a horrific crime in the first place? Cooter says something makes them lose empathy and disconnect from their conscience. Often, he says they become overwhelmingly angry.  “They tend to isolate from people and they just ruminate over this grievance and over a period of time they will come to a point they can’t stand it anymore," he said.The Sandy Hook shooter was apparently mad at his mother. The Pulse nightclub shooter who pledged allegiance to ISIS was said to be “angry at the world,” Cooter said.Cooter believes they may let the anger simmer, building until it makes them direct their rage at society.Other shooters are what he would consider highly psychotic and unable to feel remorse.  He points to the shooter who opened fire in a movie theater in Aurora, Colorado. Doctors testified he had a psychotic mental illness. The gunman who targeted Arizona congresswoman Gabby Giffords and others was diagnosed with schizophrenia.Cooter says there’s another factor. For the deeply disturbed, a mass shooting can offer instant fame and a way to make their lives seem to have meaning.  “They become famous for a while. They’re usually not around to know it, but that’s the plan,” Cooter said. "There seem to be copycat sorts of things.”Even so, Cooter says there are plenty of people who have deep anger or other hallmarks of a mass shooter, but it’s extremely rare to actually decide to kill scores of innocent people. 2434

SEATTLE (KGTV) -- Newly released body camera footage shows the moment police officers nabbed a pair of thieves trying to walk out of a Seattle-area Costco carrying ,200 worth of laptops and vacuums.On March 14, South Precinct officers responded to a call at about 5:30 p.m. of a shoplift in progress at the Costco, police said. Loss Prevention officers inside the store recognized one of the suspects inside and said he had previously stolen items in the past and run out the fire exit. Responding Seattle Police Department officers spotted a female driver inside a black Toyota that was backed up to the store's emergency exit doors.  The officers pulled their patrol vehicle in front of the Toyota to prevent it from leaving and contacted the 18-year-old woman, police said.As police were talking with the woman, they could hear someone attempting to open the doors."Moments later, two suspects, a 30-year-old man and a 21-year-old woman opened the emergency doors and attempted to walk out of the store carrying stolen computers and vacuum cleaners," police said.Officers located a 7″ fixed blade from the male suspect. According to the security personnel, the suspect had carried a large knife in past incidents.The male suspect was later booked into the King County Jail for investigation of robbery, while the two women were booked for investigation of theft, police said. 1428
