SAN DIEGO (CNS) - A suspected hit-and-run driver who allegedly struck and gravely injured a bicyclist last month in the Midtown area was arrested in a shopping center parking lot in Kern County, it was reported Wednesday.San Diego police identified the suspected driver last week as Mauricio Flores and also released the name of a woman, Jessica Bailey, suspected of riding in the van with Flores.The pair were in a 2005 Dodge Caravan with Georgia license places that struck a bicyclist around 1:30 p.m. on Aug. 21 on West Washington Street at India Street in the Midtown area, police said.RELATED: Bicyclist sustains life-threatening injury in hit-and-runThe victim suffered a life-threatening head injury and remains in the hospital, the San Diego Union-Tribune reported.In video shot by a witness and released by San Diego police, the driver could be seen stopping after the collision and getting out of the van.The video then showed the driver and passenger going to the injured man on the side of the road before the driver tugs the bent bicycle out from under the front of the van and sets it aside. He and the female passenger then got back into the van and drove away.A second passenger in the van has not been identified by police and no description of the man has been disclosed.An off-duty CHP officer who saw a flier about the collision spotted a suspicious looking van bearing CA exempt plates, typically used by state-owned vehicles, while riding his motorcycle in the Lake Isabella area over the weekend and notified the local office, CHP Officer Robert Rodriguez told the Union-Tribune.The officer assigned to that area -- roughly 35 miles northeast of Bakersfield -- went looking for the van early Tuesday morning and found it in a Vons parking lot, this time with Vermont license places, Rodriguez told the newspaper. With the assistance of Kern County sheriff's deputies, the officer located Flores and Bailey nearby and arrested them. 1962

SAN DIEGO (CNS) - New health restrictions took effect Monday in San Diego County and the rest of Southern California, shutting down indoor service at restaurants among other closures, due to the rapidly increasing number of coronavirus hospitalizations.A state-mandated "regional stay-at-home" order went into effect at 11:59 p.m. Sunday, triggered when intensive-care unit bed availability remained below 15% after Saturday's daily update, according to the California Department of Public Health.The 11-county Southern California region's available ICU capacity was 12.5% Saturday, a decrease from 13.1% the day before. The ICU capacity Sunday for the region was 10.3%. San Diego County had 20.5% of its ICU beds available as of Saturday.On Sunday, the county reported 35 new hospitalizations, bringing the total to 4,871. Three more patients were placed in intensive care, bringing the total to 1,068.The Southern California region consists of San Diego, Orange, Los Angeles, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties.The stay-at-home order will be in place for three weeks and prohibits gatherings of people from different households. Regions will be eligible to exit from the order on Dec. 28 if ICU capacity projections for the following month are above or equal to 15%.On Sunday, San Diego County officials reported 1,703 new cases of COVID-19 and seven additional deaths.That brings the total number of cases to 92,171 with 1,062 deaths.County Supervisors Chairman Greg Cox said the three-week stay-at-home order was tough to take."There's no way around it," Cox said during a special Saturday briefing. "It stinks."But in recent weeks, the county has experienced a rise in the number of coronavirus cases, hospitalization rates and the use of ICU beds, Cox said."We know the timing could not be worse," because of the holidays, Cox said. "But we know better days are ahead," he added, referring to the arrival of vaccines.Supervisor Nathan Fletcher said county residents are facing a tough situation."But COVID-19 is a tough virus," Fletcher said. "This is the toughest fight we've had to face during the pandemic. But hope is on the horizon with a vaccination, but it's not here now."Fletcher said the county faced an unprecedented situation."We don't have a choice," Fletcher said. "It is a deadly pandemic that is ravaging our community."Under the order, the following businesses/recreational facilities will be forced to close:-- indoor and outdoor playgrounds-- indoor recreational facilities-- hair salons and barbershops-- personal care services-- museums, zoos, and aquariums-- movie theaters-- wineries-- bars, breweries and distilleries-- family entertainment centers-- cardrooms and satellite wagering-- limited services-- live audience sports-- amusement parksSchools with waivers will be allowed to remain open, along with "critical infrastructure" and retail stores, which will be limited to 20% of capacity. Restaurants will be restricted to takeout and delivery service only. Hotels are allowed to open "for critical infrastructure support only," while churches are restricted to outdoor only services. Entertainment production -- including professional sports -- are be allowed to continue without live audiences.Some of those restrictions are already in effect in select counties.California has grouped its counties into five regions: The Bay Area, the Greater Sacramento Region, Northern California, the San Joaquin Valley and Southern California.The state reported Sunday that the Bay Area's ICU capacity is at 24.1%, Greater Sacramento at 18.2% and Northern California at 26.5%.The San Joaquin Valley joined the Southern California region in the new shutdown protocol Sunday night, as its ICU capacity dropped to 6.6% on Sunday. Topgolf's driving ranges allow players to track their golf balls electronically and play against other groups nearby while ordering food and drinks.Callaway already owned 14 percent of Topgolf and first invested in the company in 2006."Together, Callaway and Topgolf create an unrivaled golf and entertainment business," said Chip Brewer, president and CEO of Callaway. "This combination unites proven leaders with a shared passion for delivering exceptional golf experiences for all -- from elite touring professionals to new and aspiring entrants to the game."Topgolf, founded in 2000, has 58 locations in North America.The company has 33 additional venues in some stage of planning nationwide, the San Diego Union-Tribune reported. In San Diego, the company has been talking with the Port of San Diego about building a 68,000 square foot facility on a seven-acre site along East Harbor Drive.Port commissioners are seeking additional financial information and have yet to enter into an exclusive negotiating agreement with Topgolf, according to the newspaper."As part of Callaway, we plan to grow our leadership position by leveraging Callaway's brand reputation, industry relationships and financial strength to connect more communities around the world to the Topgolf experience," said Dolf Berle, CEO of Topgolf.The merger is expected to be completed in early 2021, pending approval from both companys' shareholders. 1776

  

SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project.The extension and related projects are intended to reduce traffic congestion as the county's population increases. SAN DIEGO (CNS) - A lawsuit has been filed against the San Diego Police Department on behalf of more than 100 local sex offender registrants who are challenging requirements that they must register in person during the coronavirus pandemic, while state and local governments ask that residents stay home to prevent the virus' spread.The lawsuit was filed by the Alliance for Constitutional Sex Offense Laws, which also filed similar lawsuits this week in Riverside and Sacramento counties.RELATED: Eight San Diego County residents arrested, accused of price-gouging during emergencyIt asks for a judge to issue an order halting the practice of having registered sex offenders appear in person at San Diego Police Department headquarters, and instead adopt video conferencing or telephonic updates, as implemented by the Los Angeles Police Department and other state agencies during the pandemic.Plaintiffs' attorneys say the registrants represented in the suit "have high-risk COVID-19 factors such as age and/or chronic diseases (diabetes, asthma and hypertension)."RELATED: Some San Diego jail inmates may be released early during pandemicPer the California Sex Offender Registration Act, offenders are required by law to provide periodic updates to local law enforcement regarding the registrant's personal information. Some registrants must update law enforcement every 30 days, while others must only provide annual updates.However, the lawsuit states that the act does not require registrants to appear in person to provide updates, except under very specific circumstances, and that in-person registration exposes them and the general public to the risk of spreading COVID-19.RELATED: San Diego sheriff seeks California's guidance on gun store operations amid outbreakThe plaintiffs allege that the police department has directed local registrants to appear in person, subjecting them to a "Catch-22," in that "they must either subject themselves to COVID-19 infection (in violation of a state order), or violate Section 290 by failing to appear in person, thereby inviting arrest and custody in jail or prison (where they risk of COVID-19 infection is much greater."An SDPD spokesman said the department could not comment as it is a pending lawsuit.The lawsuit cites Gov. Gavin Newsom's stay-at-home order, as well as local emergency declarations made by San Diego Mayor Kevin Faulconer and San Diego county officials, who also urged residents to stay home unless they need to go out for essential purposes. 2523
