HONG KONG, July 7 (Xinhua) -- Chinese Vice President Xi Jinping delivered a keynote speech at a welcoming banquet hosted by the Hong Kong Special Administrative Region (HKSAR) government here Monday evening, elaborating his understanding of and expectations to the HKSAR.     Xi started his toast at the dinner by extending warm greetings and best wishes to Hong Kong people on behalf of the central government and President Hu Jintao. "Over the past 11 years since Hong Kong's return, what you have achieved is truly commendable," Xi told about 400 guests attending the dinner in his televised speech at the Shangri-La Hotel, "we are here to feel for ourselves the profound changes that have taken place in Hong Kong since its return."     Xi expressed his thanks to the HKSAR government and Hong Kong compatriots for their strong support to the Chinese mainland in the rescue and relief efforts in earthquake-hit southwest China, as well as their contributions to the preparations of the Beijing 2008 Olympic and Paralympic Games.     "We in the Chinese mainland are deeply touched by the profound friendship of our Hong Kong compatriots with whom we share the strongest blood ties," said Xi, who takes charge of the Hong Kong and Macao affairs and a top-level leading group for the preparations of the Beijing Olympics and Paralymics.     The vice president said he was confident that the HKSAR government and Hong Kong compatriots will host warm, splendid and successful equestrian events during the Olympic and Paralympic Games.     As one of the six co-host cities, Hong Kong will stage the Beijing Olympics equestrian events in August.     Xi said the HKSAR government has led the preparatory work with great sense of commitment and the Equestrian Committee (Hong Kong)and the Sports Federation and Olympic Committee of Hong Kong have been working in close collaboration with all sectors of Hong Kong.     The whole country and the whole world are deeply impressed by Hong Kong people's enthusiasm, their level of participation and their passion for the Olympics, he noted.     Xi announced that the Ministry of Commerce and the HKSAR government will soon sign a document on the arrangement to facilitate entry of Hong Kong service providers to the Chinese mainland, particularly Guangdong Province.     "In future, the central government will continue to give strong support to all initiatives and endeavors aimed at developing the economy and improving people's lives in Hong Kong," Xi stressed.     With the strong support of the motherland and the united efforts of the HKSAR government and Hong Kong people of all sectors, Hong Kong will overcome all risks, difficulties and challenges on its way of development, he added.     Xi said Hong Kong now enjoys social stability, economic growth and higher living standard, and its future is even more promising.     "What has happened has proved and will continue to show that the policy of 'one country, two systems" is the right choice for Hong Kong and has strong vitality," he said, adding, "our Hong Kong compatriots will administer Hong Kong well and bring greater prosperity to the people."     In the welcoming banquet in honor of the vice president, Chief Executive of HKSAR Donald Tsang pledged that Hong Kong will do its best to make the equestrian events a great success to demonstrate that Hong Kong people are worthy of the trust bestowed upon them by the nation.     Xi arrived in Hong Kong on Sunday morning for a three-day inspection tour of the special administrative region.

BEIJING, May 11 -- China's monetary authorities are struggling to address conflicting policy goals, but inflation will remain the top policy concern, the country's central bank governor said on Saturday.     While the United States and other countries are more focused on fending off a recession, China's monetary policy must target inflation over growth and employment, Zhou Xiaochuan, the People's Bank of China governor, told a forum in Lujiazui, Shanghai's financial center.     "There is no cure-all medicine, and we have to make the final decisions -- everyone hopes there would be a cure-all solution, but there is not," said Zhou.     China's consumer price inflation would likely to rise to 8.5 percent in April from 8.3 percent in March, two sources familiar with the data said late on Thursday. The data, which is subject to last-minute revisions, will be officially released on Monday. TAIYUAN, Sept. 11 (Xinhua) -- Rescuers on Thursday had finished searching more than half the mud-covered areas in north China after a mud-rock slide left 128 people dead.     Shanxi Provincial Government Secretary-General Wang Qingxian said about 60 percent of the area had been combed. Altogether 2,000-plus rescuers, with the aid of more than 110 excavators, were searching for survivors.     He said Internet claims that hundreds of people were missing was mere speculation.     "The specific figure of the people missing in the disaster has not been established yet," said Wang at a news conference. "We are still evaluating the situation."     He promised timely and transparent updated casualty numbers, adding 36 people had suffered injuries.     If the weather conditions allowed, searchers would finish looking for survivors in three to five days, he said.     Relatives of the dead will get 200,000 yuan (29,215 U.S. dollars) each as compensation, according to the provincial government.     The State Council, China's Cabinet, has set up an accident investigation team, including officials from the State Administration of Work Safety, Shanxi provincial government, Supervision Ministry, Land and Resources Ministry and All China Federation of Trade Unions. Wang Jun, the State Administration of Work Safety director, was heading the team.     The government has begun examinations to more than 700 tailing ponds in the province to avoid similar accidents from happening again.     There was no epidemic at the area and the injured were receiving treatment, said Gao Guoshun, the provincial health department head, at the news conference.     The water there was not polluted after examination, Gao added.     The disaster happened when the bank of a pond holding waste oredregs of an unlicensed mine burst.     Some reports said hundreds were feared to have been buried underneath the mud, but the local government had released no figures concerning the number of missing.     Wang Qingxian said the mine was purchased and transferred to a man named Zhang Peiliang when the local government auctioned it off in 2005.     But Zhang did not apply for new licenses after its safety production license was suspended in 2006 and the mining license expired in 2007.     "It was an accident of grave responsibility after initial analysis," said Wang Dianxue, the State Administration of Work Safety deputy head and also the investigation team deputy head.     The accident occurred around 8 a.m. on Monday in a pond holding waste ore dregs of the Tashan Mine in Xiangfen County, Linfen City, which was soaked by torrential rain.     In total, an area of 30.2 hectares was covered by the mud. The mud-rock flow damaged buildings, trade markets and some residences lying downstream.
