SAN DIEGO (KGTV) - Starting Monday, San Diego County residents will be able to cast their ballots early for the Nov. 3 election.The San Diego County Registrar of Voters office in Kearny Mesa, located at 5600 Overland Ave., will be open from 8 a.m.-5 p.m. to allow San Diegans to vote early.Due to coronavirus-related health and safety restrictions, voters must wear a mask and practice social distancing. Both voters believe this upcoming election is too important to sit out, and they didn’t feel comfortable mailing in their ballots.“I think this is the most important election in my lifetime. There’s going to be a lot of changes in the next year or two,” Milburn told ABC 10News.Sisco added, “I had to come and vote. To be honest, I felt bad I didn’t start voting until Obama came into office. I should have been voting even back then.”Both decided to come early concerned about having to wait in long lines which election officials want people to be mindful of. Officials believe this election will bring out the county’s highest voter turnout to date.The San Diego County Democratic Party came to the Registrar of Voters to promote early voting, saying it will speed up the results.Will Rodriguez-Kennedy, the Chair of the San Diego Democratic Party, said, “If you want to have the count and not be waiting election night … The more people that vote early the better for everyone, the results will come in sooner.”In a statement sent to ABC 10News, the county’s Republican Party said they are “encouraging Republicans to vote early.”Meanwhile, officials said ballots are being mailed out on Monday to the 1.9 million registered voters in San Diego County.This summer, citing restrictions brought on by the COVID-19 pandemic, state officials said all registered California voters would receive mail-in ballots. SAN DIEGO (KGTV) - Students at the University of California San Diego are still reeling from Wednesday's storm that flooded more than a dozen apartments.Students told 10News they were shocked when water poured in around 11 p.m. during the storm. One young man, who didn't want to be identified, said the water seeped in under the door and poured in through a floor-length window in their bedroom."So every angle yeah, it instantly started soaking everything under my bed," he said, adding the water was freezing cold.RELATED: Rain floods buildings on the campus of UC San DiegoHe took videos documenting the two inches of water that seeped in."If I wasn't here, then every bit of electronics we had out here would've been completely ruined, hundreds of dollars worth of stuff," the man told 10News.Another student shared her experience, saying she was walking back to her dorm after studying and found "about a 4-foot deep puddle leading up to my door." She said once she opened the door mud and water flowed in.She said the timing was terrible."I have a midterm Monday, I'm actually getting tutoring right after this, it's a bit crazy."Students scrambled, trying to get help from the university and relocate. One student told 10News she never got help from the university, despite calling multiple times Wednesday night and getting a case number.Thursday morning cleaning companies went to work, installing fans in the rooms and peeling off baseboards.Some students said the university is doing a great job."Is there something we can brainstorm to fix this so it doesn't happen in the future, because I can only imagine what's going to happen next week when it rains harder and I'd hate to come back from break and see, 'oh everything's damaged." a student said.The university said four students were relocated to temporary housing. According to a SeaWorld spokesperson, the park will be closed December 4 due to “forecasted inclement weather, including periods of significant rain and possible thunderstorms.”“The safety of our guests and employees is our top priority,” the park said in a statement. Rain is expected to become widespread by Wednesday morning with periods of heavy rain, possible thunderstorms, localized flooding and heavy rain, according to 10News Meteorologist Megan Parry. As a result of the rain, the National Weather Service issued a flash flood watch for Wednesday from 6 a.m. to 6 p.m. for San Diego County’s coastal areas, valleys and mountains. SAN DIEGO (KGTV) — Some San Diego Police Department officers are being isolated as they await test results for coronavirus, according to SDPD Chief David Nisleit.Those officers were exposed to the virus and are currently under isolation, Chief Nisleit told 10News anchor Jim Patton. A police spokesperson added that officers have been self-reporting possible exposure, both on-duty and off-duty. A medical expert then determines if they should be tested. "We're taking great care of them, absolutely," Nisleit added.Precautions are being taken by law enforcement across the county. A spokesperson from Oceanside Police says they're doing more phone or online reports when possible. Dispatch and officers are also asking more questions about cold and flu-like symptoms.A video from the Chula Vista Department tells the public, "We may ask you to wear a mask."Starting Friday, Chula Vista Police will be taking an extra step. A spokesperson says they'll strongly suggest officers wear protective equipment for all interactions with the public closer than six feet. SAN DIEGO (KGTV) - Saturday, Dec. 8 will be the tenth year since a tragedy in the heart of University City.Four people died in 2008 when an FA-18 military jet crashed into homes in the San Diego community west of Marine Corps Air Station Miramar.Rebecca Cosford was in her home and heard two loud noises. The first was the pilot blowing out the plane’s canopy and ejecting. The second sound was the crash.“One was popping, then a massive explosion that shook the whole house,” Cosford remembers.Cosford and her husband ran outside to see a “large column of smoke”.Teresa Rizzo not only heard it: she felt it. Someone yelled at her to stay back and told her a plane had crashed."I just thought, 'That was an airplane?’ That was an actual airplane that fell out of the sky and exploded around the corner from my house?"Marine pilot Dan Neubauer’s parachute landed a block west of the crash site after he ejected. He had been trying to reach MCAS Miramar on one engine, but his second engine failed. The FA-18 dropped like a stone.The four lives lost on the ground were Dong Yoon’s family."I believe my wife and two babies and my mother-in-law are in heaven with God," Yoon said after the crash.Neighbors had tried to help when disaster struck. Alain Blanc had a cell phone in one hand, 911 on the line. His other hand was holding a hose as firefighters arrived."There are moments we don't have time to be scared, you react! I heard this incredible bang, the earth shook, and I was outside. How I got there, don't ask me," said Blanc.Today, two new homes stand where the other two were destroyed.
